Consider promoting professional titles for teachers with "more positive factors"

Eliminate promotion exams, only civil servant promotion review remains

Specifically, the press asked the Ministry of Education and Training: If the form of examination for promotion of professional titles for civil servants, including teachers, is eliminated, what advantages will this create and how will it help improve the situation of teachers quitting their jobs in the current context when the new school year has begun and many localities have announced a shortage of teachers?

Responding to the press, Deputy Minister of Education and Training Hoang Minh Son stated his opinion: Regarding the elimination of promotion exams for teachers, we all see that no matter what profession they do, cadres, civil servants, public employees, and workers all want to have the opportunity to advance in their careers, to advance according to their professional and technical abilities.

Implementing the policy of promoting teachers' professional titles is also an important solution in the work of building and developing the teaching staff. A promoted teacher not only demonstrates his/her professional competence, but also enjoys a salary policy.

The Ministry of Home Affairs has drafted a decree amending a number of decrees, including Decree No. 115/2020/ND-CP, and is seeking comments, including a draft that only retains the form of promotion consideration and eliminates the promotion exam.

According to the Deputy Minister of Education and Training, whether it is an exam or a promotion, the purpose is to assess professional competence based on professional title standards.

Promotion has many positive factors, but is only one solution to limit teachers from quitting their jobs.

For exams, of course there are requirements on content, we know that authentic professional expertise requires a teaching process, self-training, practice, and development for teachers to form and develop their own capacity.

Exams require review, preparation of content and knowledge. This may require teachers to spend a lot of time reviewing for exams while they are working, and costs a lot of money during the process.

Regarding the promotion consideration, according to Deputy Minister Hoang Minh Son, it is "more positive". Certainly, those who participate in the promotion consideration are those who have the most understanding and realistic assessment of teachers' professional competence instead of just doing it through a test. Through that consideration, the whole process can be evaluated, ensuring fairness, transparency and more accuracy.

Thus, the consideration of promotion to obtain a title brings a very good motivation, but being considered in a transparent, fair and accurate manner creates a better motivation for teachers to dedicate themselves to and stick with their profession.

"However, this is only one of the solutions to limit and overcome the situation of teachers quitting their jobs, not all, but it is also one of the important things," said Deputy Minister Hoang Minh Son.
