Construction is sluggish in many packages
On April 3, Dong Nai provincial leaders worked with relevant units and localities to assess the construction progress of key national projects, including the Bien Hoa - Vung Tau Expressway and Ho Chi Minh City Ring Road 3. Reports from the Department of Construction showed that although there had been certain changes in construction work after the second inspection, the current progress still did not meet the requirements for the projects to be completed on time by the end of 2025.
Specifically, at the Bien Hoa - Vung Tau expressway project, contractors have deployed 34 construction teams with the participation of more than 400 workers and more than 250 motorbikes and equipment. However, the construction progress at some packages, especially package 18 of Hoa Binh 479 Joint Stock Company and package 21 of Hai Dang Joint Stock Company, is still very slow. In particular, at the package of Hai Dang Joint Stock Company, the construction site has almost no activity, the machinery is still lying idle.

At the Ring Road 3 project, contractors have made adjustments to the schedule and added machinery and equipment, but the results have not been significant. Despite working overtime and mobilizing more manpower, the progress of this project has not met the requirements, especially when the workload is large and the construction time is increasingly urgent.
Vice Chairman of Dong Nai Provincial People's Committee, Mr. Ho Van Ha, emphasized that these projects are national key projects, closely directed by the Prime Minister . Therefore, the construction progress needs to be accelerated to ensure completion on schedule by December 31, 2025. Mr. Ha assessed that the current construction is not worthy of a national key construction site and requested strict handling of contractors with delayed progress.
Mr. Ho Van Ha also requested relevant units to review the responsibilities for the areas that have been allocated land but have not yet been constructed. At the same time, the provincial leaders affirmed that localities have completed the site clearance work and ensured adequate supply of construction materials. Therefore, contractors need to speed up the construction progress so as not to affect the overall plan.
The leaders of Dong Nai province also requested the Provincial Traffic Construction Project Management Board and localities to submit the progress schedule to the Provincial People's Committee for approval before April 10. Mr. Ha also noted that relevant parties need to focus on ensuring labor safety and completing the relocation of electrical infrastructure works to facilitate construction work.
Dong Nai issues ultimatum, warns against transferring weak contractors
Faced with the prolonged delay, provincial leaders have issued warnings and strong measures to rectify construction activities in the packages. At the construction site of Lizen Joint Stock Company (contractor for package 21), Mr. Ninh The Thuong, Director of the Bien Hoa - Vung Tau Expressway Project Management Board, said that the unit's construction output had reached 60% of the signed contract. Mr. Thuong pledged that if the entire site was received by April 15, the contractor would strive to complete the project before June 30, about 11 months ahead of schedule. He also shared that although the current price of construction materials is higher than estimated, the contractor still accepts to compensate for losses to ensure progress, avoiding the situation where machinery and equipment have to wait due to lack of materials.

However, in contrast to the construction progress of Lizen Joint Stock Company, the construction progress at the construction site of Construction Corporation No. 1 (CC1) is still very slow. Although the progress is behind schedule, the actual construction of this contractor has not been accelerated. Vice Chairman Ho Van Ha assessed that the capacity of contractor CC1 has not met the requirements, and although there have been adjustments in the progress, the actual construction has not changed significantly.
Mr. Nguyen Linh, Deputy Director of the Provincial Traffic Construction Investment Project Management Board, said that with the current workload, contractor CC1 would find it difficult to complete the project on schedule. The embankment work was expected to be completed in June, but with the current volume of embankment, the project cannot be completed before December 31, 2025. Mr. Linh also pointed out that the contractor only mobilized 10 road rollers for the roadbed construction, which was not enough to meet the requirements.
Similarly, at the construction site of Hai Dang Joint Stock Company, this contractor was also assessed as behind schedule. The inspection units said that the number of machines and equipment at the construction site did not meet the requirements.

The Dong Nai Department of Construction has drawn up a record and notified contractors of progress violations that have not met the requirements. The provincial Traffic Construction Project Management Board will continue to monitor and take drastic measures if contractors do not improve their progress.
Vice Chairman of the Provincial People's Committee Ho Van Ha requested that within 7 days, the units must work specifically with contractors who are behind schedule and propose decisive handling measures. "This is a national key project, we cannot wait for contractors. If contractors do not meet the progress requirements, we will base on the regulations to handle it," Mr. Ha emphasized.
Dong Nai provincial leaders affirmed that they will continue to closely monitor the construction progress, and if contractors do not improve the situation, strict measures such as transferring workload or terminating contracts will be taken, ensuring that the projects are completed on schedule by the end of 2025.
