Established on August 24, 1945, after nearly 80 years of construction, fighting and growing, the armed forces of Thanh Hoa province have continuously grown, achieved glorious feats, many collectives and individuals have been awarded many noble titles and rewards by Uncle Ho, the Party, the State, the Army, the Provincial Party Committee, the Provincial People's Committee, and Military Region 4, such as: twice awarded the title of Hero of the People's Armed Forces, Military Exploit Medal, Military Exploit Medal, Emulation Flag of the Ministry of National Defense, Military Region 4...

Over the past years, the Military Party Committee and the Provincial Military Command have always paid attention to leading and directing the improvement of the quality of performing local military and defense tasks. In particular, special attention has been paid to improving the quality of building agencies and units in the provincial armed forces to be comprehensively strong, "exemplary, typical" to meet the requirements of tasks in the new situation according to Directive No. 79/CT-BQP, dated July 22, 2022 of the Minister of National Defense; considering this an important and urgent content of military, defense, and national defense work; at the same time, it is also the concretization of the policy of building a "lean, compact, and strong" army in the new situation, with very high requirements and standards.

To meet the requirements, the Military Party Committee and the Provincial Military Command have synchronously deployed leadership measures and directed agencies, units, officers and soldiers to overcome difficulties, strive to perform their tasks well, and build a strong, comprehensive, "exemplary, typical" unit. The implementation process has achieved many positive results, specifically:

The unit is always stable in terms of political ideology; officers and soldiers have a strong political stance, are ready to receive and complete assigned tasks well; 100% of officers and soldiers receive political and legal education according to the prescribed program, the number of participants in the study is 98.5% or more. The test results are 100% satisfactory, with over 76% being good and excellent. The Provincial Military Party Committee has excellently completed its tasks; 100% of grassroots party organizations have completed their tasks or higher, with 21.21% completing their tasks excellently; 99.82% of party members have completed their tasks, of which 89.67% have completed their tasks well and excellently. 100% of officers at all levels have completed their duties and tasks, with 80% completing them well and excellently; 100% of managers, commanders, and Party Committee members at all levels have completed their tasks or higher, and have well implemented the regulations on setting an example.

Seriously carry out the work of organizing forces; training and educating well; strictly maintain the combat readiness regime. In particular, the provincial military strictly implements the staffing decisions of the Chief of the General Staff, regularly completes the staffing of 100% of the units, ensures the number of troops for combat-ready units reaches 98% or more; arranges the use of troops, and inter-audits troops monthly and quarterly in accordance with regulations. Thoroughly grasps and strictly implements the annual combat training orders of the Military Region Commander. Advises the Provincial Party Committee, People's Council, and Provincial People's Committee to implement documents of the Party, State, and Ministry of National Defense on national defense work, militia and self-defense work, and national defense and security education.

Focus on leading and directing the improvement of the quality of regular construction, good discipline management and promoting military administrative reform. 100% of soldiers properly perform their assigned duties; strictly comply with State laws, regulations, rules, daily and weekly regimes, and dress properly according to military etiquette. Regularly do a good job of education, manage ideological situation, discipline, strictly manage military numbers, weapons and equipment. Agencies and units do not have serious disciplinary violations or violations of State laws; normal discipline must be handled under 0.1%, the unit ensures absolute safety.

Implement well the logistics, technical, financial, investment planning work, regularly ensure good logistics and technical work for combat readiness tasks, training tasks and regular and ad hoc tasks; build a complete system of logistics documents ready for combat in accordance with regulations. Ensure full standard regimes for soldiers, ensure food hygiene and safety, and the number of healthy soldiers reaches 99.27% ​​or more. Effectively carry out the emulation movement "The military logistics sector follows Uncle Ho's teachings". Thoroughly grasp and implement well the Technical Work Regulations, the Technical Staff Work Regulations of the Vietnam People's Army, the directives, regulations and instructions of the technical sector, always maintain the equipment coefficient Kbđ = 1, the technical coefficient Kt = 1...

With the achieved results, in recent years, the Thanh Hoa Provincial Armed Forces have always been the leading flag in the emulation movement of the Military Region's Armed Forces, and have been awarded many noble titles and prizes by the Government, the Ministry of National Defense, the Military Region 4 Command, and the Provincial People's Committee.

