Building a solid foundation for breakthrough development

The resolutions have gradually come into effect, contributing to creating a solid foundation for the province's breakthrough developments.

In the 2016-2021 term and the first 3 years of the 2021-2026 term, the Provincial People's Council has issued more than 40 resolutions in the field of Culture, Sports and Tourism, including a number of resolutions with great impact such as: preserving and promoting the values ​​of cultural heritages of Nghe Tinh folk songs, Nghe Tinh folk songs, Ca Tru, Truyen Kieu, Phuc Giang school woodblocks and Hoang Hoa su trinh do, period 2018-2025 and the following years; policies to build and improve the operational efficiency of the system of grassroots cultural and sports institutions in the period 2022-2025... The implementation of the resolutions of the Provincial People's Council in the field of Culture, Sports and Tourism has achieved positive results.

In order to amend and supplement contents suitable to the practical situation, and at the same time integrate contents to encourage cultural and tourism development into a common policy to ensure consistency, on December 16, 2022, the Provincial People's Council issued Resolution No. 98/2022/NQ-HDND on a number of policies for the development of culture, sports and tourism in Ha Tinh province for the period 2023-2025.

Resolution No. 98/2022/NQ-HDND on a number of policies for developing culture, sports and tourism in Ha Tinh province for the period 2023 - 2025 focuses on the activities of the Provincial Traditional Arts Theater.

After nearly a year of implementation, Resolution No. 98/2022/NQ-HDND has been contributing to creating a driving force to comprehensively promote activities in the cultural field, especially the preservation and promotion of heritage values. With the policy of supporting the establishment of new Vi, Giam and Kieu folk song clubs and maintaining the activities of the clubs, in 2023, the province will establish 11 new Vi, Giam folk song clubs, bringing the total number of clubs to 210.

Mr. Nguyen Van Man - cultural officer, Chairman of the Vi and Giam Folk Song Club of Thach Lac Commune (Thach Ha) said: “In October 2023, the Club was officially established with 23 members, bringing the total number of Vi and Giam Folk Song Clubs in the commune to 7. The province's policy not only clearly shows special attention to the work of preserving and promoting heritage values, but also really adds great motivation for the Club members to nurture and spread their passion and enthusiasm for transmitting the cultural heritage values ​​of their homeland. In addition, from the provincial policy, the district and commune levels also pay more attention to the activities of the Club".

In October 2023, the Vi Giam Folk Song Club of Thach Lac Commune (Thach Ha) was officially established with 23 members.

Resolution 98 was issued to contribute to ensuring effective implementation of policies in the fields of culture, sports and tourism.

Mr. Tran Xuan Luong - Deputy Director of the Department of Culture, Sports and Tourism affirmed: “Resolution 98 can be said to be the most comprehensive resolution ever in the field of culture, sports and tourism. Not only integrating, abolishing and supplementing some contents, the resolution also increases the level of support for some subjects, ensuring effective implementation of policies in the field of culture, sports and tourism. Thereby, contributing to the successful implementation of the goals of culture, sports and tourism development set out by the resolutions of Party congresses at all levels, building and developing Ha Tinh culture, people and tourism to meet the requirements in the new period”.

In recent years, the network of educational institutions in the whole province has been gradually arranged and consolidated in a streamlined and effective manner, in accordance with legal regulations and practical situations. The quality of mass education has improved (from 33rd place in 2017, to 2022 and 2023 reaching the top 10 nationwide in terms of average high school graduation exam scores), key education is always in the top of the country; facilities are increasingly spacious... That result has a significant contribution from the system of mechanisms and policies issued by the province in the field of education from 2016 to present, with a total implementation cost from 2017 to present of over 270 billion VND.

In recent years, the quality of education in the province has continued to have positive changes, with key education always ranking among the top in the country.

