Consider adjusting the scale of the extended Xo Viet Nghe Tinh road project

The Xo Viet Nghe Tinh road project (Ha Tinh city) extends to the East, about 6.645 km long, starting at the intersection with Nguyen Cong Tru street, ending at the intersection with National Highway 15B in Thach Lac commune, Thach Ha district.

The report on "Investment policy, adjustment of investment policy and supplement of medium-term public investment plan for some public investment projects" is one of the important contents considered and approved at the 17th Session of the 18th Ha Tinh Provincial People's Council.

Projects considered for investment and investment policy adjustment

The project of Soviet Nghe Tinh road extending to the East is proposed to adjust the investment scale.

According to the report, there are 2 projects being considered for investment decisions, including the 3-storey office building project and auxiliary items - Headquarters of the Women's Union of Ha Tinh province and the traffic road project from Ho Chi Minh road to Gia Pho industrial cluster, Huong Khe district (phase 1).

The headquarters of the Provincial Women's Union is expected to be built at 98 Phan Dinh Phung Street, Ha Tinh City, Ha Tinh Province. This is a Group C project, with a total estimated investment of VND 18,494 billion for the construction of a 3-storey office building and auxiliary items. The project is expected to be completed in 2024. The project's funding comes from the reserve fund for increased revenue and expenditure savings in 2021 and 2022, and the provincial budget allocated from the source of expenditure for renovation and upgrading of public assets and other urgent tasks in the 2023 expenditure estimate.

The road project from Ho Chi Minh road to Gia Pho industrial cluster, Huong Khe district (phase 1) is a group C project, implemented in Huong Khe town and Gia Pho commune, Huong Khe district. The length of the road is 660m with a total estimated investment of 14.9 billion VND. The source of funding for the project is the provincial budget from the policy source to support the development of industrial clusters and the budget of Huong Khe district. The project implementation period is 2023 - 2025.

According to the report, there are 3 projects that are being considered for investment policy adjustment, including the Xo Viet Nghe Tinh road project extending to the East; the Nghen town - Dong Loc road project, Can Loc district; the project "Basic infrastructure for comprehensive development of Nghe An, Ha Tinh, Quang Binh and Quang Tri provinces, Ha Tinh province component" with loans from the Asian Development Bank (ADB).

The project of Xo Viet Nghe Tinh road extending to the East is proposed to adjust the investment scale with the investment content of the Xo Viet Nghe Tinh road extending to the East, about 6.645 km long, starting point at the intersection with Nguyen Cong Tru street; ending point at the intersection with National Highway 15B in Thach Lac commune, Thach Ha district; roadbed width 70m; road surface width 21m; sidewalk width 10m; green tree strip width on both sides of the sidewalk 9m; median strip width 30m (on the route there is a large bridge over Rao Cai river made of reinforced concrete with a load capacity of HL93, crossing the Eastern belt road - Ha Tinh city, the bridge length is about 341.5m, initially investing in a complete unit with a bridge width of 21.5m, designing the intersection to connect with the Eastern belt road to ensure smooth and safe traffic).

Other contents remain the same as Appendix 01 of Resolution 119/NQ-HDND dated July 14, 2023 of the Provincial People's Council. Project implementation period is from 2023-2026.

The Nghen - Dong Loc town road project, Can Loc district, proposed to adjust the total investment from VND 185 billion to VND 193,726 billion and adjust the investment capital from the central budget in the medium-term public investment plan for the period 2021 - 2025, the provincial budget in the medium-term public investment plan for the period 2021 - 2025 and the Can Loc district budget.

The project "Basic infrastructure for comprehensive development of Nghe An, Ha Tinh, Quang Binh and Quang Tri provinces, Ha Tinh province component" with loans from the Asian Development Bank (ADB) is proposed to adjust the investment scale with the addition of investment in 2 routes using surplus capital as agreed by the Prime Minister in Document 798/TTg-QHQT dated September 13, 2023 (upgrading Son Thuong - DH.145 route, Ky Anh district and upgrading and expanding the old DH90 - HL5 district road, Huong Khe district) and adjusting the total investment capital to 63.644 million USD, equivalent to 1,448,061.758 million VND, an increase of 69,478.898 million VND.

How is the medium-term public investment plan for local budget capital for the period 2021 - 2025 implemented?

The Provincial People's Committee proposed that the Provincial People's Council consider adding capital to the medium-term public investment plan of local budget capital for the period 2021 - 2025, an amount of VND 52,177 billion from the provincial budget.

Based on the proposed content of the investment policy of the projects, to ensure the conditions for project implementation, the People's Committee submits to the Provincial People's Council for consideration and supplementation of the medium-term public investment plan of local budget capital for the period 2021 - 2025 (at the same time as approving/adjusting the investment policy) of the projects, including supplementing the capital source to the medium-term public investment plan of local budget capital for the period 2021 - 2025 with the amount of VND 52,177 billion from the provincial budget, including capital source to support industrial and handicraft development policies according to Resolution No. 96/2022/NQ-HDND dated December 16, 2022 of the Provincial People's Council of VND 10.6 billion; The reserve fund for increased revenue and expenditure savings in 2021 and 2022 is 12.5 billion VND and the source of increased revenue, expenditure savings and other investment capital from the provincial budget is 29.077 billion VND.

Supplementing the list and local budget capital limit for the period 2021 - 2025 for 2 projects, including the 3-storey office building project and auxiliary items - Headquarters of the Women's Union of Ha Tinh province is 18,494 billion VND and the traffic road project from Ho Chi Minh road to Gia Pho industrial cluster, Huong Khe district (phase 1) is 10.6 billion VND.

Supplementing the local budget capital limit for the period 2021 - 2025 for the project "Basic infrastructure for comprehensive development of Nghe An, Ha Tinh, Quang Binh and Quang Tri provinces, Ha Tinh province component" borrowing capital from the Asian Development Bank (ADB) is 23,083 billion VND.
