On the afternoon of April 22, Deo Ca Transport Infrastructure Investment Joint Stock Company said that in the morning of the same day, a young man was riding a motorbike from the north of Hai Van tunnel in Lang Co town (Phu Loc district, Hue city) at high speed and without a helmet. When he reached the area near the tunnel entrance, the staff at the checkpoint discovered him but because he was driving too fast, they could not stop him.

When the young man entered the tunnel, the staff followed the rescue vehicle and did not force him to stop for fear of causing traffic safety problems. Immediately after leaving the Hai Van tunnel, the task force detained the man to clarify the incident.
The young man was identified as Le Ngoc Th (born in 1991, residing in Pong Drang commune, Krong Buk district, Dak Lak province).
The police agency said that the family of the young man Le Ngoc Th presented a certificate from the authorities confirming that Th had a mental illness. Currently, the Hoa Hiep Bac Ward Police have drawn up a record of the administrative violation of "Entering a prohibited road" against Le Ngoc Th.

It is known that this is not the first time that people have been recorded riding motorbikes into the tunnel. Previously, in July 2024, motorbike with license plate 76D1-280.xx intentionally passed the checkpoints at both the southern and northern ends of the tunnel (both Hai Van Tunnel 1 and Hai Van Tunnel 2) 4 times, even rushing straight into the security and rescue forces on duty to stop them, to enter Hai Van Tunnel at high speed. While traveling in Hai Van Tunnel, this motorbike drove fast, weaved, and overtook cars in the road tunnel, creating dangerous traffic situations.
Hai Van Tunnel connects the two cities of Hue and Da Nang . According to regulations, Hai Van Tunnel does not allow the circulation of the following types of vehicles: 3-wheeled motorbikes, 2-wheeled motorbikes, motorbikes, electric motorbikes, electric bicycles, rudimentary vehicles, cars carrying toxic goods, toxic chemicals, flammable substances, explosives, dangerous goods, cars carrying animals that cause foul odors, infectious diseases, cars (including trailers and semi-trailers) including goods with a height greater than 4.75m, cars (including trailers and semi-trailers), goods with a width greater than 3.2m and pedestrians.
