(MPI) - The Ministry of Planning and Investment has issued Decision No. 1959/QD-BKHDT on the Action Plan to implement Resolution No. 66/NQ-CP dated May 9, 2024 of the Government promulgating the Government's Action Program to implement Resolution No. 41-NQ/TW dated October 10, 2023 of the Politburo on building and promoting the role of Vietnamese entrepreneurs in the new period.

The goal is to thoroughly grasp, seriously, fully, consistently and effectively implement the guiding viewpoints, goals, tasks and solutions set out in Resolution No. 66/NQ-CP. Promote the role of the Ministry of Planning and Investment in supporting the development of enterprises and entrepreneurs, supporting enterprises to grow and develop sustainably, creating a team of entrepreneurs with intelligence and business ethics. Proactively advise on mechanisms and policies and promote activities to support enterprises in applying new business models, towards digital economy, circular economy and green economy.
The general tasks are to raise awareness of the position and role of the business community in realizing the country's development goals. Perfect policies and laws, create a favorable and equal investment and business environment for business people and enterprises to develop and contribute. Develop a strong business community that is equal to the development goals and tasks in the new period. Strengthen solidarity, cooperation and connection between business people and workers, farmers and intellectuals. Monitor and evaluate indicators on the number of businesses, the number of businesses owned by women, the proportion of businesses contributing to GDP, employment, the proportion of businesses contributing to import and export turnover, the number of businesses participating in import and export and the qualifications of business owners. Timely encourage, motivate, honor and remove barriers and difficulties in the production and business activities of businesses and business people.
The key task is to urge, monitor and develop a report assessing the implementation of Resolution No. 99/NQ-CP dated October 3, 2017 of the Government promulgating the Government's Action Program to implement Resolution No. 11-NQ/TW dated June 3, 2017 of the 5th Conference of the 12th Party Central Committee on perfecting the socialist-oriented market economic institution; propose solutions to promote the implementation of the Resolution in the coming time, at the same time adjust towards controlling and eliminating privileges and monopolies in production and business, and report to the Government in 2025.
Research and propose amendments and supplements to the 2020 Enterprise Law to overcome current shortcomings and problems.
Review and complete mechanisms and policies to encourage investment in startups and innovation. Complete the amendment and supplement to Decree No. 38/2018/ND-CP dated March 11, 2018 of the Government detailing investment in small and medium-sized enterprises for startups and innovation and Decree No. 94/2020/ND-CP dated August 21, 2020 of the Government stipulating preferential mechanisms and policies for the National Innovation Center; submit to the Government in 2024.
Urge and monitor the implementation of Decision No. 687/QD-TTg dated June 7, 2022 of the Prime Minister approving the Circular Economy Development Project in Vietnam. Complete the Decree on the mechanism for testing circular economy models; submit to the Government in 2024.
Assess the implementation of Decision No. 999/QD-TTg dated August 12, 2019 of the Prime Minister approving the Project to promote the sharing economy model; propose to the Prime Minister to adjust and supplement tasks and solutions to create an equal business environment between enterprises operating in the sharing economy and traditional enterprises, create conditions and support traditional enterprises to transform their business forms and domestic technology enterprises to develop; report to the Prime Minister in 2025.
Research and complete the Project on human resource development in the semiconductor industry to 2030, with a vision to 2045; submit to the Prime Minister in 2024.
Research and develop a Decree to replace Decree No. 01/2021/ND-CP dated January 4, 2021 of the Government on business registration; submit to the Government in 2024.
Research and propose amendments and supplements to the Law on Support for Small and Medium Enterprises 2017, focusing on policies to support enterprises to expand their scale, improve competitiveness and production capacity, promote participation in value chains, promote innovative business models, apply sustainable business models; support women-owned enterprises, enterprises creating social impacts, enterprises operating in particularly difficult areas, and ethnic minority entrepreneurs; submit to the Government a report to the National Assembly for inclusion in the National Assembly's Law and Ordinance Development Program in 2026.
Develop a National Program on training and fostering entrepreneurs for the period 2026 - 2030, submit to the Prime Minister in 2025.
Develop a National Strategy on developing the entrepreneurial team by 2035, with a vision to 2045, to create a force of entrepreneurs with vision, intelligence, pioneering spirit, innovation, ethics and business culture with national identity, and social responsibility; gradually bring the Vietnamese entrepreneurial team to the regional and world level, and submit it to the Prime Minister in 2025.
Propagating to raise public awareness of the position and role of the business community in realizing the country's development goals; propagating the improvement of policies and laws, creating a favorable and equal investment and business environment for business people and enterprises to develop and contribute; propagating the development of a strong business community, on par with the development goals and tasks in the new period./.
