Implementing the Strategy for the development of cultural industries (CNVH) in Vietnam to 2020, with a vision to 2030 (Decision No. 1755/QD-TTg dated September 8, 2016 of the Prime Minister), along with preserving local cultural identity, in recent times the province has focused on developing unique cultural values, building the Quang Ninh brand in developing CNVH.
Quang Ninh currently has more than 600 relics, including many world-famous landscapes such as the World Natural Heritage Ha Long Bay, special national relics Yen Tu, Bach Dang, Van Don Commercial Port; 360 intangible cultural heritages of the Tay, Dao, San Chi ethnic groups; especially the culture of mining workers with the tradition of "Discipline and Unity"... These values have contributed to enriching the local cultural treasure, creating opportunities for the development of cultural industries.
Implementing the Strategy for the Development of Vietnam's Cultural Industries to 2020, with a vision to 2030, the province has recently focused on devoting many resources to investing in tourism and service infrastructure. In particular, to preserve and restore cultural heritage values, the province has mobilized resources to invest in and embellish cultural values, such as: The cluster of works: Square - Museum - Library - Planning Palace, Fair and Exhibition of the province; Quang Ninh Sports Complex. Cultural and sports facilities built by private enterprises are increasingly numerous, basically meeting the enjoyment needs of the people. From 2016 to present, the province has more than 500 construction works from socialized sources, with a total investment of over 10,000 billion VND. With the attention to investment in infrastructure, Quang Ninh has become the destination of a series of regional and international cultural and sporting events, such as: World Circus Festival, ASEAN+3 Singing, International Yoga Day, Asia-Pacific Robocon Competition, Asian Police Taekwondo Open 2024, Ha Long Heritage International Marathon 2024...
Quang Ninh also organizes many cultural and performing arts activities, spreading tourism culture to many friends at home and abroad. Typically, the province annually maintains the organization of the Ha Long Carnival Festival with unique content, attracting many art troupes from around the world to participate. In 2024, the Clipper Race around the world chose Ha Long as the stop of the 7th race; the province successfully organized the Sailing, Parasailing, and Jet Ski Festival with the theme "Overcoming the Waves of Ha Long - 2024"; for the first time, the "Heritage City - Colorful Ha Long" Hot Air Balloon Festival held in Quang Ninh brought impressive experiences to tourists and people; the large-scale Superfest Ha Long Music Festival program held at Sun Carnival Square, attracted about 10,000 people to participate in the event...
Localities in the province maintain the organization of many unique festivals imbued with the cultural identity of ethnic minorities, making the regional cultural experiences of the province more unique, such as: Golden Season Festival, Binh Lieu So Flower Festival, Ba Che Golden Tea Flower Festival, March Singing Festival of the San Chi ethnic group, Wind Abstinence Festival of the Dao ethnic group...
Along with the potentials and strengths, the raw materials of the cultural industry in the province combine with each other and with technology to help cultural products have high added value. In addition to exploiting the tourism potential, the province also maintains and develops handicrafts, in which it pays attention to bringing in cultural and artistic elements to create more beauty for each product; develops traditional craft villages into cultural tourism products, such as: Cong Muong wooden boat building village; Hung Hoc fishing gear weaving village (both in Quang Yen town); develops Ha Long's unique culinary culture; promotes the cultural values of each locality in OCOP products...
The Provincial People's Committee has just issued a plan to implement Directive No. 30/CT-TTg (dated August 29, 2024) of the Prime Minister "On the development of Vietnamese cultural industries" in Quang Ninh. The province has determined to continue investing in the development of a number of key cultural industries and products with a focus and key points in which the province has great potential and advantages, such as: Cultural tourism, advertising, performing arts, fine arts, photography, exhibitions, cinema... in accordance with the reality of Quang Ninh associated with firmly ensuring national defense and security, foreign affairs, building a prosperous and happy life for the people; determining the core content of "Developing service industry, cultural industry, entertainment industry based on the foundation of creative industry organized at a high level of production".
Every year, the province strives to host 1-2 events, art performances, beauty contests, and national and international model contests. At the same time, it organizes large-scale, diverse festivals and art programs, combined with tourism events. In particular, it improves the quality of organizing the Ha Long Carnival Festival, creates conditions for cooperation with businesses to coordinate in organizing international music programs, invites famous domestic and international bands and artists such as Korea, Japan, China; organizes folk culture and traditional art festivals combined with modern ones, in order to preserve and promote folk cultural values, creating special highlights in tourism programs.
The province strives to build and produce at least one film product about the history of Quang Ninh to build the brand, promote the unique culture of the province; attract domestic and international film crews to choose Quang Ninh as a filming location. Along with that, tourism continues to attract large domestic and foreign private investors to key tourism development projects, such as: Van Don high-end entertainment resort complex; high-end coastal resort complex in Mong Cai; high-end tourism development projects in Bai Tu Long Bay and Co To district... At the same time, improve the quality of the tourism product system to meet the needs of international tourists. In particular, attention is paid to renewing existing tourism products, especially sea and island tourism products in the direction of increasing the experience for tourists, diversifying types of entertainment and sea sports; developing new tourism products, such as coastal eco-tourism associated with mangrove forests, night tourism, creative tourism products...
