On August 17, Prime Minister Pham Minh Chinh worked with the Standing Committee of the Hanoi Party Committee on the situation and solutions to promote production and business, public investment, infrastructure construction, import and export, and remove difficulties in social housing and a number of national target programs. Attending the meeting on the Hanoi side were Ms. Bui Thi Minh Hoai, Politburo member, Secretary of the Hanoi Party Committee, and leaders of Hanoi.
At the meeting, after listening to the leaders of Hanoi City report on the socio-economic development situation of Hanoi from the beginning of 2024 to present, the directions and tasks to complete the goals and tasks of 2024 and the entire term, as well as recommendations to remove difficulties and obstacles, promote Hanoi's rapid and sustainable development, Prime Minister Pham Minh Chinh highly appreciated and commended the achievements and efforts that Hanoi has made, making important contributions to the overall results of the whole country.
In addition to the achievements, the Prime Minister also noted the existing problems, limitations and challenges of Hanoi. In particular, Hanoi's GRDP in the first 6 months of 2024 increased by only 6%, lower than the national growth rate; the potential for mobilizing social resources is huge but the mechanisms, policies and methods are not commensurate with the potential; environmental pollution, traffic congestion, flooding; some strategic infrastructure projects have not ensured progress. There is a lack of events and series of cultural and sports events of regional and international scale. Many traditional craft villages and traditional art fields show signs of fading away.
The Prime Minister pointed out that in the coming time, the world and regional situation is forecast to continue to develop in a complex and unpredictable manner, with more challenges than opportunities and advantages, significantly affecting our country. Therefore, the viewpoint of developing the capital Hanoi "Cultured - Civilized - Modern" is a particularly important political task in the strategy of building and defending the Fatherland; is the responsibility and obligation of the entire Party, the entire people, the entire army, and the entire political system; is the top priority of the Party Committee, government and people of the capital Hanoi. The Prime Minister emphasized that building and developing the capital Hanoi is always the top concern of the Party, the State and our people, with the spirit of "Hanoi for the whole country, the whole country for the capital Hanoi".
Pointing out the key tasks in the coming time, the Prime Minister requested Hanoi and relevant ministries and branches to review the goals and tasks set out in the Resolution of the 13th National Congress, the Resolution of the Hanoi Party Congress and Party Congresses at all levels, the resolutions and conclusions of the Central Committee and most recently the directions of General Secretary and President To Lam at the working session with the Standing Committee of the Hanoi Party Committee on August 9.
The Prime Minister noted that Hanoi needs to determine that the achieved goals must continue to be promoted, the unachieved goals must be further developed, and breakthrough solutions must be found for difficult-to-achieve goals. The spirit is that determination must be higher, efforts must be greater, actions must be more drastic, more effective, and more focused.
At the same time, Hanoi must make more efforts to promote growth, stabilize the macro-economy, control inflation, ensure major balances of the economy; focus on removing difficulties and obstacles in institutions, administration, and awareness of officials and civil servants to mobilize all resources for the development of the capital; promote administrative procedure reform, apply digital technology, reduce inconvenience and frustration for people and businesses.
Continue to focus on ensuring social security, progress, social justice, ensuring environmental sanitation, and developing culture worthy of a civilized, cultured, and heroic capital.
Regarding specific tasks, the Prime Minister emphasized the need for Hanoi to continue to promote the disbursement of public investment capital, deploy key projects, especially the Ring Road 4, noting that site clearance must mobilize the participation of the entire political system. At the same time, Hanoi must pioneer in innovation and start-ups; apply the achievements of the 4th industrial revolution, and build a smart capital.
Along with that, review cultural and sports tasks, strongly promote the thousand-year-old tradition of civilization, turn heritage into assets, boost the development of cultural and entertainment industries, and organize well the activities to celebrate the 70th anniversary of the Liberation Day of the Capital.
Reporting at the meeting, Chairman of Hanoi People's Committee Tran Sy Thanh said that since the beginning of 2024, along with the implementation of regular tasks, Hanoi has focused on directing a number of key and strategic tasks, including 3 important contents: The Capital Law (amended) was passed by the National Assembly at the 7th session, the Capital Planning, Adjustment of the Capital Master Plan has been commented by the Politburo and the National Assembly, and is currently being submitted to the Prime Minister for approval.

Hanoi's economy continues to grow, major balances are ensured, most socio-economic development indicators increase compared to the same period in 2023. GRDP in the first 6 months of 2024 increased by 6%, the average of 3 years 2021 - 2023 increased by 6.04%, about 1.16 times higher than the national growth rate. Total state budget revenue in the first 7 months of the year reached nearly 324,000 billion VND, equal to 79.2% of the estimate; total budget expenditure was nearly 53,000 billion VND, reaching 36% of the estimate. Accumulated disbursement of public investment plan by the end of July 2024 reached more than 23,000 billion VND, equal to 28.7% of the plan, ranking 2nd in volume compared to ministries, branches and localities. Production and business activities remained stable, with the industrial production index increasing by 6.2%. FDI attraction reached more than 1.37 billion USD, expected to reach 3.13 billion USD for the whole year.
