Thanh Hoa considers incentives for social housing projects east of Le Mon Industrial Park
Vice Chairman of Thanh Hoa Provincial People's Committee Mai Xuan Liem has just directed to consider preferential support for the project of Developing social housing for workers in the East of Le Mon Industrial Park, Thanh Hoa City.
Previously, on September 15, the People's Committee of Thanh Hoa province received an official dispatch from the Department of Construction regarding support and incentives for the project of developing social housing for workers in the East of Le Mon Industrial Park, Thanh Hoa City, Thanh Hoa Province. After reviewing the report, Vice Chairman of the Provincial People's Committee Mai Xuan Liem gave instructions.

Accordingly, with the request of Sun Jade Vietnam Shoe Company Limited (investor of the Social Housing Development Project for Workers in the East of Le Mon Industrial Park, Thanh Hoa City) on supporting funding for investment in the construction of technical infrastructure systems within the scope of the project, Vice Chairman Mai Xuan Liem assigned the Department of Construction to preside over and coordinate with relevant units to continue studying the provisions of the Housing Law 2014 and 2023, decrees, circulars guiding the implementation and relevant applicable laws, clearly reporting whether the project is or is not supported with funding as proposed (clearly stating the articles and clauses of the law); advise and report to the Provincial People's Committee and the Chairman of the Provincial People's Committee according to their authority before October 15, 2024.
Regarding the content of the request for financial support for investment in the construction of technical infrastructure systems outside the project fence (support for connecting the project's technical infrastructure system with the technical infrastructure system of the area), Vice Chairman of Thanh Hoa Provincial People's Committee Mai Xuan Liem assigned the Department of Planning and Investment to preside over, inspect, and review to continue implementing the previously assigned tasks on the investment policy for the project to build bridges and roads at the bridgehead from National Highway 47 to the project to develop social housing for workers in the area east of Le Mon Industrial Park; at the same time, advise and report to the Provincial People's Committee before October 10, 2024.
Regarding the proposal of the investor (Sun Jade Vietnam Shoes Co., Ltd.) to reserve a floor area for business services and trade at a rate not exceeding 20% of the total floor area of the project; Vice Chairman Mai Xuan Liem said that Sun Jade Vietnam Shoes Co., Ltd. needs to base on the provisions at Point d, Clause 2, Article 85 of the Housing Law and Article 23 of Decree No. 100/2024/ND-CP dated July 26, 2024 of the Government detailing a number of articles of the Housing Law on the development and management of social housing to determine the appropriate floor area for business services and trade. Vice Chairman Mai Xuan Liem assigned the Department of Construction to issue a document guiding Sun Jade Vietnam Shoes Co., Ltd. to implement before October 15, 2024.
In addition, Vice Chairman of Thanh Hoa Provincial People's Committee Mai Xuan Liem assigned the Department of Construction, Department of Planning and Investment, Department of Natural Resources and Environment, Department of Finance, Thanh Hoa City People's Committee and related units, based on their functions and tasks, to review, inspect, and advise on relevant contents on construction, investment, land, finance, etc. according to regulations due to the determination of the arrangement of floor area for business services and trade as mentioned above if Sun Jade Vietnam Shoes Company Limited has a proposal.
It is known that the project of Developing social housing for workers in the East of Le Mon Industrial Park, Thanh Hoa City is invested by SunJade Vietnam Shoes Company Limited. The project is located in Quang Phu Commune, Thanh Hoa City, Thanh Hoa Province with an area of over 6.6 hectares according to the initial investment approval decision, with a total investment of about 1,500 billion VND. The project includes the following items: 8 blocks of 9-storey buildings with more than 1,200 apartments along with auxiliary works, technical infrastructure... The project started in 2015 and has now completed 2 buildings.
