Dongping County Police Department, Shandong Province, said a school bus lost control at an intersection in Dongping County and plowed into a crowd of students and parents gathered at the gate of a middle school at around 7:30 a.m.
Six parents and five students were killed, the agency said. One of the 13 injured was in critical condition.

CCTV reported the horrific footage showing bodies lying on the road and trapped under the vehicle. Police said the driver had been arrested and the incident was under investigation.
The buses were specifically designed to transport students. The report did not say who was responsible for operating the buses. Many schools contract such services to private companies or individuals.
School safety, including substandard school buses, has long been a problem in China.
In 2017, dozens of people, including 11 kindergarten students, were killed when a school bus crashed and caught fire in a tunnel in Weihai city, also in Shandong province.
On September 1, the People's Daily reported that the Chinese government is urging measures at primary and secondary schools across the country to ensure the safety of students and schools.
