Building and implementing working regulations of the People's Committee at the commune level in Xuan Truong

Based on the provisions of law and the actual situation of the locality, Xuan Truong district has issued the working regulations of the People's Committees of communes and towns for the 2021-2026 term; regularly reviewing, amending and supplementing during the implementation of the term. Accordingly, the working regulations of the People's Committees of communes and towns stipulate the principles and working methods; assigning responsibilities and scope of work to the People's Committees of communes, members of the People's Committees and the team of cadres, civil servants, non-professional workers at the commune level, and village heads; clearly defining the working relationship of the People's Committees at the commune level with the People's Committees of districts and specialized agencies at the district level; with the Party Committee, People's Council, Fatherland Front and mass organizations at the commune level and the relationship between the People's Committees at the commune level and the heads of villages, hamlets and residential groups. At the same time, the People's Committees at the commune level have issued notices assigning specific tasks to each member of the People's Committees at the commune level to perform their tasks and be in charge of the fields, bases of villages, hamlets and residential groups. In addition, the implementation of the working regulations of the People's Committee at the commune level is strictly maintained. The People's Committee at the commune level maintains a meeting regime at least once a month, including the chairman, vice chairman, members of the People's Committee and civil servants of the commune; invites the standing members of the Party Committee and the People's Council to attend; invites the chairman of the Fatherland Front, heads of mass organizations, non-professional cadres, and village chiefs to attend when discussing related work. The weekly meeting of the chairman with the vice chairman of the People's Committee of the commune and invites members of the People's Committee, standing members of the People's Council, chairman of the Fatherland Front and heads of mass organizations and cadres and civil servants of the commune when discussing related issues. When necessary, the chairman or vice chairman of the People's Committee of the commune summons the heads of hamlets, residential groups and a number of specialized cadres and civil servants to resolve issues according to task requirements. Every six months or when necessary, the People's Committee at the commune level holds joint meetings with the Standing Committee of the People's Council, the Chairman of the Fatherland Front, heads of mass organizations, non-professional cadres and civil servants at the commune level, heads of villages, hamlets, and residential groups. Thematic conferences, mid-term and year-end summaries of the work of the People's Committee of the commune and town on specific tasks are organized under the guidance of the superior State agencies.

In particular, the People's Committee at the commune level has ensured the leadership role of the collective, promoting individual responsibility. Based on the provisions of the law, the actual situation of the locality; receiving the direction and guidance of the District People's Committee, the district's professional agencies, and the opinions and suggestions of relevant agencies, organizations and individuals, the People's Committee at the commune level has developed and organized the implementation and completion of the proposed programs and plans. The People's Committee at the commune level has issued regulations on the implementation of the one-stop, one-stop mechanism in handling administrative procedures (TTHC); issued a decision to perfect the department of receiving, handling and returning results according to the one-stop, one-stop mechanism; issued a decision on the assignment of responsibilities of officers performing tasks at the Department of Receiving and Returning Results of TTHC. The People's Committee at the commune level has publicly posted the full set of administrative procedures, hotlines, fees and charges, made receipts and appointment for results, and kept a logbook to track the settlement of administrative procedures according to regulations. Administrative procedures are mainly handled within the day, so the rate of overdue settlement is very low, only occurring for administrative procedures handled under the interconnected mechanism. From 2021 to now, communes and towns have received and processed administrative procedures online on the Nam Dinh Provincial Public Service Portal, basically on time, the number of overdue records is very small, only about 0.19% to 0.6% (the reason for all delayed records is due to power outages, so the system is slow). In addition, the People's Committee at the commune level has maintained the routine of regular daily citizen reception and periodic citizen reception every Thursday and extraordinary citizen reception when necessary. The People's Committee at the commune level has kept a logbook to monitor citizen reception and settlement of petitions and letters according to regulations.

With the construction and strict implementation of working regulations, the quality of activities of the People's Committees at the commune level in Xuan Truong has been increasingly improved. Since the beginning of the 2021-2026 term, the State management work in the fields of agriculture, traffic and irrigation, natural resources and environment, culture, information and propaganda, health, education, national defense, security, etc. has been regularly implemented, contributing to promoting socio-economic development, the face of the countryside has many innovations, the material and spiritual life of the people is stable, many aspects have been improved and raised. Up to now, 100% of communes and towns have been recognized as meeting advanced NTM standards; 7/13 communes have been recognized as meeting model NTM standards; Xuan Truong town has met civilized urban standards, Xuan Phuc commune has met smart commune standards; 140/167 residential areas and model residential groups; The above results have contributed to Xuan Truong district being recognized by the Prime Minister as meeting the advanced NTM standards in 2024. National defense, security, and social order and safety are maintained. The average annual rate of strong grassroots government is over 85%.

However, the activities of the People's Committee at the commune level in Xuan Truong still reveal limitations that need to be overcome such as: coordination in implementing common tasks of the People's Committee at the commune level is sometimes not regular, inspection, supervision, and preliminary summaries are not timely, thereby the results of implementing some aspects of work, the quality of work settlement is not high and still slow according to the requirements. The organization of implementing decisions and directions of competent authorities has made many efforts but some things are not very effective. Some new implementation tasks mainly stop at building and issuing documents, the implementation in practice is still limited, not going into depth. The handling of some violations of land law is still limited, the progress of correction is slow. The coordination of propaganda, dissemination of laws and mobilizing people to comply with the laws, policies and tasks of Party committees and authorities in the movement to build advanced and exemplary new rural areas is not regular, the dissemination form is not suitable, so the results are not high. The civil servants assigned to work are sometimes not proactive in advising on the complete resolution of assigned tasks, sometimes they rely on the collective. The compliance with administrative discipline of the team of civil servants is sometimes not strict.

In the coming time, the People's Committee at the commune level in Xuan Truong will continue to maintain the regular implementation of the meeting regime, resolve work in accordance with the working regulations, strengthen discipline and administrative discipline; the collective People's Committee at the commune level, cadres and civil servants will perform well their assigned duties and tasks. Closely follow the direction of the District People's Committee, coordinate well with the superior State agencies; with the Party Committee, People's Council, Fatherland Front Committee and mass organizations at the commune level and hamlet chiefs so that the entire political system can participate in order to perform well the role of State management in the locality in all fields. Improve the quality of cadres and civil servants; further promote the application of information technology in operations. Strengthen inspection, supervision, preliminary summary, and evaluation of task performance results in all areas, paying special attention to land, finance and accounting, capital construction investment, administrative reform, especially the implementation of administrative procedures under the one-stop, one-stop mechanism to ensure speed and avoid inconvenience for people.