In the coming time, the world and regional situation is forecasted to have many complex and unpredictable developments, hostile forces continue to take advantage of ethnic, democratic, religious, human rights issues... to propagate and incite political and social instability. As a key area, a new growth pole of the North Central region, successfully carrying out local military and defense tasks, building a comprehensively strong Thanh Hoa provincial military force, "exemplary, typical" to meet the requirements of the task in the new situation is always identified as one of the important and regular tasks. To carry out this task well, in the coming time, the provincial military force needs to focus on implementing a number of key solutions as follows:

Firstly, continue to build the provincial armed forces strong in politics, ideology, ethics, organization and cadres. This is the top priority, the decisive factor in the quality of building a comprehensively strong unit that is "exemplary and typical" in each agency, unit and the entire provincial armed forces. Therefore, the Party committees, commanders, political commissars and political officers of agencies and units need to continue to thoroughly grasp and educate cadres and soldiers to fully understand the position, meaning and importance of Directive No. 79/CT-BQP of the Minister of National Defense; grasp the contents, standards and measures to build a comprehensively strong unit that is "exemplary and typical" to determine targets and solutions close to the characteristics of the tasks of each agency and unit and identify this as a regular key political task. Focus on promoting the building of clean and strong Party committees, Party committees and Party organizations at all levels, improving leadership capacity and fighting strength; Strengthen management, education and training of cadres and party members to meet requirements and tasks. Direct the improvement of the quality of political education, propaganda, dissemination and legal education for subjects associated with the good implementation of the emulation movement "Determination to Win" and the political tasks of the Provincial Military Command, units and localities. Focus on building cadres and soldiers with steadfast and firm political will, good moral qualities, high determination, ready to receive and complete well all assigned tasks.

Second, perfecting the organization and staffing of agencies and units to be "elite, compact, and strong", building a "strong, solid" reserve force, and a "strong, widespread" militia and self-defense force. Strictly implementing resolutions, directives, and plans of the Politburo, the Central Military Commission, the Ministry of National Defense, the Party Committee, the Military Region 4 Command, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee on organizing the Vietnam People's Army for the 2021-2030 period and the following years. Focusing on adjusting and perfecting the organization and staffing; prioritizing the number of troops for units performing training tasks, combat readiness, border lines, seas, and islands. Building a standing force in the direction of "elite, compact, strong, balanced, and mobile"; taking care of and building a "strong, widespread" militia and self-defense force, a "strong, widespread" reserve force, with increasingly high quality. Organize the selection and call of citizens to join the army in accordance with the law, publicly and democratically.

In training, well implement the motto of "basic, practical, solid", 3 viewpoints, 8 principles, 6 combinations; focus on innovating training methods; attach importance to synchronous, in-depth training, close to combat reality; train to master weapons, technical equipment, especially new weapons and equipment; combine training with physical training of soldiers. Improve the quality of training, defense area drills, comprehensive round drills and the quality of education, training, and national defense - security training for subjects suitable to the reality of each agency, unit, and locality. Proactively grasp, assess, and accurately forecast the situation, promptly advise local Party committees and authorities to handle situations well, avoid being passive or surprised, contribute to firmly protecting the sovereignty of borders, seas, and islands, maintain political security, order, and social safety in the area, and create conditions for localities to develop their economy, culture, and society.

Third, promote the implementation of regularity; strictly comply with State laws and military discipline. Agencies and units should strengthen the dissemination and strict implementation of directives and decisions of superiors and the Provincial Military Command on building regularity, discipline and law compliance for all officers and soldiers; combine education well with training self-awareness. Strengthen measures to manage military numbers, weapons, equipment, vehicles and motorbikes. Focus on checking the implementation of military discipline, etiquette and manners; promptly detect and strictly handle violations, especially serious cases.

Fourth, regularly take care of and improve the quality of logistics, technical, financial, planning and investment work to meet regular and unexpected requirements and tasks. To effectively implement this content, it is necessary to focus on educating officers and soldiers of the provincial armed forces to have full awareness of the position, meaning, importance and effectively organize the emulation movement "The military logistics sector follows Uncle Ho's teachings". Focus on making a breakthrough to create comprehensive, synchronous and solid changes in ensuring the lives and health of soldiers; strengthen the direction, construction and operation of logistics in defense areas; strongly innovate the method of ensuring logistics and finance; prioritize ensuring for units performing training and combat readiness tasks, island units. Promote increased production, processing and logistics services; ensure food hygiene and safety, improve the quality of meals for soldiers. Build and manage regular, green, clean and beautiful barracks; Good military feeding unit, good military supply management; military medical facilities with adequate conditions for medical examination and treatment according to hierarchy.

Continue to thoroughly grasp, effectively implement, and create solid changes in technical work. Improve the quality of technical assurance work, promptly meet requirements and tasks. Complete targets well, ensure safety of warehouses, weapons, and technical equipment. Promote the establishment of a regular technical discipline, continue to widely deploy the campaign "Manage, exploit weapons, technical equipment well, durably, safely, economically, and traffic safety" in all agencies and units in the military region.

Building a strong, comprehensive, "exemplary, typical" unit is an objective requirement, in line with the development requirements of the army and the national defense cause.
