NDO - On December 31, the Vietnam Academy of Social Sciences held a conference to review the work in 2024 and outline the work tasks for 2025. Attending were Dr. Huynh Thanh Dat, member of the Party Central Committee, Minister of Science and Technology, representatives of ministries, central agencies, institutes, academies, and related organizations; leaders and a large number of officials and employees of the Vietnam Academy of Social Sciences.
According to the summary report, in 2024, the Vietnam Academy of Social Sciences has basically completed the arrangement and organization of the apparatus associated with cutting down internal focal points, reducing from 38 to 26 focal points; adjusting the functions and tasks of a number of units; promptly reviewing, amending, and issuing many management documents in many fields, improving the effectiveness and efficiency of operations. The Vietnam Academy of Social Sciences is determined to complete the streamlining of the apparatus in January 2025.

Scientific research activities were implemented as planned, 375/378 grassroots-level topics, 154/157 ministerial-level topics were accepted, 122 articles were published internationally, 93 articles were listed in ISI and Scorpus. Research cooperation with domestic and international partners continued to expand; policy consulting reports were improved in quantity and quality; difficulties and bottlenecks in implementing key programs and projects were gradually removed, and outstanding issues were resolved according to the conclusions of the Central agencies; financial and public asset management had positive changes.
In addition, there are shortcomings and limitations: The progress of implementing some tasks and works is slow, some difficulties and obstacles in the process of implementing key programs and projects are slowly resolved; some scientific products and policy consulting reports do not meet the requirements of the tasks. Human resources are declining in both quantity and quality.
The handling and resolution of some complicated pending tasks according to the conclusion of the Central Inspection Committee still has many difficulties, due to issues beyond the authority of the Vietnam Academy of Social Sciences. Disunity still exists in some units, complaints and denunciations are prolonged, and petitions that go beyond the level of authority still exist.
The reason is due to the lack of positive and proactive attitude in performing tasks of some leaders and heads; the coordination between units inside and outside the Vietnam Academy of Social Sciences has not met the requirements, the capacity and sense of responsibility of a number of officials and employees is not high; the financial mechanism and material conditions serving scientific research still have many barriers, the treatment regime for scientists is not really commensurate, not creating motivation and attracting high-quality human resources.
The application of information technology and digital transformation in scientific research and management still has many limitations, and the database is slow to be updated. The digital resource system is not yet interconnected, so its use and exploitation are not effective, and do not meet the requirements of digital transformation. The work of planning, appointing and re-appointing cadres is facing difficulties due to the need to overcome violations according to the Conclusion Notice of the Central Inspection Committee, which requires a mechanism to resolve them from higher levels.
In 2025, the Vietnam Academy of Social Sciences will focus on implementing key tasks in the following directions: Resolutely reorganizing and streamlining the apparatus according to the plan and requirements. Carefully preparing conditions for the successful organization of Party Congresses at all levels of the Vietnam Academy of Social Sciences. Conducting in-depth research and contributing quality opinions to the documents of the 14th National Party Congress and Party Congresses at all levels. Speaking at the conference, Minister Huynh Thanh Dat acknowledged the achievements of the Vietnam Academy of Social Sciences in 2024, emphasizing the task of implementing the Resolution of the Politburo on breakthroughs, development of science and technology, and innovation. The Minister suggested that the Vietnam Academy of Social Sciences upgrade scientific journals, especially the English version; focus on removing difficulties in implementing key projects; strengthen the construction of the Vietnam Academy of Social Sciences into a key research center, on par with advanced countries in the world.
The conference listened to discussions on financial and budgetary issues, scientific research management, strengthening the legal basis and developing regional social science institutes. Discussions pointed out many shortcomings that need to be overcome: Lack of awareness of building the brand of the Vietnam Academy of Social Sciences; few international publications; low salaries. In the coming time, it is necessary to have policies and regulations on saving, reducing conference and workshop expenses, focusing on ensuring key research topics; completing the Resource Mobilization Project; establishing a strong Research Group with criteria and appropriate remuneration; bringing development thinking into activities, enhancing autonomy, decentralizing more strongly to specialized institutes, promoting socialization, focusing on linking specialized institutes and regional institutes...
Regarding emulation and reward work, during the year, the Vietnam Academy of Social Sciences had 2 individuals awarded the Labor Medal, hundreds of collectives and individuals received Certificates of Merit from the President of the Vietnam Academy of Social Sciences, 46 "Excellent Labor" collectives, 51 individuals were awarded the "For the Cause of Social Sciences" Commemorative Medal.

Concluding the conference, Dr. Phan Chi Hieu, President of the Vietnam Academy of Social Sciences, emphasized that the slogan for 2025 is "Lean - Effective - Breakthrough - Development - Acceleration". Lean but not to let brain drain; Complete handling of violations in personnel work according to the conclusion of the Central Inspection Committee and the Secretariat in January 2025; Focus on solutions to improve the quality of scientific research, to be of better quality, more relevant to the country's reality.
