The decision was passed after Senate Democratic leader Chuck Schumer wanted more specific rules on the issue, and amid the fact that Democratic Senator John Fetterman's informal attire became the center of attention on Capitol Hill, CNN reported on September 28.
The bill was originally introduced by Democratic Senator Joe Manchin (West Virginia) and Republican Senator Mitt Romney (Utah), who wanted a real dress code for lawmakers, instead of the "unwritten law" as before.

"While we have never had a formal dress code, the events of the past week have made us all feel that formalizing a dress code is the right way forward," Schumer said.
According to Axios , the new rules require members of Congress to wear appropriate business attire when they come to the US Senate. Men must wear a suit jacket, tie, and pants. However, the rules do not specify what women's attire must include.
In 2017, then-Speaker of the US House of Representatives Paul Ryan relaxed dress codes after dozens of female lawmakers protested the ban on bare arms.
In 2019, dress requirements for women in the Senate were relaxed, after then-Senate Rules Committee Chairwoman Amy Klobuchar wanted female colleagues to be able to wear sleeveless dresses.