Mr. Nguyen Hong Cuong - Deputy Director of the Department of Education and Training shared: In the last 2 terms, the Provincial People's Council has issued 14 resolutions in the field of education and training, of which 10 resolutions are in effect. The issued resolutions have facilitated the leadership, direction, operation and activities of State management agencies on education and educational institutions; improved the quality of education and training; timely supported and resolved difficulties for teachers; and helped many poor students go to school.

In particular, Resolution No. 92/2022/NQ-HDND dated December 16, 2022 stipulates a number of policies for preschool education, general education, continuing education and the content and expenditure levels for implementing the Project on Building a Learning Society for the period 2021-2030 in the province for the period 2022-2025. The Resolution with breakthrough policies, both addresses a number of shortcomings of policies issued in the period 2016-2021 that have expired but have not overcome the difficulties of the sector, and issues a number of new policies and amends the contents to suit the reality.

In preparation for submitting Resolution 92 to the Provincial People's Council for consideration and promulgation at the end of 2022 session, from the beginning of that year, the committees of the Provincial People's Council organized supervision of the implementation of the Provincial People's Council's resolutions in the field of education.

Previously, in preparation for submitting to the Provincial People's Council for consideration and promulgation of Resolution 92 at the end of 2022 session, from the beginning of that year, the Provincial People's Council's Culture and Social Affairs Committee organized supervision of the implementation of the Provincial People's Council's resolutions in the field of education. The Committee conducted field surveys at 16 public educational institutions and 3 non-public educational institutions; organized work with relevant departments, branches and localities. Thereby, it proposed to amend and supplement some shortcomings in the implementation of resolutions in the field of education to ensure suitability with reality. In particular, focusing on key education, mass education, upgrading educational facilities, building a learning society, policies for seconded teachers, etc.

After his secondment, Mr. Nguyen Thanh Binh returned to work at Chu Van An Secondary School - Huong Khe.

Like other teachers assigned to work in Ky Anh district, although there are still difficulties, Mr. Nguyen Thanh Binh (teacher at Chu Van An Secondary School - Huong Khe town) feels more comfortable when he has support from policies according to Resolution 92. Mr. Nguyen Thanh Binh said: "In 2 consecutive school years (from 2021-2023), traveling more than 100 km from Huong Khe town to Ky Anh district to teach at Ky Phu Secondary School, at first I was quite worried. However, with the support from colleagues and encouragement from the province's policies, I feel more secure and focus on contributing to my new work unit."

According to Mr. Binh, the policy for seconded teachers under Resolution 92 is higher than the previous resolution, which is a necessary sharing for teachers in the new context. In addition to increasing the support level compared to the old policy, the new policy also has a suitable support plan for seconded teachers during the period of interruption in the implementation between the two policies (from January 2022 to the end of December 2022). That shows the deep and practical concern of the Provincial People's Council and related agencies.

The 2022-2023 tuition fee support policy is a humane policy, reducing the burden on parents and students.

Also related to the education sector, on August 27, 2021, the Government issued Decree 81/2021/ND-CP stipulating the mechanism for collecting and managing tuition fees for educational institutions in the national education system and policies on tuition exemption and reduction, support for learning costs, and service prices in the field of education and training. With this decree, the tuition fees for preschool and general education are very high compared to the total income of people in Ha Tinh.

Therefore, to support the people, the Provincial People's Council's Culture and Social Affairs Committee promptly proposed a policy to support tuition fees for the 2022-2023 school year. This proposal was accepted, supplemented and submitted to the Provincial People's Council for promulgation in Resolution 93/2022/NQ-HDND dated December 16, 2022. Thanks to that, 202,032 students received support for 4 months of tuition fees/student with a total cost of 67.8 billion VND. The humane policy has shared the difficulties with the people affected by the COVID-19 pandemic, reducing the burden on parents when adjusting tuition fees according to Government regulations.

Ha Tinh is a poor province, often affected by natural disasters, storms, floods, and epidemics; people's lives still face many difficulties. Based on that objective reality, listening to the thoughts and aspirations of voters and people, the Provincial People's Council has issued many resolutions to solve employment, support vocational training; support vulnerable groups...

