On April 17, Lieutenant Colonel Nguyen Dinh Trung, Head of Hoa Nhon Traffic Police Station (Traffic Police Department of Da Nang City Police) informed that the unit is increasing patrols and penalizing many cases of overload violations on DH2 Road, a key traffic route in Hoa Vang District.
According to the CAND Newspaper reporter, before being put into operation and use, the DH2 road project was approved for design (5/2017) with an axle load of 100kN, live load HL93, with a total length of 8.92km, road width of 10.5m, with a design speed of 50km/h (currently, there are signs prohibiting trucks with a load of over 10.5 tons).
This is a vital traffic route serving the travel needs of people from the central area of Hoa Vang district to the northern communes of this district. However, after just over 1 year of operation, this road surface has appeared a series of damaged and peeling spots...

More seriously, DH2 road has become a "hot spot" for traffic safety, with frequent traffic accidents.
The cause was determined to be that every day, DH2 road had to... carry a convoy of vehicles carrying construction materials, trucks carrying soil and rocks excavated from the hills along the construction site of the Hoa Lien - Tuy Loan expressway; heavy-duty vehicles, tractor-trailers, containers, material trucks, passenger cars running on the wrong route, overloaded with heavy loads passing by densely.
This situation not only causes overload on Highway DH2, but also causes many sections to seriously deteriorate, with potholes, patchwork and peeling, and dust flying everywhere, posing many potential traffic safety risks.
Because this area is under construction of the Hoa Lien - Tuy Loan expressway project; in addition, the unreasonable traffic signal system makes traffic congestion more frequent. And not only stopping at overloaded vehicles, since the beginning of April 2025 until now, the traffic police force has recorded an increase in heavy-duty vehicles on the route.
Specifically, at the intersection between DH2 road and the southern bypass of Hai Van Tunnel (in Hoa Son commune, Hoa Vang district), despite the sign prohibiting a load of 10.5 tons, many 3-wheel and 4-wheel trucks still brazenly turned from the bypass onto DH2 district road.
In addition, trucks carrying soil, rocks, and construction materials "race to keep up" by driving at high speeds, recklessly overtaking, and not obeying traffic laws on Highway DH2, especially at night, continuously overtaking and encroaching on lanes, making road users and vehicles always feel insecure and dangerous...
Convoys of overloaded trucks, construction material trucks, and passenger buses "avoided" the Hoa Lien - Tuy Loan highway under construction and entered DH2 road, causing traffic chaos.
DH2 is seriously degraded because every day it has to... carry a convoy of overloaded, oversized trucks, trucks carrying construction materials, and passenger cars "avoiding" the Hoa Lien - Tuy Loan highway under construction.
To ensure traffic safety on the route, prevent overloaded vehicles and vehicles from entering prohibited roads, Hoa Nhon Traffic Police Station has assigned officers to be on duty, regularly directing and regulating traffic on this route.
"Through patrols and controls from January 2025 to present, the Traffic Police have detected, prevented, and penalized more than 1,932 cases of traffic safety violations; including 147 dump trucks, 17 cases of transporting soil, transporting construction materials and sand that spilled on the road, 6 cases of heavy trucks entering prohibited roads, 8 cases of oversized vehicles, 2 cases of overloaded vehicles... Thereby, 159 vehicles were handled for speeding violations; 63 cases of trucks encroaching on lanes and road sections were handled, especially 253 cases of alcohol concentration violations were detected and handled," the Head of the Hoa Nhon Traffic Police Station added.
Mr. Nguyen Tan Khoa, Vice Chairman of the District People's Committee, Head of the Traffic Safety Committee of Hoa Vang District, said that the 8.92km-long DH2 route is a key route, passing through the headquarters of the Hoa Nhon Commune People's Committee, 2 markets, 4 schools, 2 Catholic churches... "The route has a large and complicated traffic volume, especially during rush hour. The organization of traffic on the route still has many shortcomings, heavy-duty vehicles entering DH2 is unreasonable, increasing the burden on the project, causing damage to infrastructure, road surface, risk of traffic accidents and danger to traffic safety for people and students in the area," Mr. Khoa worried.
To promptly overcome the above situation, the Traffic Safety Committee of Hoa Vang district has just reported and requested the City People's Committee, the City Traffic Safety Committee, and the Da Nang City Police: Thereby, requesting the Ho Chi Minh Road Project Management Board (investor of the Hoa Lien - Tuy Loan Expressway project) to arrange forces to direct traffic early, from a distance, guide vehicles to go on the right route and organize inspections and repair damaged areas on the road surface caused by overloaded vehicles.
Request the Da Nang City Police to direct the force to increase patrols, control and strictly handle overloaded vehicles of over 10.5 tons entering the DH2 route. At the same time, request the Management Board of Priority Infrastructure Investment Projects in Da Nang to organize inspections, reviews and installation of traffic signs, speed bumps and reflective road markings to ensure traffic safety through the area.
