On October 13th, General Secretary and President To Lam published an article titled "Combating Waste." The article has garnered significant attention nationwide. Many opinions have analyzed and clarified the author's ideas and viewpoints, particularly highlighting proposed solutions.

Saving is a top national priority. This has been our nation's tradition for millennia. Our ancestors advised: "Don't leave your fields fallow / Every inch of land is worth its weight in gold"; "Work in the sun, eat in the rain / Work in the past, eat now"; "Work when you're well, save for when you're sick"; "Don't neglect corn and potatoes when you have a good harvest / When you fail, who will be your companion?"... Since the founding of our Party, since Vietnam was first listed on the world map, the country has continuously experienced wars, having to both resist and rebuild the nation, making belt-tightening and combating public waste even more essential.

On September 3, 1945, just one day after the Declaration of Independence, President Ho Chi Minh chaired a meeting of the Government Council to discuss urgent tasks. Faced with the devastating famine, Uncle Ho wrote the article "Sharing Food and Clothing," published in the newspaper Cuu Quoc (National Salvation). He proposed to the people of the whole country, and set an example himself, that: "Every 10 days, skip one meal, three meals a month. Use that rice (one bowl per meal) to help the poor. In this way, the poor will have a meal of vegetables and porridge to wait for the next rice harvest, and will not starve to death." The example of frugality that Uncle Ho put forward and exemplified was truly practical and moving!

Over the years, the Party and State of Vietnam have consistently paid attention to leading and directing this important task. The National Assembly has enacted the Law on Practicing Thrift and Combating Waste, and regularly sends inspection and supervision teams to promptly rectify any shortcomings.

However, alongside the positive results, there are also many shortcomings and weaknesses. The situation of "short-sightedness," "throwing money away," and "burning paper coffins"... occurs in many places. A report by the National Assembly frankly pointed out that thousands of projects using state capital show signs of waste; the total amount of money lost in 5 years reached tens of trillions of dong; tens of thousands of hectares of land were used for the wrong purposes, left fallow, and violated the law. These are truly heartbreaking figures!

In the new situation, facing new demands and tasks, we must continue to implement the major policy of combating waste, in order to strengthen resources, unleash the people's potential, and lead the country into a new era. The work of preventing and combating waste is facing new, urgent and pressing demands and tasks.

As a major economic group, in recent years, in accordance with the policies of the Party and the State, the Vietnam Oil and Gas Group has developed programs in five main areas of production and business activities and other areas of the Group. Priority has been given to resolving outstanding issues to complete handover, put into commercial operation, and develop feasible implementation plans for key projects.

A key highlight is Petrovietnam's Action Program on Practicing Thrift and Combating Waste, for the period 2021-2025, with specific solutions. Particularly noteworthy is the solution to accelerate the restructuring of the parent company - Petrovietnam - and its subsidiaries according to the restructuring plan approved by competent authorities. The focus is on definitively addressing the situation of scattered and inefficient investments through divestment and ensuring capital concentration in core production and business areas.

To ensure production efficiency, thorough cost savings, and combat waste, we have resolutely implemented and applied enterprise resource management and digital management solutions to transform business models and optimize costs. We are accelerating the progress of investment projects to ensure they are put into operation on schedule. We are periodically reviewing and optimizing our investment portfolio; and promptly addressing inefficient investments that tie up capital.

The units within the corporation have regularly reviewed, analyzed, evaluated, and promptly supplemented and revised economic and technical norms regarding the consumption of raw materials, fuel, and other materials. Simultaneously, labor norms, wages, and the use of machinery and equipment serve as a basis for control and evaluation, determining and quantifying indicators to combat waste in accordance with practical requirements. The movement to promote initiatives and improvements, and optimize techniques in investment, construction, and production and business has contributed to minimizing waste caused by production errors.

In addition, the units have thoroughly implemented energy, material, and input cost savings in production. Many new technological applications have been introduced into management, administration, and production and business operations to improve the quality and competitiveness of goods and services. Strict and effective measures have been implemented to combat losses and waste, especially in management expenses. Advertising, marketing, promotion, and brokerage commission costs have been minimized. In 2022, the Vietnam Oil and Gas Group was recognized as a "Bright Spot in Practicing Savings and Combating Waste." Throughout the year, the entire Group saved 5,941 billion VND in production, business, and investment costs.

Petrovietnam's contributions to the overall picture—developing production and business while practicing thrift and combating waste—have played a crucial role in the country's industrialization and modernization.

In the coming period, as directed by General Secretary and President To Lam, all levels and sectors need to unify their understanding of the fight against waste, considering it a challenging and complex battle against "internal enemies," on par with the fight against corruption and negative practices. It is necessary to continue to improve and implement more decisively and effectively the institutional framework for preventing and combating waste; and to strictly punish individuals and groups whose actions cause the loss and waste of public assets.

We need to further innovate in the process of drafting, perfecting, and enforcing laws. In our opinion, this is a core element in preventing and combating waste, focusing on three main issues: wasted labor, wasted time, and wasted money. Naturally, lawmaking must stem from practical experience, learning from experience along the way, avoiding perfectionism and haste.

Practicing thrift and combating waste is always linked to administrative reform and ensuring the completion of assigned tasks, without affecting the normal operation of agencies and organizations. Combating waste must be carried out simultaneously with combating corruption, bureaucracy, and other negative manifestations.
