
On the morning of April 18, Comrade Luu Van Ban, Permanent Vice Chairman of Hai Duong Provincial People's Committee, Head of the Steering Committee for the construction of National Highway 5 through Hai Duong province as a traffic safety route, chaired a conference to deploy Plan No. 796/KH-UBND dated February 24, 2025 of the Provincial People's Committee on the construction of National Highway 5 through Hai Duong as a traffic safety route.

Attending the conference were representatives of the Vietnam Road Administration (Ministry of Construction), the Traffic Police Department (Ministry of Public Security), representatives of Hai Phong City, Hung Yen Province, departments, branches and sectors of Hai Duong Province, leaders of districts, cities, and chairmen of People's Committees of communes through which National Highway 5 passes.
At the conference, delegates discussed and proposed many specific solutions to enhance traffic safety on National Highway 5, such as recommending the installation of smart surveillance cameras, strengthening propaganda work, emphasizing the need for coordination between the police force and local authorities, and mass organizations. Concluding the conference, Standing Vice Chairman of the Provincial People's Committee Luu Van Ban requested the Vietnam Road Administration (Ministry of Construction) to direct functional units and the National Highway 5 management unit (VIDIFI) to organize and handle traffic infrastructure shortcomings on the route. Specifically, it is necessary to install a surveillance camera system along the entire route. Research and invest in building overpasses on National Highway 5 in densely populated areas, industrial zones and clusters. Build interchanges at different-level traffic intersections where traffic jams often occur. Upgrade overpasses for pedestrians only into overpasses for pedestrians, motorbikes and non-motorized vehicles, in accordance with the practical situation of the locality. Strengthen the maintenance and repair of the road system, signs, and traffic light system on the route.

The Standing Vice Chairman of the Provincial People's Committee also requested the Traffic Police Department (Ministry of Public Security) to direct relevant professional departments to equip vehicles and professional equipment, organize training and guidance for traffic police forces in localities where National Highway 5 passes through, including Hai Duong Police.

Comrade Luu Van Ban requested Hai Phong City and Hung Yen Province to strengthen the propaganda and education of traffic laws, coordinate with propaganda agencies of Hai Duong to raise awareness and sense of compliance with traffic laws for people. Direct local police to increase patrols, control, and strictly handle violations on National Highway 5. Coordinate closely with relevant units of Hai Duong Province to review and identify traffic infrastructure shortcomings, thereby agreeing on effective solutions.

The Standing Vice Chairman of the Provincial People's Committee requested the Chairmen of the People's Committees of districts and cities to direct the development and immediate implementation of plans to clear traffic safety corridors and thoroughly handle violations before April 30. Do not allow re-encroachment of corridors after clearance. Chairmen of the People's Committees at district and commune levels are responsible if violations occur.
Departments, units, and localities, according to their assigned tasks, proactively coordinate and deploy solutions to ensure traffic safety on National Highway 5 according to their management sectors and fields. Strengthen propaganda to raise awareness of compliance with traffic laws, especially for households living along National Highway 5 and drivers; press agencies increase the amount of time spent on propaganda about traffic safety...
Emphasizing the role of resource mobilization in implementing public investment projects to serve the goal of ensuring traffic safety, the Standing Vice Chairman of the Provincial People's Committee requested relevant units to urgently review and develop a list of projects and total investment, include them in the province's medium-term public investment plan for the period 2021 - 2025, and submit them to the Provincial People's Committee and Provincial People's Council for consideration and approval.
National Highway 5 is a vital traffic route connecting Hai Phong with Hanoi, passing through the provinces and cities of Hanoi, Hung Yen, Hai Duong and Hai Phong. The total length of the route is 113.252 km, the section passing through Hai Duong province is 44.11 km long. The designed traffic volume is 15,000 vehicles/day and night.
Currently, the traffic volume is 6 times higher than the design, averaging more than 90,000 trips/day and night. National Highway 5 through Hai Duong has 17 overpasses, 156 connection points of national highways, provincial roads, district roads, urban roads and key routes; 8 industrial parks, industrial clusters; 7 schools adjacent to the road; 25 bus stops, fixed-route pick-up and drop-off points.
Traffic safety and order situation on National Highway 5 is complicated, the number of traffic accidents is higher year after year.
On February 24, 2025, Hai Duong Provincial People's Committee issued Plan 796/KH-UBND on constructing National Highway 5 through Hai Duong province as a safe traffic route.
