With a central location in the Red River Delta, Hai Duong province is located in the Northern key economic zone, adjacent to the coastal economic belt of the Gulf of Tonkin, conveniently connected to seaports (Cai Lan port, Hai Phong port) and international airports (Noi Bai, Van Don, Cat Bi). Taking full advantage of the favorable geographical location combined with the determination of provincial leaders at all levels and the efforts of the people, in recent years, the socio-economic situation of Hai Duong province has made strong changes, becoming the leading development driving force of the Red River Delta - a particularly important strategic area of the whole country on the basis of Resolution No. 30-NQ/TW of the Politburo on socio-economic development and ensuring national defense and security in the Red River Delta until 2030, with a vision to 2045.
Impressive growth
According to the Standing Committee of Hai Duong Provincial Party Committee, in 2023, despite the difficult economic situation at home and abroad, the province's socio-economic results continued to develop steadily, achieving many positive and comprehensive results. Specifically, the province achieved and exceeded 13/15 planned targets; of which, the province's economic growth is estimated at 8.2%, ranking 13/63 nationwide, ranking 6/11 in the Red River Delta region. The economic scale is estimated at 184,123 billion VND, continuing to maintain the 11th position out of 63 nationwide. GRDP per capita is about 94.1 million VND. State budget revenue is estimated at over 20 trillion VND, equal to 115% of the annual estimate.
Notably, Hai Duong province's investment attraction in 2023 grew impressively, reaching 1.136 billion USD, an increase of 3.1 times compared to 2022, the highest in more than 10 years. Of which, 74 new projects were granted with a registered capital of 990 million USD, and 32 projects were adjusted to increase capital with a total additional capital of 140 million USD... This is the driving force for investment projects in industrial parks and clusters, infrastructure development projects, and public investment projects of the province to accelerate progress and complete early to welcome investment capital in the following years. The whole province has 1,805 newly established enterprises with a total registered capital of about 15,000 billion VND.
Hai Duong is considered one of the 20 localities with the best quality of industrial infrastructure in the country. This is an outstanding advantage for the province to be included in the list of attractive investment destinations for foreign enterprises. With 500 FDI projects with a total capital of over 9.2 billion USD from 26 countries and territories, Hai Duong currently ranks 4th in the Red River Delta region and 11th nationwide in attracting FDI (commitments).
These impressive figures are thanks to the province always accompanying, supporting, creating the most favorable conditions and environment for investors and enterprises with domestic and foreign investment capital to produce and do business effectively, contributing to improving the province's competitiveness. At the same time, the province also proactively seeks opportunities through investment promotion, product promotion, and organizing conferences and exhibitions with major domestic and international partners.
For example, the Hai Duong Investment Promotion Conference with the theme "Connection - Cooperation - Accompanying" was organized by the province in coordination with the Vietnamese Consulate General in Houston (USA) in September 2023. The event attracted more than 120 attendees, including representatives of the Texas state government, state congressmen and Houston city government, investors, businesses, and US entrepreneurs in the fields of investment, services, high-tech industry, import and export, logistics, manufacturing, processing, agricultural products, real estate, healthcare, education, etc.
This is an opportunity for US businesses and investors to exchange and discuss with leaders of Hai Duong Provincial Party Committee, departments, agencies, and companies about cooperation and investment opportunities in the areas where the province is calling for FDI. At the conference, a signing ceremony of 8 cooperation documents in the fields of trade, import-export and services took place, including a Memorandum of Understanding on investment cooperation in the High-tech Factory project in Hai Duong province with a total investment of 300 million USD.

Not only focusing on attracting investment, Hai Duong also emphasizes the sustainable factor for development. This is reflected in the investment attraction orientation that the leaders of Hai Duong province have proposed in the coming time, which is to selectively attract, only focusing on prioritizing investors with potential, capital potential, high technology, management level and environmental protection. Priority areas are high technology, smart technology, bio-industry, new materials, processing industry, manufacturing and supporting industry; projects with high added value, using little land, and being environmentally friendly. In particular, the province is determined not to accept small-scale projects, low investment rates, using average and outdated technology, projects that have the risk of affecting the environment.
Modern and sustainable look
Along with that, the appearance of Hai Duong is also becoming more modern, spacious and worthy when the provincial planning has been completed and submitted to the Prime Minister for consideration, expected to be approved in December 2023; many new projects and works have been started and are about to start, especially connecting traffic projects, completed industrial park infrastructure projects with over 1,100 hectares of clean land eligible to receive investment projects, which is a solid premise for socio-economic development in the coming years.
The people who feel the changes and development of the province most clearly are the people when their lives are improved in all aspects thanks to the development of economic and social infrastructure; promulgation of new and improved social security policies, in which special attention is paid to the people's lives and jobs, especially the health and education sectors. These changes are clearly shown through major milestones such as Hai Duong being recognized for completing the task of building new rural areas or the opening of the first walking street - night market in Hai Duong city in the bustling, exciting and happy atmosphere of the people...

Speaking at the Ceremony to announce the Decision to recognize Hai Duong province as completing the task of building new rural areas in 2020 on March 15, 2023, Prime Minister Pham Minh Chinh shared: “Regarding Hai Duong, we are happy to see many changes in the rural appearance, the socio-economic infrastructure is increasingly synchronous and modern. The material and spiritual life of the people is constantly improving, the environmental landscape is increasingly green, clean and beautiful”.
In line with the rapid and strong changes of the Industrial Revolution 4.0 and the digital economy of the world and Vietnam, the administrative reform and digital transformation of the province have also achieved many positive results. Hai Duong is one of the pioneering provinces to issue a province-wide digital transformation policy and is the first province in the country to have a digital transformation day. In recent years, the province has focused on implementing institutions and policies to reform administrative procedures associated with the application of information technology, building e-government, towards digital government. In particular, the province focuses on promoting the provision of information on investment and handling administrative procedures online, in order to improve the business environment, attract and facilitate businesses and investors to interact with state agencies through the electronic environment.

At an event on National Digital Transformation Day (October 10), Hai Duong Provincial Party Secretary Tran Duc Thang affirmed: “In the coming time, Hai Duong will implement many separate policies to support businesses in the area such as: registering for new establishment; policies to support trade promotion and industrial promotion; support training on the process of connecting banks and businesses, especially small and medium enterprises; support interest rates”.
Up to now, the rate of online administrative procedure settlement has reached over 75%; the whole province has 266 digital technology enterprises, 187 digital platform enterprises, 8,330 small and medium enterprises accessing and participating in the program to support digital transformation enterprises; the rate of enterprises paying electronic taxes has reached 99.58%; digital transformation projects and plans have been focused on directing, adjusting, removing difficulties and obstacles, and speeding up progress.
The strong and sustainable development steps in Hai Duong have partly shown that the patriotism, self-reliance, and aspiration of the people here continue to be inherited from history and promoted in the new era.
