The project to build the Dinh Tien Hoang Emperor Square and Monument was started in 2009 to serve the 1000th anniversary of Thang Long - Hanoi. This is a key project of the province with important significance as a place for large-scale community cultural activities, serving the province's cultural and artistic activities, contributing to preserving and promoting the historical and cultural traditions of Ninh Binh province in particular and the Vietnamese people in general.
Comrade Hoang Hoa Thang, Vice Chairman of Ninh Binh City People's Committee said: Although there were many difficulties in the implementation process, in order to complete the project of constructing Dinh Tien Hoang Emperor Square and Monument according to the set plan, in the past time, Ninh Binh City People's Committee has closely directed the Project Management Board and the contractor to focus all resources to quickly complete the items in the project complex to put into operation, use, creating a highlight in the architecture of Ninh Binh city in line with the general urban development trend of the country.
Present at the construction site of the Dinh Tien Hoang Emperor Square and Monument Project, we felt the urgent working atmosphere. Mr. Do Hong Hieu, representative of Xuan Truong Construction Enterprise, the contractor, said: The project has completed 84% of the work volume, the contractor is focusing the highest human resources to complete the construction items in the parking lot, artificial hill, campus on both sides of the monument... Strive to complete the items by the end of 2024 to hand over and put into use. In the Square area, people have been walking and exercising, this is also a place for children to play and learn about traditional culture. The traffic system around the Square is also complete to serve the travel needs of the people.
Ms. Dinh Thi Giang, Street 10, Dong Thanh Ward shared: As residents living in the area around the Square, we are always conscious of keeping the landscape and environment here clean and beautiful, ensuring aesthetics not only for the neighborhood where we live but also to welcome many tourists to visit and have fun. Not only stopping at qualitative values, cultural institutions are also convenient and practical infrastructure serving and improving the quality of life of the people; creating opportunities to expand exchanges and create spiritual and material cultural values, and at the same time, they are also the architectural superstructure, related to shaping and maintaining cultural identity. Therefore, from the beginning of the 2020 - 2025 term, the Provincial Party Executive Committee, term XXII, identified the Ninh Binh Provincial Central Cultural House Construction Project as a key project that needs focused investment. This is a project that plays an important role and significance in the cultural life of the people, and is an institution in the local cultural field.
Comrade Tong Duc Long, Deputy Director of the Provincial Civil and Industrial Construction Investment Project Management Board, said: Determining the importance of the Project, the Project Management Board organized an architectural competition to ensure compliance with regulations and select the most optimal architecture for the project; closely following the selected architectural plan, implementing it in accordance with current regulations and standards, ensuring quality, technique and aesthetics.
It is known that the Provincial Central Cultural House project has a construction area of 2,850 m2 with full technical infrastructure works such as landscape garden, auxiliary works; sound and lighting systems and halls... With its construction location in the center of Ninh Binh city, the Central Cultural House project is a highlight of the city's architecture, urban landscape and culture.
According to the plan, the Central Cultural House will be the place to organize traditional cultural festivals with the cultural characteristics of Ninh Binh province with a scale of 750 seats serving art performances, modern cultural and artistic exchanges, a place to study and create art. This is also a cultural project to promote economic development and international integration. At the same time, it creates a separate space for community activities, encourages the preservation and promotion of traditional cultural and artistic values of the locality.

Typically, in Kim Son district, to achieve the goal of becoming a new rural district in 2023, Kim Son district is focusing on completing criteria, including cultural criteria to improve the quality of spiritual life for the people.
Comrade Nguyen Cao Son, Vice Chairman of Kim Son District People's Committee said: In recent times, the district has focused on investing in the construction and completion of the Community Cultural Park. This is considered a highlight, creating a unique architectural and landscape space for Kim Son District urban area. The project has a total investment capital of over 144 billion VND, a scale of nearly 8 hectares, with cultural - sports items, fountains and trees, promising to be an ideal entertainment place for people.
Along with the Community Cultural Park, the Kim Son District Sports and Fitness Center is speeding up construction progress. The project includes items such as a stadium with a capacity of up to 4,000 spectators, a multi-purpose gymnasium, a tennis court, a swimming pool and auxiliary works. The project is expected to be completed in the third quarter of 2023 to celebrate Kim Son District achieving new rural standards. In addition, the system of cultural and sports institutions from the district to the commune, village and hamlet is invested in synchronous and modern construction.
Up to now, 100% of communes have cultural houses with an area of 300m2 or more, fully equipped, meeting the criteria for cultural facilities according to the set of criteria for new rural communes. Kim Son is focusing on directing the completion of key projects in 2023. The attention and focus on completing cultural criteria in new rural construction in Kim Son has received consensus and joint efforts from the people, creating conditions to improve people's knowledge, build a new advanced culture, imbued with national identity.
It can be affirmed that modern and unique cultural works and institutions are not only meaningful in shaping local cultural identity but also have a particularly important meaning in socio-economic development. Therefore, in the coming time, Ninh Binh province will continue to have investment policies for projects such as: Provincial Museum - Library Complex, which has been approved by the Provincial People's Council for investment and construction and is in the process of completing investment procedures; the Provincial Cultural Performance and Event Center project is in the process of proposing investment and construction policies... These will be cultural works of the century that not only have the stature of modern urban architecture but also contribute significantly to building local brands and identities.
