Promoting investment in resettlement areas for land acquisition and clearance of industrial park project No. 20

Implementing the Project of site clearance (GPMB), investing in the construction of resettlement areas (TDC) and GPMB of industrial parks (IPs) in Nghi Son Economic Zone (KKTNS), according to investment phases, IP No. 20 with its geographical location advantage and investor interest is being directed by Thanh Hoa province to be implemented first.

Promoting investment in resettlement areas for land acquisition and clearance of industrial park project No. 20 Standing Vice Chairman of the Provincial People's Committee Nguyen Van Thi, leaders of the Management Board of the Economic Zone and Industrial Parks, and Nghi Son town government reviewed investment locations for resettlement areas to serve the site clearance for Industrial Park No. 20.

Currently, Nghi Son town has been assigned by Thanh Hoa province to be the investor of 4 resettlement areas to serve the site clearance of Industrial Park No. 20. Of which, resettlement area No. 1 in Cac Son commune has an area of 3.5 hectares, meeting the resettlement needs of about 100 households in Cac Son commune within the scope of phase 4 of site clearance to invest in the construction of Industrial Park No. 20. The Standing Committee of the Provincial Party Committee has agreed to invest from the additional central budget revenue with a target for the locality. Resettlement area No. 2 with an area of 7 hectares in Cac Son commune and resettlement area No. 3, an area of 3 hectares in Anh Son commune have also been decided to allocate based on the province's support capital for Nghi Son town to invest in resettlement areas. Nghi Son town People's Committee has assigned specialized departments and offices to organize, appraise and have approved the investment policy.

Accordingly, the resettlement area project No. 2 in Cac Son commune was decided on investment policy in Resolution No. 366/NQ-HDND dated December 22, 2023 of the People's Council of Nghi Son town with a construction area of about 7 hectares, a total investment of 76.8 billion VND, meeting the resettlement needs of about 180 households in Song, Dong and Lien Son villages, Cac Son commune. The resettlement area project No. 3 in Anh Son commune was also decided on investment policy in Resolution No. 365/NQ-HDND dated December 22, 2023 of the People's Council of Nghi Son town with a construction area of about 3 hectares, a total investment of 34.3 billion VND, meeting the resettlement needs of about 60 households in Anh Son commune.

Currently, the Nghi Son Town Construction Investment Project Management Board, representing the investor, is organizing the preparation of a detailed construction plan at a scale of 1/500 for the above two resettlement areas to serve the preparation of the project's Feasibility Study Report. It is expected that the investment preparation and compensation work will be completed in the third quarter of 2024 to start construction in the fourth quarter of 2024. After the completion of these two resettlement areas, it will meet the resettlement needs of about 70 households in Cac Son commune and 57 households in Anh Son commune within the scope of phase 1 of the land clearance (area of 142.2 hectares) to carry out the investment and construction of Industrial Park No. 20 according to the investment phase. The remaining resettlement land area will be arranged for households that have to relocate in the next phases of the project.

According to the People's Committee of Nghi Son town, resettlement area No. 4 is also being studied for investment and construction in Cac Son commune. This resettlement area has an area of 19 hectares in the field of Thong Nhat village, Cac Son commune, serving resettlement for about 622 households in Song, Dong and Lien Son villages, Cac Son commune, within the scope of land acquisition phase 3 and phase 4 of the investment phase of Industrial Park No. 20. The current status of this land is agricultural land, belonging to the ST-01 ecological subdivision planning, which is being planned by the Management Board of the Economic Zone and Industrial Parks. After the general planning of the Economic Zone is adjusted, the ST-01 ecological subdivision planning is approved and capital is allocated, the People's Committee of Nghi Son town will carry out the steps to invest in the construction of the resettlement area according to regulations.

In order to have a basis for implementing investment in the construction of resettlement area No. 4 in Cac Son commune, Nghi Son town People's Committee proposed that the Provincial People's Committee direct the Management Board of the Economic Zone and Industrial Parks, together with departments and branches, to soon study and advise the Provincial People's Committee to submit to competent authorities for appraisal and approval of the adjustment of the general planning of the Economic Zone and update the land use function of resettlement area No. 4 in the process of planning the ecological subdivision ST-01. Along with that, the announcement of the ecological subdivision ST-01 is also the basis for Nghi Son town to plan the location of the returned social infrastructure works within the scope of land acquisition and clearance for Industrial Park No. 20.

It is known that Industrial Park No. 20 is located in the Northeast of the NSKTZ, in the territory of Anh Son and Cac Son communes, Nghi Son town, about 17km from Nghi Son port, adjacent to Industrial Park No. 21. This is a multi-industry industrial park, including: light industry, supporting industry, cold storage... Due to its location in the North of the NSKTZ, Industrial Park No. 20 enjoys the best advantages in terms of modern infrastructure and accompanying support services, convenient transfer of product lines serving production and business and is attracting the attention and research of many investors. The planned area of the industrial park is 786.78ha. Of which, the area requiring site clearance is about 604ha, the total number of households is about 870 households with 4,690 people.

The successful implementation of site clearance for Industrial Park No. 20 is the first step to realize the site clearance project, invest in the construction of resettlement areas and site clearance for industrial parks in the NSK. The implementation of this project is expected to create a “revolution” to “transform” the infrastructure of the industrial park, promoting the attraction of quality investment projects into the NSK.
