Since 2022, since the policy of building Hamlet 8, Nghi Lam Commune, Nghi Loc District into a "Typical Cultural Village" at the provincial level, the people of Hamlet 8, Nghi Lam Commune have been very enthusiastic in contributing human and financial resources. Mr. Nguyen Van Hoi - Nghi Lam Commune policy officer said: "We have informed the hamlet officials and people here that, to become a "Typical Cultural Village", it is necessary to add some criteria such as completing the institutions of cultural houses, sports fields... adding content in the conventions, village covenants, or completing green, clean, and beautiful models". These criteria are basically available in Hamlet 8, but now to make it more complete and spacious, the most important thing is still the contribution and solidarity of the people.

The Executive Committee of Hamlet 8 immediately held a meeting with the people to resolve to complete Hamlet 8 in accordance with the criteria. Such as installing more cameras at the hamlet centers, having public garbage pits that are properly processed, having more flower paths, ornamental trees and flag paths that meet standards... In addition, in the village convention, the hamlet also discussed with the people the need to have sanctions to punish citizens who are not aware of littering, the first time will be fined 500 thousand VND, the second time is 1 million VND.

“People know that this is a fine with not a small amount of money, but they agree. They think that if it is a convention, it must be specific and have a deterrent effect,” said Ms. Nguyen Thi Lam, head of Hamlet 8.

To build a flagpole or add items to the sports field or cultural house, a large amount of money is needed. Therefore, the difficult problem is how to mobilize the people while they contribute to the completion of the new rural area. However, after the propaganda, the people were determined to do it.

“We have a group of people who work far away, when mobilizing funds to carry out projects in the hamlet, almost everyone in the group contributes. In addition, the people in the hamlet, some more or less, voluntarily support the movement. Therefore, although there are no sponsors, the amount of funds that people contribute to each project is almost 100%, and for projects supported by the State, people also contribute up to 50 - 70%”.

Hamlet 8 currently has 250/267 cultural households for 3 consecutive years, of which 7 are typical cultural households for 2 consecutive years. The rate of people participating in physical exercise and sports in the hamlet is 45%, 50% of families meet the standards of sports families. People's lives are increasingly improved, average income per capita reaches 63 million VND/year.

Mr. Nguyen Dinh Duong - Deputy Head of the Department of Culture - Science and Information of Nghi Loc district said: "Up to now, Nghi Loc district has had 15 typical cultural villages, all of these models are strongly promoting the cultural values ​​that the people and authorities here have worked hard to cultivate".

Promoting the movement of typical cultural villages and hamlets in the community, in recent years, Con Cuong district has focused on building cultural villages right at community tourism spots. In particular, the cultural village of Nua village is a typical model. In Nua village, people are the main actors in organizing cultural activities at the grassroots level and serving tourist groups well. Secretary of the Party Cell of Nua village - Mr. Vi Van Hien said: "When registering to build a typical cultural village, people also commit to the village and hamlet that they will promote the title of cultural family with a target of over 90% and sports family with a target of over 50%. 90% or more of the people in the village will implement the village's covenants and regulations well".

People's power is the soul of the model

To build a typical provincial cultural village, according to Ms. Nguyen Thi Thanh Huyen - Head of Cultural Affairs Department, Provincial Cultural Center: "When the criteria for a typical provincial cultural model were issued by the Department of Culture under Decision No. 1469/QD-SVHTT dated May 24, 2023 of the Department of Culture and Sports (now the Department of Culture, Sports and Tourism), we have concretized the construction of a typical cultural village into specific criteria to suit the needs of the people, and also as a model for other places to learn from".

According to Ms. Huyen, the criteria will be specific, such as: In the criteria for building a cultural life, each Cultural Village must supplement the conventions and village regulations to suit modern life; to build and promote the effectiveness of cultural and sports institutions, it is necessary to build a village cultural house to ensure a minimum number of seats for 70%, and 70% or more need to participate in activities; to build cultural people and cultural families in Nghe An, the rate of cultural families must reach 85% or more; the rate of sports families must be higher than the average of the province...

In addition, for a green - clean - beautiful environment, the typical Cultural Village must have flower streets, flag streets, and trees on the alleys, cultural houses, and public places; the visual propaganda system must be installed in accordance with regulations, ensuring aesthetics; production and business activities must meet the legal regulations on environmental protection...

Since 2001, the Provincial Cultural Center has built nearly 200 typical cultural models. In 2024, the province will have 18 typical cultural models at the provincial level, including 7 typical village, hamlet, and block models. This year, the center will build 8 typical village, hamlet, block, and block models in the whole province.
