Based on lessons learned, the head of the Government emphasized solutions to remove these bottlenecks. That is to focus on promoting 3 strategic breakthroughs (in institutions, infrastructure and human resources).

In particular, promoting decentralization and allocation of resources, strengthening inspection and supervision to liberate resources and productivity, especially promoting human resources, science and technology, innovation, and digital transformation.

Private sector support and startup promotion

Develop synchronous infrastructure and high-quality human resources. Have a mechanism to attract human resources and retain talents through income, housing, and visa policies to attract scientists, good experts, billionaires, celebrities, etc.

Develop breakthroughs in science, technology, innovation and digital transformation, ensuring 3-5% of total budget expenditure for science and technology. The investment and business environment must be truly open, building a national one-stop shop for investment promotion and attraction so that investors can come to work at one stop shop, not at many stops, each ministry and sector.

Building a resource mobilization mechanism, including public-private partnership resources, private sector associated with strong development of economic sectors.
