He said that according to the police report, there were 51 cases of violations of regulations in the 2023 high school graduation exam, of which 39 students used mobile phones. The most serious were 2 candidates who violated the exam regulations in Yen Bai and Cao Bang by taking photos of the exam papers and sending them out of the exam room.
According to Mr. Giang, the most recent report from the police force, based on the nature, extent, and consequences, does not rule out the possibility that these cases will be criminally prosecuted.

"Although this does not affect the quality of the exam, this behavior constitutes a crime. This candidate's behavior not only violates the law on protecting state secrets but also threatens the safety of the exam and creates very bad public opinion about the seriousness of the exam," Mr. Giang emphasized.
The Internal Political Security Department has issued a document directing local police to clarify and not rule out the possibility of prosecuting related cases. This prosecution contributes to alerting all candidates in the coming time, limiting negativity, especially the use of high technology during the exam process.
This representative also added that to ensure safety in high school graduation exams from 2025 onwards, the Department will report to the leaders of the Ministry of Public Security on appropriate exam inspection and examination plans.
At the conference, Chief Inspector of the Ministry of Education and Training Nguyen Duc Cuong noted that the responsibility of allowing candidates to bring cell phones into the exam room and leak the exam papers is on the shoulders of the invigilators and related officials. Those who allow candidates to bring the exam papers and confidential documents out are violating criminal law, so localities need to provide more thorough training for the exams in the coming years.
In the near future, the Ministry of Education and Training will organize an in-depth conference on the high school graduation exam and ask for opinions from the Ministry of Public Security to continue improving the application of information technology and the use of high technology in the exam.

According to Mr. Chuong, after the end of the 2023 high school graduation exam, the Ministry received a number of comments about the exam questions, so it asked the exam question-making teams of the exam question-making council to review and provide specific explanations.
The review results show that the answers to the exams/subjects remain unchanged, except for accepting two correct answers in one question of the English exam.
For the History exam, the exploitation of current textbook materials is not really strict about the specific time in a question, but basically the question content still ensures the correct purpose and assessment level, so it does not affect the exam results and the rights of candidates.
He said that the issue of exam quality is one of the biggest concerns of the Department of Quality Management, requiring continued development of the exam bank.
On September 8, the Ministry of Education and Training will form a network of exam experts, starting with a workshop in Thai Nguyen. The network of high school exam experts will have full representation from all three regions, with priority given to teachers with experience and success in teaching the new general education program.

Currently, there is a Law on Protection of State Secrets, which uses the word “leak”.
