Building the militia and self-defense force (MND) is an important task in the Party's military policy, the responsibility of the entire Party, the entire people and the entire political system. Recognizing that importance, in recent years, the Military Command (MC) of Nga Son district has advised the District Party Committee, People's Council and People's Committee to lead and direct the building of a strong, comprehensive and widespread militia and self-defense force, increasingly better meeting the requirements of national defense and security tasks in the new situation.

With the attention and leadership of Party committees at all levels, military and defense work in general and militia and self-defense work in particular of Nga Son district have made remarkable progress. In particular, since the implementation of the Project "Strengthening the organization and improving the quality of the militia and self-defense force of Thanh Hoa province in the period of 2016-2020", the militia and self-defense force in Mai An Tiem's hometown has been consolidated and improved in terms of organization, political quality, and military level have been gradually improved, increasingly affirming itself as a trusted force of Party committees and authorities at all levels; always being the core force, taking the lead in implementing many political tasks at the grassroots level.

Currently, the militia force of Nga Son district is built and structured in 24 communes and towns and 12 self-defense units of agencies and organizations stationed in the area, with 1,846 soldiers, accounting for 13.8% of the district's population. These include mobile militia; maritime militia; air defense, artillery, reconnaissance, information, chemical, medical militia; on-site militia; engineer militia. In addition, the military command system in general and the militia force in particular are also regularly improved in terms of organization. Specifically, the whole district has 24 military commands of communes and towns; 7 military commands of agencies and organizations; 5 self-defense units. Notably, Nga Son is the only locality in the province with a female 82mm Mortar Platoon, stationed in Nga An commune. At the same time, 100% of the commune and town military commands and the self-defense military commands of agencies and organizations have 4 comrades, including: platoon leader, squad leader, battery leader and village team leader.

According to statistics, the proportion of party members in the militia force accounts for about 36.4% and many comrades have intermediate or higher professional qualifications. In order to build a strong militia force to meet the requirements of the current period, every year, the Nga Son District Military Command opens military training courses for 100% of cadres holding command positions of militia and self-defense units and cadres of the commune-level military command, agencies and organizations. At the same time, well organize militia competitions and sports competitions to improve political awareness, staff capacity, command organization and training for local militia officers and soldiers. In the first 6 months of 2023, the District Military Command sent 8 militia assistants and commune-level military commanders to participate in specialized training courses organized by the Provincial Military Command. Along with that, the District Military Command also opened military and defense training courses for 116 comrades of the Military Command of communes, towns, agencies, organizations and 301 comrades who are platoon leaders, squad leaders, battery leaders, and village leaders. After each training and refresher course, the cadres working in the militia and self-defense force have been equipped with basic contents and new knowledge about local military and defense work. Thereby, contributing to improving the ability to organize training, the capacity to advise Party committees and commanders at all levels in leading, directing, and effectively implementing militia and self-defense work, defense tasks and military and defense work in localities and units.

In line with Resolution 765-NQ/QUTW, dated December 20, 2012 of the Central Military Commission on "Improving the quality of training in the period of 2013 - 2020 and the following years", the orders and plans for combat training and political education of the superiors, every year, the Military Command of Nga Son district has proactively developed plans and organized strict training for militia and self-defense forces. In training, the motto of "basic, practical, quality" has been well implemented, taking political education as the basis, technical and tactical training as the center, cadre training as the key and training close to actual combat, in line with the task of protecting political security, social order and safety, preventing and overcoming the consequences of natural disasters at the grassroots level. Especially, the training of first-year militia, regular militia, marine militia, and militia of military branches is important. Accordingly, every year 100% of the bases The militia in the district was organized to train according to the prescribed content and program, with the number of soldiers reaching 98.1% or more. As a result of the training, 100% of the militia soldiers participating met the requirements, of which the good and excellent rate reached from 75% to 80%. In parallel with the training work, the District Military Command also advised the District Party Committee, People's Council, and People's Committee to direct agencies, departments, branches, communes, and towns to do a good job of managing and selecting citizens of age to join the militia force.

Promoting the tradition in the resistance war, building and defending the Fatherland, the militia and self-defense force of Nga Son district has not only increased in quantity and improved its organizational system, but its political and military quality has also been increasingly improved. This is also demonstrated by the fact that the militia and self-defense force has actively participated in mobilizing people to join hands in building new rural areas, developing production; taking the lead in natural disaster prevention, rescue, and together with other forces, effectively handling a number of problems arising at the grassroots level. Thereby, it has made an important contribution to socio-economic development, consolidating national defense and security, and building a strong base.
