According to the feedback of some parents of Quy Loc Secondary School (Quy Loc town, Yen Dinh district), in the past few days, a construction unit has built a transformer station in the school grounds, causing electrical safety risks for students.
Speaking with VietNamNet , Mr. Pham Hong Duc, Principal of Quy Loc Secondary School, said that the parents' reflection was correct and the school had consulted with the authorities.
According to Mr. Duc, at the end of March 2025, the People's Committee of Quy Loc town surveyed the location of the transformer station on the campus of Quy Loc Secondary School.

The school found that placing the transformer station here was inappropriate and unsafe for more than 636 students, teachers, staff and employees of the school.
Specifically, next to the surveyed area where the transformer station is located is a student parking lot, with a corrugated iron roof and located right behind the rows of classrooms, so the level of danger is high.
On March 25, the school submitted a document to the People's Committee of Quy Loc town (Yen Dinh district) requesting not to place a transformer station on the school campus.

On March 31, the People's Committee of Yen Dinh district, the leaders of Quy Loc town, the station installation unit and the school had a working session. According to the school's point of view, this is public land, when the state needs to reclaim it, the school is ready but must have complete project documents, land reclamation decisions, land use change purposes, etc. The school also asked the departments to review the safety level when placing the station on campus.
According to Mr. Duc, when the authorities had not yet made any decision on the construction of the above transformer station, on April 2, the construction unit came to break the school's fence, brought in excavators to dig soil, erect poles, etc., causing anger among teachers and parents.

“In response to the above incident, we asked the construction unit to stop construction, but the commune leaders came and let them continue. Up to this point, the construction unit has buried and installed the poles. We will continue to send documents to the authorities,” said Mr. Duc.
According to teachers at the school, installing the station on campus is dangerous for students, because at this age, they are very active and can climb up the poles and the station area. Even more dangerous is that the transformer station is located next to the garage, with the risk of electric shock at any time, especially on rainy and windy days.
Speaking with VietNamNet , Mr. Nguyen Dang Truong, Vice Chairman of Yen Dinh District People's Committee, said that after receiving the report from Quy Loc Secondary School, on March 31, the district worked with Quy Loc town, school leaders and the electricity industry.
“This transformer station serves half of Quy Loc town. When surveyed, there was another location nearly 200m away from the school, but if the transformer station was placed there, the electricity would be weak. Therefore, the electricity industry and the locality agreed to place it within the school grounds. This location does not affect the students,” said Mr. Truong.

Regarding construction without records, land reclamation decisions, and land use change... Mr. Truong said that this is "state land, state projects, so it is our duty to do so. The district will then re-adjust educational land to other land," Mr. Truong said.
