People and businesses are not satisfied

According to the report of the Department of Home Affairs, in 2022, the province's PAR Index ranked 60/63 provinces and cities; down 4 places compared to 2021. The SIPAS Index ranked 63/63 provinces and cities; down 2 places compared to 2021. The PAPI Index ranked 7/63 provinces and cities; up 5 places compared to 2021. Although the province has issued plans and documents every year to implement administrative reform tasks according to the direction of the Central Government and the guidance of the Ministry of Home Affairs. However, the PAR Index and SIPAS have decreased over the years; in particular, the SIPAS Index ranked 63/63 provinces and cities. In addition, the province's levels and sectors have not had many initiatives and solutions in administrative reform work; the guidance and transparency of administrative procedures are not favorable for people, the rate of files resolved on time is still low; The progress of digitizing administrative procedure settlement results of the province is still slow...

The SIPAS Index is an objective measure, honestly reflecting the assessment results of people and organizations on the service of state administrative agencies through the provision of public administrative services by state administrative agencies. In 2022, an independent survey conducted by the Ministry of Home Affairs in coordination with the Provincial Post Office directly delivered questionnaires to people's homes with a total of 486 questionnaires in a number of villages and neighborhoods in districts and cities including Phan Thiet, Duc Linh, Phu Quy. Through the survey, the criteria on people's satisfaction with a number of criteria in the SIPAS Index were ranked near the bottom of the country. For example, the criterion of satisfaction with service access ranked 61/63 provinces and cities; satisfaction with administrative procedures ranked 62/63 provinces and cities; satisfaction with civil servants ranked 62/63 provinces and cities; Satisfied with the agency receiving and handling feedback and recommendations, ranked 63rd out of 63 provinces and cities...

Not yet promoted the role of leader

Pointing out the shortcomings and limitations in administrative reform, according to Chairman of the Provincial People's Committee Doan Anh Dung, the indicators assessing competitiveness, the level of administrative reform, and the satisfaction of people and businesses in the province have been ranked very low for many consecutive years, with some indexes always at the bottom of the national rankings. All levels and sectors have not had many initiatives and solutions in administrative reform, and the results are still limited. The guidance and transparency of administrative procedures are not convenient for people. The rate of files resolved on time is still low. In addition, the sense of responsibility of each level and sector, especially the responsibility of the leader, has not been promoted; the mentality of fear, waiting, and pushing in handling public affairs has not been overcome, and difficulties and obstacles for businesses and people have not been promptly resolved. In addition, the progress of digitizing the results of handling administrative procedures in the province is slow, and the results of implementing online public services are still limited...

According to the Chairman of the Provincial People's Committee, one of the first and decisive causes of the above-mentioned shortcomings and limitations is that the direction and management of administrative reform by the heads of departments, branches and localities is still not drastic, not considering this a key task. In addition, a number of cadres, civil servants and public employees show signs of working half-heartedly, lacking effort and determination in their work, afraid of making mistakes, afraid of risks, afraid of responsibility, not daring to advise, propose, not deciding on work within their authority; in some cases, they push the work to higher levels or to other agencies. This leads to a prolonged process of handling work, reducing the effectiveness and efficiency of state management, undermining the trust of people and businesses in state agencies, affecting the implementation of socio-economic development goals of the province.

Breakthrough solution

Note that in the current period, the province is facing very clear opportunities, especially the transportation system such as highways, airports, seaports, coastal roads have been invested, completed, and put into operation. This is the "golden time" for the province to take off, truly becoming an attractive and safe destination for domestic and foreign investors. To exploit the potential and advantages of the province, the Chairman of the Provincial People's Committee requested that all levels in the province need to be more drastic in administrative reform, improve and enhance the ranking indexes, considering this an important and regular task of all levels and sectors. The head is responsible for the results of administrative reform implementation of his locality and unit. "We are requested to make efforts to create changes in reality, the purpose is not only to improve the ranking indexes but more importantly, it must be with the true satisfaction of the business community and people" - the Chairman of the Provincial People's Committee emphasized.

At the same time, proactively research and implement solutions, create strong breakthroughs to improve the effectiveness of administrative reform. Actively implement e-government and digital transformation to improve the quality and efficiency of services for people and businesses. Continue to review and simplify administrative procedures, promptly propose amendments to inappropriate and impractical regulations that cause inconvenience to people and businesses, especially in the fields of land, investment, construction, etc. In 2023, be ready to provide 100% of full-process online public services for organizations and individuals to perform when needed.

At the same time, create favorable conditions for people to monitor and participate in building the government. Strengthen training, fostering, and improving professional qualifications and public ethics for cadres, civil servants, and public employees, especially those who regularly contact and resolve administrative procedures for people and businesses. Strictly implement the inclusion of assessment and classification results on administrative reform of agencies, units, and localities into the assessment and classification criteria of collectives and Party organizations every year. Review and criticize the responsibilities of heads of agencies and units that are slow to implement targets and tasks related to administrative reform assigned by the Provincial People's Committee. Resolutely mobilize and transfer work positions, including leaders and specialists in workplaces that are irresponsible, slow, harassing, and troublesome...

Chairman of the Provincial People's Committee Doan Anh Dung requested leaders of departments, branches and authorities at all levels to strengthen dialogue, promptly resolve recommendations from businesses and people, especially in the fields of investment, planning, land... Along with that, building the image of a dynamic and friendly government; shifting the mindset from "allowing", "licensing" to "serving", strongly shifting from "removing difficulties" to "creating favorable conditions" for businesses, must always consider the success of businesses and investors as the success of the province.
