At the invitation of Premier of the State Council of the People's Republic of China Li Qiang and Founder and Executive Chairman of the World Economic Forum (WEF) Klaus Schwab, Prime Minister of the Socialist Republic of Vietnam Pham Minh Chinh will attend the 15th Annual Meeting of WEF Pioneers held in Dalian City, Liaoning Province, China and work in China from June 24 to 27, 2024.
On this occasion, Vietnamese Ambassador to China Pham Sao Mai gave an interview to the press about the purpose and significance of Prime Minister Pham Minh Chinh's working trip to attend WEF Dalian and work in China.
Reporter: Could you please tell us the purpose and significance of Prime Minister Pham Minh Chinh's trip to attend WEF Dalian and work in China this time?
Ambassador Pham Sao Mai: At the invitation of Premier of the State Council of the People's Republic of China Li Qiang and Founder and Executive Chairman of the World Economic Forum Klaus Schwab, Prime Minister Pham Minh Chinh will attend the 15th Annual Pioneers Meeting of the World Economic Forum held in Dalian City, Liaoning Province, China and work in China from June 24 to 27, 2024.
This year's WEF Dalian is one of the most important major events in the Asia-Pacific region, attracting more than 1,500 delegates, including Chinese Premier Li Qiang, Prime Minister Pham Minh Chinh, Polish President Andrzej Sebastian Duda and nearly 100 leaders and representatives of countries, organizations, international enterprises and China. The fact that the Vietnamese Prime Minister has been invited to attend the Conference for two consecutive years demonstrates the importance and appreciation of the WEF and the international business community for Vietnam's position, role and contributions to global and regional economic growth. I believe that this working trip of Prime Minister Pham Minh Chinh has the following important meanings:
Firstly , through meetings with leaders, policy makers and the global business community, the Prime Minister's participation in WEF opens up opportunities for the Vietnamese economy to interact and integrate with the world economy, and is an opportunity for Vietnam to introduce to the world its outstanding socio-economic development achievements in recent times, demonstrating the image of a dynamic, actively integrating, confident and attractive Vietnam to global corporations, thereby promoting mutually beneficial cooperation and attracting resources for national development.
Second , through this Conference, Vietnam can grasp new issues and trends of the world economy; exchange with other parties about development thinking and governance at the national and global levels; contribute to solving common world issues such as promoting growth, developing new industries, responding to climate change, ensuring food security, etc.
Third , this is also an opportunity for Vietnam to strengthen exchanges and promote relations with countries, partners and international organizations, further enhance the country's position and prestige, affirm its role as an active and responsible member of the international community, and contribute to effectively implementing the foreign policy set forth by the 13th National Party Congress.
Fourthly , the participation of the Prime Minister and the Vietnamese delegation will continue to promote cooperation and partnership with WEF in an increasingly substantive direction on the basis of the Vietnam-WEF Memorandum of Understanding on cooperation for the 2023-2026 period, promoting cooperation with WEF member enterprises in areas such as green transformation, digital transformation, energy and science and technology.
Reporter: What is special about the context and agenda of this year's WEF Dalian? How will the Vietnamese Government leaders participate and contribute to this Conference?
Ambassador Pham Sao Mai: The WEF Dalian Conference takes place in the context of many difficulties in the world economy and slow recovery in growth. The Asia-Pacific region continues to be a dynamic bright spot in the world economic picture with the expectation of promoting 2/3 of total global growth, but still faces some risks due to the fragmentation of the world economy, supply chain disruptions, geopolitical tensions, and competition between major countries.
The theme of this year’s WEF is “New Growth Horizons” with a focus on discussing and finding directions for new growth drivers, new industries, promoting the role of businesses, startups and innovation, and joining hands to respond to climate change. It is expected that 6 topics will be discussed at the Conference, including: building a new global economy; entrepreneurship in the age of AI; connecting climate, nature and energy; pioneering fields for industries; China and the world; investing in people.
