University admission based on transcripts must use scores from the entire 12th grade year

Early admission is currently a popular form of admission for higher education institutions in recent years. However, the fact that schools announce the results of qualified candidates before the end of the school year is considered one of the reasons why students are negligent and subjective, affecting the results of general education. Therefore, the draft Circular amending and supplementing a number of articles of the Regulations on university and college admissions in Early Childhood Education, expected to be applied from 2025 by the Ministry of Education and Training , has added many new points on early admission, especially the regulation that universities cannot reserve more than 20% of their quota for early admission, and for considering transcripts, the scores of the entire 12th grade year must be used.

The Law on HigherEducation allows higher education institutions to be autonomous in recruiting students, so in recent years, many schools have organized recruitment and announced qualified candidates for admission methods that do not use high school graduation exam scores from March and April every year, or even from January.

For the admission method using academic results and exam results for each subject, the basis for admission that many schools apply is usually the transcript scores from 3 to 5 semesters, without the second semester of grade 12 because students have not finished the school year. However, in reality, knowing the results of the eligibility for admission early causes many students to develop a subjective mentality, neglecting their studies, leading to a significant impact on the quality of general education.

Mr. Tran Manh Tung, Vice Principal of Newton Secondary and High School, Hanoi, stated the reality: "Last year, when students knew the admission results early, they lost focus and were no longer focused on studying in class, which affected the teaching and learning of teachers and students, and affected the students' high school graduation exam at the end of June."

Based on this reality, in a number of conferences related to the graduation exam and university and college admissions for preschool education of the Ministry of Education and Training in 2024, many opinions proposed that the Ministry and schools need to have solutions to both ensure the quality of admission and ensure the quality of general education. Some opinions said that the draft regulation that universities are not allowed to reserve more than 20% of the quota for early admission and in the case of using high school study results for admission, the results of the entire 12th grade of the candidates must be used, is appropriate, because it ensures fairness and avoids the situation of candidates being negligent and subjective in studying in the second semester. This regulation may affect the autonomy in admission of higher education institutions, but from a broader perspective, this still brings positive impacts, ensuring harmony between general education and university admissions.

According to Professor Nguyen Dinh Duc, Chairman of the Council of the School of Science and Technology - Hanoi National University, this regulation can reduce lenient admission methods, help schools focus on the quality of input sources, and at the same time, reduce the situation of students studying lopsidedly, or even dropping out after being admitted:

"There is a huge gap between the high school exam and the academic transcript, all of which leads to problems with the quality of university entrance. Many students have to drop out after finishing their first year, especially in the fields of basic science and natural science, where the dropout rate is higher."

According to Deputy Minister of Education and Training Hoang Minh Son, the application of admission methods by higher education institutions is the autonomy of the schools, but it is necessary to clearly understand that this admission does not have a negative impact on general education, so that appropriate adjustments can be made:

"No matter what admission method is applied, it must not have a negative impact on teaching and learning at the general education level. For example, we see that there is a phenomenon where many schools conduct early admissions and students neglect their studies after knowing they are eligible for admission, which is a negative impact. If we do not have a negative impact, at least we must not have a negative impact on general education."

The draft Circular amending and supplementing a number of articles of the Regulations on university and college admissions for Preschool Education of the Ministry of Education and Training will receive comments until the end of January 2025.
