Merger for the common development of localities

The reorganization of provincial and communal administrative units is a major policy of the Party and State to streamline the apparatus, improve management efficiency and create momentum for our country to develop rapidly and rise up in the new era. This is a major policy, for the future development of a strong and prosperous Vietnam, so I completely agree and support, and highly agree with the policy of the Party and State.

The merger of Ha Nam, Ninh Binh and Nam Dinh provinces into Ninh Binh province ensures compliance with the Central Resolution and is in line with the people's wishes. Of course, there are also people who are worried and concerned about naming the new province after the merger, fearing "losing their homeland". However, I believe that the heroic history and unique cultural identity of Ha Nam, Nam Dinh and Ninh Binh provinces when merged will still be preserved, honored and promoted in a unified administrative entity of greater stature.

Currently, the organization of collecting public opinions on the Project to merge 3 provinces has also shown the spirit of promoting democracy, creating conditions for people to have the opportunity to participate in giving opinions and building their homeland. I believe that after the merger, resources will be optimized, attracting larger investments, synchronous planning, expanding development space for new administrative units, promoting the leading role of dynamic regions, growth poles, promoting sustainable and stronger development in the future. At the same time, the merger will also create conditions to expand regional culture, contributing to promoting the common development of the 3 provinces today.

As General Secretary To Lam once said, “the country is the homeland”. Therefore, each citizen should look forward and make every effort to build a rich and civilized province after the merger. And the name of the new provincial administrative unit after the arrangement will become more meaningful when it is associated with the prosperity and happiness of the people and is enriched by the joint efforts and consensus of the people of each locality today.

People agree with the policy of arranging administrative units at provincial and commune levels.

Implementing the Plan of the People's Committee of Quang Thien Commune (Kim Son) on the arrangement of administrative units at the provincial and communal levels, the Front Working Committee of Village 4 established 2 Opinion Collection Teams with 5 members to go to each household to distribute ballots to collect voters' opinions.

Village 4 has 131 households, of which 45% are Catholics. The voter consultation began on the morning of April 21 and is expected to be completed on April 22. During the consultation process, members of the group will both collect opinions and listen to the people's thoughts and aspirations, while also carrying out good propaganda work to create consensus among the people in the arrangement of administrative units at the provincial and communal levels.

In the initial stages of the consultation process, the people all agreed with the Party and State’s policies and enthusiastically participated in giving their opinions through direct ballots at their households. People expect that after the merger and streamlining of the administrative apparatus, the new administrative unit, along with the new leadership, will promote operational efficiency, serve the people better, and at the same time cut down on cumbersome administrative procedures, contributing to improving the effectiveness and efficiency of state management at the local level.

The results of the voter consultation will be an important basis for the province to complete the plan before submitting it to competent authorities for consideration and decision in the coming time. Therefore, the members of the Village Opinion Gathering Team have done a good job of preparation, the voter consultation took place quickly, in accordance with the procedures and regulations of the law, ensuring objectivity, publicity and transparency.

I strongly agree with the policy of reorganizing administrative units at provincial and communal levels. This is a major policy of the Party and State and a new turning point for the country.

The arrangement of administrative units at provincial and communal levels will contribute to streamlining the apparatus of the political system, making it operate more effectively and efficiently, saving the State budget; after the merger, localities will have more room and conditions to promote socio-economic development. At the same time, the arrangement of administrative units will create conditions for restructuring and selecting, arranging, and assigning staff, civil servants, and public employees to ensure compliance with the standards of each job position. Through the arrangement, people with sufficient qualifications, capacity, and enthusiasm will be selected to meet the requirements of the tasks in the new situation.

I also believe that, after the administrative unit arrangement is completed, the new administrative apparatus will operate more effectively, contributing to promoting the comprehensive development of the province and the country.

As an officer working in the Culture sector and assigned to handle administrative procedures at the Provincial Public Administration Service Center, I think that when implementing the administrative unit arrangement, my work and current life will be somewhat affected. However, I will make efforts to overcome all difficulties and challenges, and continue to complete all tasks assigned by my superiors. In particular, I will promote digital transformation and the application of information technology in handling administrative procedures related to the sector for organizations and individuals, contributing to building my homeland and country to become increasingly prosperous.