At this Conference, the Prime Minister of Vietnam will deliver a special speech at the plenary opening session; chair a number of discussion sessions and dialogues with major economic groups and innovative enterprises on issues such as cooperation opportunities, new solutions to global development issues and Vietnam's economic development strategy. In addition, the Prime Minister will have bilateral meetings with leaders of countries, international organizations and major corporations. I believe that the participation and contributions of Prime Minister Pham Minh Chinh and the Vietnamese high-ranking delegation will make a very important contribution to the overall success of the Conference, demonstrated in a number of aspects as follows:
Firstly , in the context of the world economy slowing down and facing many risks and challenges, the Prime Minister will share Vietnam's assessments and views on prospects, challenges, adjustment trends and new models affecting the world economy in the short and long term.
Second , at the Conference, the Prime Minister will emphasize the potential and strengths of the Asia-Pacific region and the central role of ASEAN as well as Vietnam. Thereby, affirming the role of the region as a driving force for growth, strengthening trade, investment, supply chain and global value links, helping to restore growth and enhance the resilience of the global economy.
Third , the Prime Minister will propose solutions at global, regional, national and business levels, emphasizing the role of the private sector and public-private partnership in promoting growth, economic recovery, taking advantage of existing opportunities and potentials, promoting new growth drivers such as green development, digital transformation, innovation and application of achievements of the Fourth Industrial Revolution.
Fourthly , through this important Conference, the Prime Minister will share experiences and highlight Vietnam's socio-economic development achievements, convey messages about Vietnam's policies, orientations and development models, thereby calling on the WEF, governments, international organizations and the global business community to strengthen strategic cooperation, investment and business expansion in Vietnam in high-priority, emerging and spillover industries to promote green growth, digital transformation, energy transformation, climate change response, investment in human resource development and training.
Reporter: Could you please tell us about your expectations for bilateral results during Prime Minister Pham Minh Chinh's visit to attend WEF Dalian and work in China this time? Vietnam and China are looking forward to celebrating the 75th anniversary of diplomatic relations in 2025. According to you, what should the two sides do to further promote the Comprehensive Strategic Cooperative Partnership between the two countries?
Ambassador Pham Sao Mai: This is the second time in two consecutive years that Prime Minister Pham Minh Chinh has visited and attended the WEF Conference in China, demonstrating the high regard of the Party and Government of Vietnam for the Vietnam-China Comprehensive Strategic Cooperative Partnership. In the context of the current profound, substantive and comprehensive development of the relationship between the two Parties and countries, Prime Minister Pham Minh Chinh's working trip to attend the 2024 Dalian WEF and work in China will be an opportunity for senior leaders of the two countries to discuss in depth specific measures to continue effectively implementing the common perceptions reached between the top leaders of the two Parties and countries.
The year 2025 is of great significance in bilateral relations, as the two countries celebrate the 75th anniversary of the establishment of diplomatic relations (January 18, 1950 - January 18, 2025). Over the past time, thanks to the joint efforts of both sides, Vietnam-China relations have maintained a stable development momentum, achieving many positive results. After two historic visits by General Secretary Nguyen Phu Trong (2022) and General Secretary and President of China Xi Jinping (2023), the two Parties and two countries have established a new position for bilateral relations, building a Vietnam-China Community of Shared Future of strategic significance, adding strong momentum for the two Parties and two countries to continuously consolidate and strengthen the neighborly friendship and comprehensive cooperation.
To further promote the potential and strengths of the Vietnam-China relationship, in the coming time, the two countries need to maintain close coordination at all levels, channels, in all fields, strengthen the review and assessment of the implementation of the common perception reached by the top leaders of the two Parties, promote and improve the quality of substantive cooperation in all fields, contribute to concretizing the achievements and contents, and bring the relationship between the two Parties and two countries to a new height with higher political trust; more substantive defense and security cooperation; deeper substantive cooperation; a more solid social foundation; closer multilateral coordination; and better control and resolution of disagreements.
I firmly believe that, on the basis of the advantages, potentials, needs and existing foundations of bilateral relations, with the determination and joint efforts of the two Parties, two countries and two peoples, the Vietnam-China Comprehensive Strategic Cooperative Partnership will develop strongly in the coming time, for the benefit of the two peoples, for peace, stability, cooperation and development in the region and the world.
