Accelerating the application of scientific and technological achievements, innovation in construction, and application of standards for a number of key agricultural products are being identified by the province as the key to solving the problem of improving product quality and forming industry clusters and value chains between organizations and individuals directly involved in agricultural production. Thereby, contributing to increasing product value, enriching and sustainably reducing poverty for people in the province.
For Lai Chau, up to now, positive results have been achieved in agricultural production: forming a concentrated production area with 6,603 hectares of macadamia, 9,466 hectares of tea, 8,456 hectares of fruit trees, 12,944 hectares of rubber trees. Commercial rice area is 3,859 hectares with specialty rice varieties: Seng Cu, Te Rau, and Nep Tan; 151 concentrated livestock farms; 1,000 hectares of aquaculture ponds. Successfully built 158 OCOP products meeting 3 and 4 star standards. However, productivity and product quality are not high; deep-processed products are not diverse. Along with that, organizations and individuals have not paid attention to building standards for some key agricultural products.
Talking to us, Dr. Duong Dinh Duc - Director of the Department of Science and Technology said: “The initial stage of building standards for some key agricultural products of the province encountered many difficulties and obstacles. It can be said that there is no suitable support mechanism and policy, creating motivation to promote establishments to build and apply standards and techniques for products, goods and services in production, business, and improve quality. The staff has not been trained in depth to have enough capacity to guide and support. There are no Vietnamese standards or regulations for some products (macadamia nuts, dried animal meat, white fragrant rice...) as a basis for determining criteria for building basic standards for products”.

Determined to implement, the Department of Science and Technology advised the Provincial People's Committee to issue mechanisms and policies to support organizations and enterprises in developing and applying national, international and regional standards for national, key and key products of the province. Coordinate with sectors and localities to organize and implement propaganda, training and coaching activities on quality standards and traceability of products and goods. From there, organizations, individuals and enterprises raise awareness, update knowledge and implement to ensure regulations and procedures. As a result, more than 40 enterprises and cooperatives were guided to develop and announce the application of basic standards for 160 agricultural products. More than 50 enterprises were guided to register, use barcodes and label goods on products, in which many advantageous agricultural products were registered for ownership protection and brand development management in the form of collective trademarks.

Invite consulting organizations and experts to support plans and implementation methods to improve product quality, gradually overcoming technical barriers of foreign partners. Currently, the company is applying a very strict production process from the selection of input materials to processing. When the finished products: green Oolong tea, black Oolong tea, Kim Tuyen tea, ancient tea, sencha have met the requirements of demanding markets such as: Taiwan, India, Afghanistan, Pakistan, ... Currently, we are continuing to innovate modern processing technology and are expected to have many new products, meeting domestic consumption and export needs.
Since the beginning of the year, the science and technology sector has restored the G1 generation for two varieties of Khau Luong Phung rice in Phong Tho district and Tan Pom sticky rice in Than Uyen district on a scale of 8,000m2. 69 initiatives have been recognized for their influence and effectiveness in the province. Product brands have been built such as: "Lai Chau Tea", "Tam Duong Peach", "Tam Duong Plum", "Tam Duong Pear", "Tan Pom Than Uyen Sticky Rice" and "Khau Luong Phung Phong Tho Sticky Rice". The Intellectual Property Office has granted certification marks for "Tam Duong Medicinal Vegetables", "Regiment Chili" and the collective brand "Lai Chau Orchids".
The Department of Science and Technology has also coordinated with agencies and units under the Ministry of Science and Technology to organize an overview of traceability, barcodes, traceability requirements of international standards, traceability supporting digital transformation in Lai Chau and introduce "Regional fair - agriculture, forestry, fishery Lai Chau" to associations, enterprises, and cooperatives. Organize an introduction to the national program to support enterprises in improving productivity and quality of products and goods. Support enterprises in applying standards, technical regulations, management systems, productivity and quality improvement tools, support tools for smart production, smart services.
The above solutions have been gradually demonstrating the effectiveness of the process of applying science and technology, innovation in building standards for some key agricultural products of the province. Contributing to affirming the brand, promoting the development of the agricultural sector and creating momentum for building new rural areas of the province.