The 14th session of the 18th Ha Tinh Provincial People's Council, held in mid-July 2023, approved many important policies related to poverty reduction and ensuring social security in the area.

In particular, many resolutions are being effectively implemented such as: Resolution No. 70/2022/NQ-HDND dated July 15, 2022 stipulating a number of policies to support vocational training and job creation in the province for the period 2022-2025; Resolution No. 72/2022/NQ-HDND dated July 15, 2022 stipulating policies to reduce poverty and ensure social security in Ha Tinh for the period 2022-2025.

Previously, in the 2016-2021 period, the Provincial People's Council issued 5 thematic resolutions on poverty reduction policies and ensuring social security to be implemented in the area.

Thach Ha District Vocational Education and Continuing Education Center awarded vocational certificates in food processing techniques and restaurant services to students.

Among the support policies in the field of poverty reduction and social security, Resolution No. 72/2022/NQ-HDND, with its synchronization in policies as well as the implementation process, has had a profound and comprehensive impact on all areas of life.

After more than 1 year of implementation, the total budget for implementing the resolution reached more than 797 billion VND with nearly 756,000 beneficiaries with policy groups: monthly social assistance for social protection beneficiaries in the community and social protection facilities; support for participation in voluntary health insurance and social insurance; income support for poor household members under social protection and social assistance policies.

Implement support policies according to Resolution 72 to contribute to improving the quality of care and nurturing for subjects concentrated at the Center for Nursing for Meritorious People and Social Protection of the province.

Continuing to expand the coverage of social security policies, at the 14th Session held in July 2023, the 18th Provincial People's Council issued Resolution 108/2023/NQ-HDND on support for people from poor households and some subjects in difficult circumstances when examining and treating at medical facilities in the period of 2023-2028 and Resolution 106/2023/NQ-HDND, amending and supplementing a number of points of Resolution 72, including adding subjects to be admitted for care and nurturing at the Center for Treatment - Education - Social Labor.

Director of the Department of Labor, Invalids and Social Affairs Nguyen Tri Lac presents gifts to students in difficult circumstances within the framework of the Loving Leaves Program.

Mr. Nguyen Tri Lac - Director of the Department of Labor, Invalids and Social Affairs said: "The creative and drastic ways of leadership, direction, administration, issuance of mechanisms and policies, to the organization of implementation in the field of poverty reduction and social security have contributed to the poverty reduction work in Ha Tinh to achieve and exceed the set targets. By the end of 2022, the poverty rate of the province decreased to 3.79% (the North Central region was 4.99%), the near-poor household rate decreased to 4.04% (the North Central region was 5.05%). Relevant agencies are requested to continue to coordinate effectively in implementing the issued resolutions; the Vietnam Fatherland Front and socio-political organizations at all levels continue to strengthen their supervisory and critical roles so that the implementation of the resolutions goes into more depth and synchronization".

Aiming at the people, with the goal of improving the quality of health care for the people, on July 15, 2022, the Provincial People's Council issued Resolution No. 71/2022/NQ-HDND on a number of mechanisms and policies for the public health sector in the province for the period 2022-2025. Accordingly, by allocating nearly 70 billion VND/year to support in addition to salaries, strengthening facilities for public health facilities; supporting inpatient psychiatric patients who are not poor households; supporting health insurance premiums and supporting co-payment of HIV antiviral drugs for people infected with HIV/AIDS, Resolution 71 has significantly contributed to solving difficulties and problems, meeting the requirements of protecting, caring for and improving people's health in the current period.

Ms. Dao Thi Anh Nga - Head of the Culture - Social Committee of the Provincial People's Council affirmed: "Policies must come from practice to solve practical problems. As a specialized agency responsible for supervising the implementation of resolutions and reviewing draft resolutions in the cultural - social fields, the committee has closely coordinated with relevant units to research and analyze each content carefully and scientifically so that each policy issued in the resolutions must ensure both constitutionality and legality but at the same time must be suitable for practice and truly come into life".
