Support businesses to make electronic tax declarations at the Provincial Tax Department.
In the context of the 4.0 industrial revolution strongly impacting all areas of life, the Tax sector has quickly seized the opportunity to promote the digital transformation process, creating important marks in the 2020 - 2025 term. These reforms not only help the tax sector operate more effectively, but also bring convenience and transparency to people and businesses.
Turning point of tax management
In order to promote the digital transformation process, the Provincial Party Committee has issued Resolution 48 on digital transformation of Tuyen Quang province by 2025, with a vision to 2030. The Provincial Tax Department has identified tasks and developed implementation plans for the industry to meet specific goals in the period of innovation and improvement of information technology application in all stages of tax management, especially systems providing public services to taxpayers such as tax declaration, tax payment, tax refund, etc. on the basis of IT application and information security and network security.
The electronic tax declaration system at the Tax Department and its affiliated Tax Branches, tax administrative procedures have been carried out electronically. Up to now, 100% of enterprises have participated in using the electronic tax declaration service; 99% of enterprises have registered to use the electronic tax payment service with the tax authority, over 97% of documents and tax payments are made electronically. Tax refunds have also been carried out in accordance with regulations, 100% of tax refund dossiers have been processed electronically, creating conditions for enterprises to overcome capital difficulties, contributing to promoting investment, expanding production and business, reducing interest costs, and improving capital efficiency.
From July 2022, the Tax Department officially deployed the electronic invoice system throughout the province. Up to now, all organizations, enterprises, business households and individuals doing business according to the declaration method have used electronic invoices according to regulations. Since 2023, the Tax Department has expanded the electronic invoice program generated from cash registers, implementing the issuance of invoices for each sale for business and retail activities of gasoline. Up to now, 263 enterprises and business households have registered to apply electronic invoices generated from cash registers with the number of invoices used being nearly 3 million. The deployment of invoices generated from cash registers is extremely important in transforming management methods; ensuring safety and saving costs for businesses and society.
The Provincial Tax Department has implemented tax collection and payment according to the payable identification code (ID) since May 2023. The electronic information portal of the General Department of Taxation allows taxpayers to look up tax obligations, create a payment slip to the State Budget according to the payable ID, and check and adjust information on state budget collection and payment according to the payable ID.
Along with that, deploy a series of electronic tax services such as: electronic declaration and payment of registration fees, property leasing; online payment of financial obligations on land; checking and confirming tax payment, electronic tax obligations...; eTax application on mobile platform for individual taxpayers and business households. Thereby, creating convenience and ensuring safety and security when looking up information on tax obligations, registration information on personal tax codes, receiving tax notifications, paying taxes electronically through linking with bank accounts and using other utilities...
Breakthrough in administrative reform
The Tax Department has identified that reviewing and standardizing personal tax code (MST) data is one of the important political tasks to complete the synchronization of tax data with the National Population Database and unify the use of identification codes as MSTs as prescribed in the Law on Tax Administration. Up to now, the Tax Department has reviewed 90,839/117,038 MSTs, reaching 77.6%. Of which, the number that has matched the national population database is: 63,045/117,038 MSTs, reaching 53.9%. Tuyen Quang is the locality ranked 2nd out of 64 Tax Departments in terms of the rate of correctly matched reviews/Total number to be reviewed.
Implementing essential online public services according to the Government's Project 06 on the National Public Service Portal, in 2023, the Provincial Tax Department began receiving and processing first-time tax registration applications and applications for changing tax registration information of households and individuals electronically. Up to now, the rate has reached 95.8%; reviewing and standardizing tax codes has reached 97.8%. The Tax sector currently has 235 administrative procedures in the tax sector, of which 120 administrative procedures are integrated into the National Public Service Portal; 147 full-process online public services and 88 public services providing information. The Tax Department has maintained and effectively implemented 479 unified taxpayer support information channels from the General Department of Taxation to 63 Tax Departments and 413 Tax Branches, operating regularly, continuously and smoothly 24/7.
In 2023, the Provincial Tax Department implemented the electronic receipt of tax registration dossiers and returned the results of tax registration dossiers, initially meeting the requirements set by the General Department of Taxation. The rate of tax registration dossiers received electronically reached 95% of the number of tax registration dossiers received by the Tax Authority, exceeding the target set by the General Department of Taxation.
In addition, the Tax Department has also managed, operated and used applications to connect and exchange information with units: Department of Planning and Investment, Social Insurance, Treasury, Department of Natural Resources and Environment... to provide and exchange information on Tax Management and serve the settlement of administrative procedures under the electronic one-stop mechanism.
Implementing the innovation of the organizational arrangement of the political system to be streamlined, operate effectively and efficiently, and to innovate the organizational and management system, improve the quality and efficiency of public service units, the Provincial Tax Department has completed the consolidation of 6 Tax Departments of districts and cities into 3 regional Tax Departments, reducing 3 Tax Departments. After the consolidation, the number of tax teams was reduced from 49 teams to 24 tax teams, the organizational apparatus at the regional Tax Departments has stabilized and come into operation. The Provincial Tax Department has also reorganized the departments from 11 departments to 9 departments. Civil servants and employees are assigned specific tasks according to their capacity and qualifications, ensuring the reduction of focal points, streamlining the apparatus but still completing assigned tasks well.
The implementation of electronic invoices and the conversion of tax codes to personal identification codes are considered breakthrough solutions of the Tax sector. Along with procedural reforms, the Tuyen Quang Tax sector has continuously promoted the application of IT in tax management, supervision and collection... creating a major change for the Tax sector.
