Building a militia and self-defense force to meet the requirements and tasks in the new situation

And March 28th every year becomes the Traditional Day of the Vietnam Militia and Self-Defense Force (MDF). Since its inception, the MDF has always affirmed its important strategic position and role in the people's war and in defending the Fatherland. On this occasion, Gia Lai Newspaper reporters interviewed Colonel Le Trong Thuy - Deputy Commander, Chief of Staff of the Provincial Military Command (CHQS) about the work of building the MDF in the province.

* Reporter: Dear comrade, over the past years, how has the militia force in the province been built, consolidated and developed?

- Colonel LE TRONG THUY: During 90 years of building, fighting and growing up, generations of militia and self-defense officers and soldiers have always been loyal to the Party, the Fatherland and the People; fought steadfastly, intelligently and bravely; worked, studied and worked effectively and creatively and achieved many great feats of arms, contributing to the building of an increasingly strong armed force nationwide.

Along with the development and growth of the militia and self-defense forces nationwide, the provincial militia and self-defense forces have been built, consolidated and developed, gradually meeting the requirements of tasks in the new situation.

Currently, the militia force in the province has met the requirements of quantity, quality, organization, and appropriate weapons. Military agencies in localities in the province are always proactive in strictly implementing the review, registration, management, and recruitment of new militia to ensure rotation according to regulations.

In particular, in training work, the Military Command at district and commune levels focuses on innovating the content and methods of training militia and self-defense forces, gradually improving the quality, capacity and qualifications of militia and self-defense forces in performing their tasks.

In order to build a strong and widespread militia force in accordance with Directive No. 16-CT/TW dated October 5, 2002 of the Secretariat (9th tenure) and the 2019 Law on Militia and Self-Defense Forces, the Provincial People's Committee has directed the Provincial Military Command to advise on the development and submission to the Provincial People's Council for promulgation of Resolution No. 285/NQ-HDND dated December 10, 2020 on the Project on organizing forces, training, operations and ensuring policies for militia and self-defense forces in the province for the period 2021-2025; Resolution No. 131/2020/NQ-HDND dated December 10, 2020 of the Provincial People's Council on regulating the monthly allowance level of village team leaders and the daily allowance level for militiamen when performing tasks in the province.

Every year, the provincial militia and self-defense forces participate in thousands of working days to help localities build new rural areas, eliminate hunger and reduce poverty, and propagate and mobilize people to properly implement the Party's guidelines and policies and the State's policies and laws. The militia and self-defense forces are also always present when there are natural disasters, storms and floods in the area to participate in rescue and relief efforts.

* Reporter: Can you summarize the important results in the work of building the militia force in the province?

- Colonel LE TRONG THUY: In recent times, the province has focused on building the militia force with appropriate proportions, a reasonable organizational structure, ensuring sufficient force components, organizational scale, suitable for each locality, each residential area and types of production and business organizations such as: building mobile militia, artillery, air defense, information, reconnaissance, medical...

The militia force in the province is organized into 442 units, including 218 militia units and 224 self-defense units. The militia force includes: district-level and commune-level mobile militia, regular militia, local militia, and military militia. The self-defense force includes: local militia, air defense militia, and artillery.

Up to now, the militia force in the whole province has reached nearly 1.35% of the population (of which, militia reached more than 1.15%, self-defense reached nearly 13.64%). The proportion of female militia reached more than 10% compared to the total number of militia. Organizing training and coaching of militia and self-defense forces according to the prescribed program content, the number of troops reached over 95%. The Provincial Military Command has directed localities to well implement the planning, training, and appointment of commune-level military command officers, reaching 97.5%. The province has also focused on investing in the construction and repair of 218/218 working houses for commune-level military command with a budget of hundreds of billions of VND.

The work of developing party members in the militia and self-defense forces has always been focused on by Party committees at all levels. Up to now, 100% of commune-level military cells have Party committees, and the proportion of party members accounts for 31% of the militia and self-defense forces. Of which, party members in the militia force account for 26.4% of the military force, and in the self-defense force account for 55.4% of the military force.

* Reporter: To build a strong and widespread militia force that meets the requirements and tasks in the new situation, what solutions will the province focus on, comrade?

- Colonel LE TRONG THUY: To build a strong and widespread militia force to meet the requirements and tasks in the new situation, in the coming time, it is necessary to strengthen the leadership of Party committees and the management and operation of the government over the activities of the militia force.

Along with that, promote the core role of military agencies at all levels in advising and proposing to help Party committees and authorities at all levels issue resolutions, directives, and plans to lead military and defense work in accordance with the actual situation. Focus on education and propaganda so that cadres, party members, and people clearly understand the position, role, and importance of the militia and self-defense force in the cause of building and defending the Fatherland in the current situation.

At the same time, strengthen inspection of the construction of militia and self-defense forces in the area, promptly grasp difficulties and obstacles, propose and advise local Party committees and authorities to remove difficulties and obstacles in the construction of militia and self-defense forces to meet immediate and long-term requirements.

In order for the militia and self-defense force to truly be a trustworthy political force of the Party committees, authorities and people at the grassroots level, it is necessary to consolidate, improve and improve the quality of activities of the self-defense military command boards of agencies, organizations and the commune-level military command boards according to regulations.

Strictly implement the registration and management regime for militia and self-defense forces; regularly review and improve the organization and staffing of militia and self-defense forces in the direction of being lean, compact, and strong, with a reasonable ratio and structure between core and broad forces; focus on building militia and self-defense forces in key areas, remote and isolated areas.

The selection and admission of citizens into the militia and self-defense forces must be carried out strictly according to the principle of the Party Committee leading, the government directing, the commune-level Military Command advising and organizing implementation according to the motto "People know, people discuss, people elect, people care".

Focus on building and improving the quality of operations of commune-level military party cells; promulgate functions, tasks, powers, working relationships and operating regulations of Party committees and party cells, attach importance to leading the development of party members in the militia and self-defense forces, meeting the requirements on political quality.

Along with that, focus on improving the training quality and operational efficiency of the militia and self-defense force, closely combining political and legal education, mass mobilization work with military training, training, cadre training, improving the qualifications and combat readiness of the local militia and self-defense force, mobile militia and other military branches. Focus on training coordination between the militia and self-defense force and other forces in the area in combat and performing the tasks of preventing, combating, mitigating natural disasters, and handling situations to protect social order and security in the locality.

Localities need to strictly implement the Law on Militia and Self-Defense Forces, especially the regulations on budget; collect, manage and use the national defense and security fund for the right purposes, in order to ensure timely regimes and policies for the Militia and Self-Defense Forces. At the same time, policy work must be linked with organizational and ideological work; and policy work must be done well for families of Militia and Self-Defense Forces officers and soldiers in difficult circumstances, ensuring that Militia and Self-Defense Forces soldiers can confidently carry out their tasks when mobilized.

Promoting the glorious tradition through 90 years of construction, fighting and growth, together with the cooperation and participation of all levels and sectors and the attention and care of Party committees and authorities at all levels, the provincial militia and self-defense force has truly become a solid foundation in maintaining political security, social order and safety, maintaining national border sovereignty and security, creating conditions for local socio-economic development. Thereby, contributing to building a national defense, a solid security posture, and building an increasingly strong defense zone of the province.
