However, the drug crime situation is still very complicated, especially on the land, sea, air borders, and in cyberspace. The risks of drug “demand” have not been completely resolved; the supply-demand relationship for drugs has not been stopped.

In Quang Tri province, in recent times, the work of preventing and combating crime in general and drug crimes in particular has been focused on by Party committees and authorities at all levels, achieving many important results. The Standing Committee of the Provincial Party Committee has resolutely and effectively implemented resolutions and directives, especially Directive 36-CT/TW of the Politburo on strengthening and improving the effectiveness of drug prevention, combat and control (issuing Action Program No. 181-CTHĐ/TU dated September 21, 2020 to implement Directive 36-CT/TW of the Politburo; Resolution 07-NQ/TU dated October 2, 2024 on strengthening the leadership of Party committees at all levels in the work of preventing and combating crime and drug abuse in Quang Tri province for the period 2024 - 2030).

Focus on directing the implementation of cooperation plans with neighboring Lao provinces in drug prevention and control, contributing to maintaining political security and social order and safety on the border. However, as a locality with a 187.864 km long border with neighboring Laos, with two international border gates, many secondary border gates and small-scale roads, creating conditions for drug traffickers to infiltrate the interior, drug crime activities on the border are still very complicated; the number of drug trafficking and transportation cases from Laos to Vietnam through Quang Tri is still high; crime activities are sophisticated and difficult to control.

Domestically, drug-related crimes continue to occur, with a large number of seized items. Illegal drug use is becoming more complex, with many participants; the number of drug addicts in the area is increasing.

Information from the People's Court of Quang Tri province shows that in 2024 and the first 3 months of 2025 alone, the court handled 308 drug-related crimes in the province with 504 defendants; resolved 281 cases with 459 defendants, of which 28 were sentenced to death, 33 to life in prison, and 380 to fixed-term imprisonment.

According to forecasts, drug crimes are becoming more and more complicated and tend to increase with methods and tricks constantly changing, becoming more sophisticated, dangerous, and of a higher international nature. The number of drug addicts and illegal drug users is getting younger; the trend of using synthetic drugs and new types of highly toxic drugs causes serious consequences for health, race, and labor quality; increases crimes, social evils, and violations of the law, causing insecurity, disorder, and social safety.

In that situation, on March 18, 2025, the Politburo issued Conclusion No. 132-KL/TW to continue implementing Directive 36 on strengthening and improving the effectiveness of drug prevention, control and combat. Implementing the direction of the Politburo, on April 11, 2025, the Standing Committee of the Quang Tri Provincial Party Committee issued Plan No. 207-KH/TU to specify the implementation of Conclusion No. 132-KL/TW in the province. Accordingly, Party committees, Party organizations, authorities, the Fatherland Front, organizations and unions at all levels focus on implementing a number of tasks:

Continue to strengthen the Party's leadership, improve the effectiveness and efficiency of State management, the core role of specialized forces and the active participation of the majority of people in drug prevention, control and combat. Identify this as the task of the entire political system and society, not "leaving it all" to the police force; must be implemented resolutely, synchronously, regularly and continuously in both prevention and combat.

Implement the motto of "preventing supply, reducing demand", reducing the harmful effects of drugs, focusing on effective demand reduction solutions; taking prevention as the main focus, focusing on grassroots areas and residential areas to organize and implement.

The heads of Party committees, authorities, agencies and organizations are directly responsible for leading, directing, inspecting and evaluating the work of drug prevention, control and control and must consider and strictly discipline if the drug situation becomes complicated in the agencies, units, localities, fields and areas assigned to them for management. Each cadre and party member must set an example in complying with and mobilizing their families and relatives to strictly comply with the provisions of the law on drug prevention, control and control.

Strengthen inspection, examination, supervision, and strict handling of violations in the organization and implementation of drug prevention, control, and combat work at agencies and organizations from the provincial to grassroots levels. Raise public awareness in drug prevention, control, and combat.

Persistently build a culture of drug elimination in the whole society; each commune-level administrative unit must have a plan to build a "drug-free" area and annually, based on the actual situation and the province's assigned targets, register to build "drug-free communes and wards", ensuring that by the end of 2030, at least 50% of commune-level administrative units in the whole province will be "drug-free" and gradually push drugs out of social life.

Strengthening drug prevention and control propaganda with content, forms, measures and means suitable for each target group, focusing on key and complicated areas and areas, and high-risk groups. Implementing comprehensive and synchronous measures to grasp the drug crime situation early, from afar, from the grassroots, especially in border areas, border gates, trails and openings.
