The above content is shown in the document of the Department of Planning and Investment recently sent to the Office of the Ho Chi Minh City People's Committee regarding the progress, difficulties and obstacles in implementing the project to relocate Binh Hung Hoa cemetery (Binh Tan District).
The Binh Hung Hoa cemetery project area is more than 44 hectares wide, adjacent to two main roads: Binh Long - Huong Lo 3 road and Tan Ky - Tan Quy road (Binh Tan District).
This project is implemented in accordance with Official Dispatch 4894 of 2010 of the Ho Chi Minh City Party Committee and Official Dispatch 4119 of 2010 of the Ho Chi Minh City People's Committee on the policy of relocating Binh Hung Hoa cemetery, with the goal of improving the living environment of people in the adjacent area, contributing to urban beautification.
According to the People's Committee of Binh Tan District, the area adjacent to the cemetery with the Gamuda Land Tan Phu project has formed large-scale service and commercial works. Therefore, the development of service and commercial functional areas according to the approved planning at the cemetery will not achieve high economic efficiency. At the same time, the development of housing works on the cemetery land after the excavation of graves is expected to face many difficulties due to cultural and spiritual factors.

Meanwhile, some land plots under the educational land planning in the district have not been reclaimed due to difficulties in compensation. Therefore, the People's Committee of Binh Tan District proposed to adjust the planning of the Binh Hung Hoa cemetery project in the direction of increasing public land funds such as educational land and green land to serve the needs of the people.
According to the comparison results of the Department of Planning and Investment, the location of Binh Hung Hoa cemetery belongs to the mixed land planning: public center land, green park land - sports, existing residential land and newly developed residential land.
In 2010, Ho Chi Minh City determined that for the land area managed by Ho Chi Minh City Urban Environment Company Limited, it would develop a plan to exploit and use no more than 10 hectares for commercial purposes to create capital to implement the policy of relocating Binh Hung Hoa cemetery and building a park for the remaining area. Thus, the proposed adjustment of Binh Tan District's planning changed compared to the previous direction of the Ho Chi Minh City Party Committee and People's Committee.
The Department of Planning and Investment agrees with the proposal to adjust the planning to build a park and school at Binh Hung Hoa cemetery.
According to the Department of Planning and Investment, the proposal to adjust the mixed-use land use planning to increase the land fund for public works to serve the needs of people in the area is in accordance with regulations. Therefore, the Department of Planning and Investment recommends that the Ho Chi Minh City People's Committee report to the Ho Chi Minh City Party Committee to consider and approve the proposal to adjust the planning of Binh Tan District.
If approved, the Department of Planning and Investment will coordinate with the People's Committee of Binh Tan District to study and integrate it into the Ho Chi Minh City General Planning Adjustment Project that is being established, as a basis for adjusting the 1/2000 scale zoning plans in this area.
Nearly 1,500 billion to build schools and parks
In July 2023, the Ho Chi Minh City People's Council approved the investment policy for infrastructure, schools, and green parks at Binh Hung Hoa cemetery - phase 3, with the Binh Tan District Investment and Construction Project Management Board as the investor.
The project is implemented on a land area of over 17 hectares, including the following items: construction of a new secondary school, leveling the ground, making roads, water supply and drainage, electricity system, lighting, and planting trees. The total investment of the project is nearly 1,500 billion VND from the Ho Chi Minh City budget, implemented in the period of 2023 - 2026.
The Binh Hung Hoa cemetery relocation project is divided into 3 phases. Phase 1 has been implemented since 2014, with 13,662/15,539 graves relocated to date; Phase 2 has been implemented since 2017, with 11,784/16,848 graves relocated to date; Phase 3 includes compensation and resettlement support.
