On November 27, 2023, at the 6th session, the 15th National Assembly passed the Housing Law with 13 chapters and 198 articles. In this Law, the National Assembly assigned the Government to detail a number of contents to ensure the basis for implementing the Housing Law.
On January 8, 2024, the Prime Minister assigned the Ministry of Construction to preside over and coordinate with relevant ministries and branches to research and develop a draft Decree detailing and guiding the implementation of a number of articles of the 2023 Housing Law.
Currently, the Housing Law 2023 has been promulgated by the National Assembly and will take effect from January 1, 2025. Therefore, it is necessary to amend and supplement Decree No. 99/2015 to ensure compliance with some newly added and amended contents in the Housing Law 2023, and also amend and supplement some current contents to suit the practical situation in order to create a legal basis for localities as well as organizations and individuals when implementing housing management and development (This Decree will replace Decree No. 99/2015 of the Government).
Concluding the conference, Deputy Prime Minister Tran Hong Ha requested the Government Office and the Ministry of Construction to fully absorb the opinions of the delegates to supplement and adjust the decree to ensure a legal and practical basis so that when issued, it will have high feasibility.
