Consider removing comrade Truong Thi Mai from her positions and retiring from work; elect 4 additional members of the Politburo

On the morning of May 16, at the 9th Conference of the 13th Party Central Committee, the Central Committee gave opinions on personnel work and reviewed and disciplined officials.

The 9th Conference of the 13th Party Central Committee opened on the morning of May 16 in Hanoi.

In the morning, the Party Central Committee worked at the Hall.

Before the Conference, the Politburo reported to the Party Central Committee that the Politburo had decided to assign General Luong Cuong, Politburo member and Director of the General Department of Politics of the Vietnam People's Army, to join the Secretariat and hold the position of Standing Secretary of the Secretariat; and comrade Le Minh Hung, Secretary of the Party Central Committee and Chief of the Party Central Committee Office, to hold the position of Head of the Party Central Committee's Organization Commission and Chief of the Party Central Committee Office.

General Secretary Nguyen Phu Trong chaired and delivered the opening speech at the Conference.

Comrade Pham Minh Chinh, Politburo member and Prime Minister, on behalf of the Politburo, chaired the meeting.

Comrade Luong Cuong, Politburo member and Standing member of the Secretariat, on behalf of the Politburo, reported on the Program of the 9th Conference of the 13th Party Central Committee.

Next, the Central Committee gave opinions on personnel work and reviewed and disciplined officials, specifically as follows:

1. Consider removing from office and suspending work the position of comrade Truong Thi Mai, member of the Politburo, member of the 13th Party Central Committee.

Comrade Truong Thi Mai is a senior leader of the Party and State, receiving basic training and growing up from the grassroots; assigned to hold many important leadership positions of the Party and State.

Throughout his work and leadership positions, he always upheld his sense of responsibility, fulfilled assigned tasks well, and made many important contributions to the leadership, direction, and administration of the Party and the activities of the National Assembly.

However, according to the report of the Central Inspection Commission, during his tenure as a member of the Politburo, Secretary of the Party Central Committee, and Head of the Central Mass Mobilization Commission, he committed a number of violations and shortcomings in implementing the Regulations on what Party members are not allowed to do, the Regulations on exemplary responsibilities of cadres and Party members, first of all Politburo members, Secretariat members, and Central Executive Committee members; affecting the prestige of the Party and the individual.

Realizing his responsibility to the Party and the People, he submitted a request to resign from his assigned positions and retire from work.

Pursuant to current regulations of the Party and State and considering the wishes of comrade Truong Thi Mai, the Party Central Committee agreed to let comrade Truong Thi Mai cease to hold the position of Politburo member and member of the 13th Party Central Committee.

2. The Party Central Committee decided to introduce personnel for the XV National Assembly to elect to hold the position of President of the Socialist Republic of Vietnam for the 2021-2026 term and Chairman of the XV National Assembly of the Socialist Republic of Vietnam for the 2021-2026 term.

3. The Party Central Committee elected four additional members of the 13th Politburo, including:

- Comrade Le Minh Hung, Secretary of the Party Central Committee, Head of the Central Organization Commission, Chief of the Party Central Committee Office.

- Comrade Nguyen Trong Nghia, Secretary of the Party Central Committee, Head of the Central Propaganda Department.

- Comrade Bui Thi Minh Hoai, Secretary of the Party Central Committee, Head of the Central Mass Mobilization Commission.

- Comrade Do Van Chien, Secretary of the Party Central Committee, Secretary of the Party Delegation, Chairman of the Central Committee of the Vietnam Fatherland Front.

4. The Party Central Committee decided to discipline the following comrades:

- Comrade Le Thanh Hai, former member of the Politburo, former Secretary of the City Party Committee, Secretary of the Party Committee, Chairman of the People's Committee of Ho Chi Minh City, violated the principle of democratic centralism, Party regulations, State laws, Regulations on what Party members are not allowed to do and the responsibility to set an example, Working regulations; lacked responsibility, loosened leadership and direction, allowing many violations and shortcomings to occur in the Party Committee and the City government, causing very serious consequences, risk of damage, loss, and waste of huge amounts of State money and assets; allowing many criminal cases to occur, including very serious cases, many cadres and Party members violated the law, were disciplined, criminally prosecuted, causing bad public opinion, indignation, and very badly affecting the reputation of the Party organization and the City government.

- Comrade Duong Van Thai, member of the 13th Party Central Committee, Secretary of the Bac Giang Provincial Party Committee and Comrade Mai Tien Dung, former member of the Party Central Committee, former Minister, Head of the Government Office, have degraded in political ideology, morality, and lifestyle; seriously violated Party regulations and State laws in performing assigned duties and tasks, in preventing and combating corruption and negativity; violated the Regulations on what Party members are not allowed to do and the responsibility to set an example; caused very serious consequences, public outrage, and very bad effects on the reputation of the Party organization, local government, and State agencies.

Based on the content, nature, level, consequences, and causes of the violation; implementing the Party's Regulations on disciplining Party organizations and violating Party members, the Party Central Committee decided to: Discipline comrade Le Thanh Hai by removing him from all positions in the Party; discipline comrade Duong Van Thai and comrade Mai Tien Dung by expelling him from the Party. The Party Central Committee assigned the Politburo to direct relevant agencies to implement the above contents according to regulations.

In the afternoon, the Party Central Committee worked in groups, discussing the detailed outline of the Political Report of the 13th Party Central Committee at the 14th National Congress of the Party, the detailed outline of the 5-year report on the implementation of the 10-year socio-economic development strategy (2021-2030), and the 5-year socio-economic development plan for the period 2026-2030./.
