In 2024, Hanoi inspected and conducted follow-up inspections of 70,809 food production, business, and processing establishments in the city. Of these, 3,234 establishments were found to be in violation and were fined a total of over 14.1 billion VND.
The Hanoi People's Committee recently submitted report No. 470/BC-UBND on the results of implementing Directive No. 17/CT-TTg of the Prime Minister on strengthening food safety management in the new situation. This report has been sent to the Ministry of Health .

As of 2024, Hanoi had 72,671 food production, business, and processing establishments, including 39,244 food service and street food businesses, 7 industrial slaughterhouses, 24 semi-industrial slaughterhouses, 718 manual slaughtering points, 454 markets, 141 supermarkets, 25 shopping malls, along with 14,081 establishments producing and trading agricultural supplies and agricultural, forestry, and aquatic products.
The city also has 5,044 hectares of managed safe vegetable farming. Food production within the city meets approximately 60% of consumer demand, with the remainder sourced from other provinces and imported.
Hanoi implemented numerous food safety inspection and monitoring activities in 2024. In total, 656 inspection teams were established, inspecting 70,809 establishments. Of these, 63,445 met the requirements (89.6%), while 7,364 violated regulations. Consequently, authorities imposed administrative penalties on 3,234 establishments, totaling over 14.1 billion VND.
Common violations recorded in 2024 included: Inadequate shelving in storage and display areas for goods; and businesses selling pre-packaged food failing to fulfill their food safety commitments.
Selling food with unclear origins or using ingredients of unknown origin. Violating food safety conditions in the kitchen area, such as the presence of insects and pests. Incorrect product labeling.
In addition to imposing penalties, authorities also destroyed 199 types of infringing products from 5,709 establishments, including 10,000 mooncakes and 14,221 kg of food of unknown origin. Simultaneously, one establishment had its food safety certificate revoked.
Hanoi has implemented a comprehensive set of solutions to ensure food safety in 2024. Party committees and authorities at all levels have paid close attention to this work, promptly issuing guiding documents and implementing key thematic programs. In particular, close coordination among relevant departments and agencies has been carried out, with activities such as controlling food raw materials from neighboring provinces, tracing food origins, and connecting product consumption.
Food safety programs, projects, and models have also been effectively implemented, including the model of safe food in civilized streets. Food safety management in food service and street food has been strengthened, along with monitoring and prevention of food poisoning and foodborne diseases.
With the results achieved, food safety assurance work in Hanoi in 2024 has been strongly implemented, contributing to protecting public health and preventing food safety violations. The city continues to maintain and improve the effectiveness of management, supervision, inspection, and handling of violations to protect consumer rights and improve food safety quality.
