According to information from the Vietnam Road Administration, as of 12:00 today (February 6), the adjustment of speed information on signs on 6 limited 4-lane expressways has been completed. Vehicles can now travel at a maximum speed of 90km/h on these expressways instead of the maximum speed of 80km/h as before the adjustment.
6 4-lane expressways have been put into operation with a maximum speed of 90 km/h including: Mai Son - QL45, QL45 - Nghi Son, Nghi Son - Dien Chau, Vinh Hao - Phan Thiet, Nha Trang - Cam Lam, Lao Cai - Kim Thanh.
Thus, up to now (February 6), after adjusting the operating speed information, all 6 expressways are allowed to operate at a maximum operating speed of 90 km/h and a minimum of 60 km/h (except for locations with separate speed limit signs).
Particularly for the Dien Chau - Bai Vot and Cam Lam - Vinh Hao routes, which are under construction and have not yet been completed, the investors will proactively adjust the speed limit signs during the project completion process before putting them into operation.
The Vietnam Road Administration recommends that after completing the adjustment of speed signs to 90 km/h, vehicles participating in traffic must also comply with the 2008 Road Traffic Law and other relevant legal documents; national technical standards on road signs, and must control traffic speed and ensure a minimum distance between two vehicles traveling on the same highway lane.
Previously, the Ministry of Transport agreed with the proposal of the Vietnam Road Administration to adjust the operating speed for the expressway with 4 lanes for motor vehicles with a median strip (2 lanes in each direction).
The Ministry of Transport has agreed to increase the speed of 8 sections of 4-lane limited expressways that can operate at a maximum speed of 90km/h instead of 80km/h as at present for cars, passenger vans with up to 30 seats, and trucks up to 3.5 tons, including Mai Son - National Highway 45, National Highway 45 - Nghi Son, Nghi Son - Dien Chau, Dien Chau - Bai Vot, Nha Trang - Cam Lam, Cam Lam - Vinh Hao, Vinh Hao - Phan Thiet, Lao Cai - Kim Thanh.
The Ministry of Transport requires the Department of Construction Investment Management to be responsible for directing project management boards and investors of expressway projects with a scale of 4 lanes with a median strip (also known as limited 4-lane expressways) to review the routes under management or temporary exploitation, check technical factors to ensure that they meet the operating speed of 90km/h as prescribed; adjust the operating speed in the route traffic organization plan, and submit it to the Vietnam Road Administration for approval.
The process of adjusting speed signs must ensure the necessary technical solutions for synchronous and safe operation.
For the 15km Cao Bo - Mai Son expressway, because the route has 4 bridges without continuous hard dividers, not ensuring the required acceleration section length, the operating speed will not be adjusted to increase until the route is upgraded and expanded to meet technical requirements.
Based on the traffic organization plan prepared and submitted by investors and management units, the Vietnam Road Administration approves the traffic organization plan to adjust projects that are eligible to increase the operating speed. At the same time, it directs the Road Management Areas that are managing the operation of the expressways with investment phases to complete the necessary procedures to increase the operating speed to meet travel needs.
To effectively implement the Prime Minister's Official Dispatch No. 10/2024 on strengthening solutions to ensure traffic safety and order during the Lunar New Year and Spring Festival 2024, the Ministry of Transport requests agencies and units to direct investors and management and exploitation units to adjust the speed for expressways with investment phases that are eligible for completion before the Lunar New Year to contribute to reducing traffic congestion and better meet people's travel needs during the holidays.
"The Vietnam Expressway Administration and the Construction Investment Management Department perform the functions of a specialized construction agency under the Ministry of Transport for expressway construction investment projects that are being prepared or being invested in nationwide as assigned to ensure synchronization and unity in operation speed," the Ministry of Transport directed.
