President Vo Van Thuong assessed that over the past years, the People's Public Security force in general and the Internal Political Security force in particular have thoroughly grasped and seriously implemented the direction and orientation of the Party and State leaders on the work of ensuring internal political security. The entire force has overcome all difficulties, united, unified, resourceful, creative, coordinated with agencies and units inside and outside the industry to excellently complete assigned political tasks; achieved many achievements and feats, contributing to maintaining a secure, safe, peaceful and stable environment, creating favorable conditions for the country's socio-economic development, enhancing the position and image of Vietnam in the international arena.

Referring to the context of the situation in 2023 and the following years, which poses heavy requirements and responsibilities for the task of protecting national security and protecting internal political security, the President pointed out that hostile and reactionary forces and opposing subjects have been actively carrying out plots and activities against the Party and the State... Meanwhile, in the country, the situation of political and ideological degradation, "self-evolution", "self-transformation", corruption, negativity; cultural and ideological security, information security, cyber security, economic security... still tends to develop in a complicated manner.

Orienting some key tasks of the internal political security force in the coming time, the President requested the Central Public Security Party Committee and the Internal Political Security Department Party Committee to do a good job of strategic advisory work in protecting the Party's ideological foundation, protecting the Party's leadership and power, protecting the regime, and protecting the people. It is necessary to deeply understand that internal political security work is closely linked to and contributes to improving the quality of Party building and rectification work and the political system. It is important to evaluate, summarize practices and study theories, establish new theoretical points in internal political security work, and solutions in the new situation. The research clearly points out the risks to national security, internal political security and the strategic work contents in the coming time to propose additions to the new Resolution on "Strategy for protecting the Fatherland in the new situation" which will be considered by the 13th Central Executive Committee in the near future.

President Vo Van Thuong directed that it is necessary to promote the task of building a truly clean, strong, disciplined, elite, and modern People's Public Security force to meet the requirements and tasks in the new situation;

Along with that, it is necessary to focus on grasping, assessing, and accurately forecasting the situation early and from afar, the risks, plots, and attacks on the internal situation to promptly advise all levels on effective policies and solutions. Proactively prevent, detect, promptly advise, and organize effective combat against plots and activities of "peaceful evolution"; manifestations of degradation in political ideology, morality, lifestyle, "self-evolution", "self-transformation"... Absolutely do not let the Party and State be passive or surprised about issues related to political security and national security.

The President requested that the internal political security force continue to identify the work of protecting the Party's ideological foundation as an important and regular political task, especially the "Peaceful Evolution" strategy of hostile forces that directly attack, deny, and demand the abolition of Marxism-Leninism and Ho Chi Minh's thought. Continue to maintain and demonstrate the core role in implementing Resolution No. 35-NQ/TW of the Politburo (12th tenure) on protecting the Party's ideological foundation; fight against erroneous and hostile viewpoints in the new situation in conjunction with implementing Conclusion No. 53-KL/TW of the Secretariat (12th tenure) on fighting, preventing, handling, removing, and destroying fake news, false, bad, and toxic information on the Internet and social networks, ensuring that it is increasingly professional, methodical, and strategic. Strengthen state management of cultural-ideological security, information-communication security.

In particular, the President requested to focus on effectively implementing security work in the process of implementing the Resolution of the 6th Central Conference, 13th tenure, on continuing to build and perfect the socialist rule-of-law State of Vietnam in the new period.

Continue to further improve the quality and effectiveness of coordination and combat cooperation as well as more clearly define the responsibilities between the Police, the Army and ministries, departments and branches in the work of protecting internal political security; mobilize the strength of the entire political system and the entire population, in which the Police force, directly the internal political security force, is the core.

The President also directed that it is necessary to promote the task of building a truly clean, strong, disciplined, elite, and modern People's Public Security force to meet the requirements and tasks in the new situation; including the Internal Political Security force, an important force of the People's Public Security. The President requested the Central Public Security Party Committee and the leaders of the Ministry of Public Security to pay attention to leadership, direction, and prioritize investment in all aspects to build a strong Internal Political Security force, absolutely loyal to the Party, the State, and the people; wholeheartedly serving the Fatherland and the people; having a firm political stance, pure ethics, good at law, proficient and sharp in professional skills; always deeply aware that "honor is the most sacred and noble thing" so that the People's Public Security force in general, and the Internal Political Security force in particular, are always "a sharp sword, a solid steel shield", successfully completing all tasks in the new situation.
