In order to carry out the task of developing union members and establishing grassroots unions, the Provincial Federation of Labor has proactively issued plans and assigned targets to each union unit at the direct superior level. Directed the review and development of plans to develop union members and establish grassroots unions in units and enterprises that do not have a union organization.
In 2024, the province will establish 70 new grassroots trade unions; develop more than 19,000 new union members, reaching 238.5% of the plan. In the first quarter of 2025, 22 new grassroots trade unions will be established; develop 222 new union members.
Along with that, the Trade Unions at all levels focus on building a strong Trade Union organization. The Provincial Federation of Labor always attaches importance to guiding, urging, and inspecting the scoring, evaluation, and classification of Trade Unions and notifying the Party Committees at the same level for coordination and direction.
In 2024, 217 grassroots trade unions were classified as excellent (accounting for 16.8%); 895 grassroots trade unions were classified as having completed their tasks well (accounting for 69.5%); 107 grassroots trade unions were classified as having completed their tasks well (accounting for 8.3%)... The direct superior trade union and affiliated grassroots trade unions had 3 units classified as having completed their tasks excellently and 12 units classified as having completed their tasks well.
Identifying cadres as the key step in organizing and directing trade union activities, the Provincial Federation of Labor has focused on implementing well the work of planning, arranging, using, appointing, evaluating, rotating, training and fostering cadres, meeting the requirements of tasks in the new period.
In 2024, the Provincial Federation of Labor sent 36 comrades to attend training courses to improve trade union skills. Trade unions at all levels organized 20 trade union training courses with the participation of more than 4,000 cadres; of which, the Provincial Federation of Labor organized 4 training courses; Trade unions at the grassroots level directly above organized 16 courses.
100% of new Trade Union Chairmen are trained and fostered in trade union work. 10 Trade Union Chairmen or Vice Chairmen of enterprises with 2,500 or more workers are sent to attend a trade union training course organized by the Vietnam General Confederation of Labor.
Through training and education, the skills of mobilizing and persuading the masses, organizing specialized activities, negotiating skills, and methods of resolving labor disputes of Trade Union officials have been significantly improved.
In addition, the Provincial Federation of Labor directs and guides all levels of unions to effectively implement the work of updating and managing union members using software. 100% of district, city and industry unions organize training and guidance on software usage for union officials. Unions regularly pay attention to and promptly update union member information on the software when there are changes.
The Provincial Federation of Labor and the grassroots unions have promoted their role in caring for and protecting the legitimate rights and interests of union members. The union cadres closely followed the grassroots, grasped the situation, promptly resolved the legitimate concerns of workers; coordinated with the authorities to promptly resolve issues related to workers' rights; emulation movements among workers were promoted and achieved many results.
In 2024, the grassroots trade union will focus on directing the grassroots trade union to coordinate with the authorities and professional staff at the same level to organize conferences for civil servants at 100% of administrative agencies and units; organize labor conferences at 5 state-owned enterprises and 365 non-state enterprises; and organize dialogues at 5 state-owned enterprises and 365 non-state enterprises.
Directing the Trade Union to negotiate with employers and business owners to sign collective labor agreements. Up to now, 373/470 enterprises with Trade Unions have signed collective labor agreements, reaching 79%; proposing to negotiate with 35 enterprises to adjust the value of shift meals according to the new regulations of the Vietnam General Confederation of Labor. Trade Unions at all levels in the province have spent 140 billion VND to take care of union members and workers.
Trade Unions at all levels also pay attention to propaganda activities, popularizing legal education, and raising awareness for workers. In 2024, more than 177,400 union members and workers were propagandized, disseminated, studied, and thoroughly understood the Party's guidelines and resolutions, the State's policies and laws related to labor and Trade Unions; at the same time, nearly 90,000 workers at enterprises were propagandized and mobilized to participate in studying to improve their qualifications and professional skills.
A strong Trade Union organization, with workers' lives being cared for, protected, and adequately cared for, helps workers feel secure in their work, labor, and production, actively contribute, innovate, and actively participate in patriotic emulation movements, and many typical and advanced examples appear, contributing to raising the position of the working class and the Trade Union organization in society.
