The Government Office last weekend issued a notice of the conclusion of Deputy Prime Minister Tran Luu Quang at the meeting to transfer the National Power System Control Center (A0) to the Ministry of Industry and Trade.

Deputy Prime Minister Tran Luu Quang requested ministries, the Capital Management Committee and Vietnam Electricity Group (EVN) to continue to urgently, actively and proactively coordinate to complete assigned tasks, ensuring progress and quality to transfer the National Power System Dispatch Center (A0) to the Ministry of Industry and Trade.

The plan is to strive for the Prime Minister to approve the policy for the A0 separation project to establish a new enterprise and the transfer plan from the State Capital Management Committee at enterprises to the Ministry of Industry and Trade before August 30.

According to this progress, the Deputy Prime Minister requested relevant units to immediately build a financial mechanism to ensure operating costs for A0 enterprise since it was separated from EVN.

Specifically, the Ministry of Finance is assigned to provide specific guidance on a plan to ensure operating costs for A0 enterprises until at least the end of 2023. In case of problems arising beyond its authority, it will propose solutions and report to Deputy Prime Minister Tran Luu Quang before August 10.

The Government leader assigned the Ministry of Industry and Trade to preside over and coordinate with the Ministry of Finance and relevant ministries and agencies to unify the financial mechanism to generate revenue for A0 enterprises from January 1, 2024 until the revised Law on Prices takes effect. Ensure that A0 operates continuously and effectively after separation.

At the same time, preside over and coordinate with relevant units to urgently submit to the Government a draft Decree of the Government to amend, supplement and abolish some contents of Decree 96 and Decree 26 before August 15.

The Ministry of Industry and Trade shall proactively, within its authority, complete the review, amendment and supplementation of relevant legal documents, ensuring a complete and strict legal basis for implementation immediately after completing the transfer of A0 to the Ministry of Industry and Trade.

The Ministry of Planning and Investment is assigned to urgently complete the appraisal report as proposed by the Capital Management Committee according to regulations, noting that it is necessary to have specific opinions on the content of the draft Decision of the Prime Minister on the policy of separating A0 to establish a new enterprise, and send it to the Capital Management Committee no later than August 15.

The task of the Capital Management Committee is to preside over and coordinate with relevant units to urgently complete the transfer plan and draft the Prime Minister's Decision approving the transfer policy, and submit it to the Prime Minister before August 22.

Deputy Prime Minister Tran Luu Quang requested the Capital Management Committee and the Ministry of Industry and Trade to proactively coordinate with EVN to carefully review the mechanisms for EVN's operations that may be affected after A0 is transferred to the Ministry of Industry and Trade.

This is to avoid any problems, especially those related to the Government or international disputes (EVN's international creditors, BOT contracts guaranteed by the Government, etc.). In case of problems arising within the authority, it is necessary to promptly propose solutions and report to the Prime Minister.

Previously, at the meeting in June, Deputy Prime Minister Tran Luu Quang directed the Ministry of Industry and Trade to absorb the opinions of ministries and agencies at the meeting; preside over and coordinate with the State Capital Management Committee at Enterprises and relevant ministries and branches to urgently develop and complete the Project to transfer A0 to the Ministry of Industry and Trade in the form of a single-member limited liability company (LLC) in accordance with the law, and submit it to the Prime Minister in August 2023.
