Party committees and authorities at all levels play the role of organizing, guiding and supporting implementation. The Steering Committee for National Target Programs of the district is always close to the grassroots, grasps the situation, removes difficulties, encourages communes to proactively overcome difficulties, and mobilizes all resources for new rural construction. The central government, the province and the district create conditions for communes to overcome difficulties, effectively implement the new rural construction program associated with the implementation of the agricultural development project to 2025, with a vision to 2030. The district has restructured the agricultural, forestry and fishery sectors and identified key areas, key products, advantages and development potential to increase added value and sustainable development.
In the period of 2011-2023, the district's crop sector has a total cultivated area of 13,871.5 hectares; the average total grain output reached 60,185 tons/year, reaching 100.3% of the plan. By March 2024, a number of large-scale concentrated crop production areas have been formed and developed in the district. Typically, the high-yield, high-quality rice production area of 3,500 hectares has been approved by the Thanh Hoa Provincial People's Committee; the district has 12 communes with an area of 70 hectares of rice certified by VietGap; a specialized concentrated vegetable, root and fruit production area with an area of 1,580 hectares/year, including chili for export, sweet corn, soybeans, spinach, cucumbers, potatoes, etc. Of which, there are 2,000 m2 of hydroponic vegetable greenhouses; 6.3 hectares of greenhouses and net houses for growing Queen melons and net melons and 36 hectares of concentrated safe vegetable production have been granted VietGap certification and QR codes to trace the origin of products. The average income value is over 180 million VND/ha/harvest. Particularly, the net house model for growing safe vegetables and hydroponic vegetables according to VietGap standards in Phu Loc and Hoa Loc communes has an income value of over 2.4 billion VND/ha/year, with a profit of over 700 million VND/ha/year; the net melon and Queen melon model has an income value of over 700 million VND/ha/year, with a profit of over 300 million VND/ha/year.
Hau Loc district has developed 292 specialized livestock farms, of which 111 farms meet the criteria according to Circular No. 02/2020/TT-BNNPTNT of the Ministry of Agriculture and Rural Development. In general, the farm models after conversion all have economic efficiency about 10 times higher than rice cultivation. With the view of creating high-quality products and high commodity value, in recent years, livestock facilities in the district have shifted to concentrated commodity production on a medium to large scale, creating value chains for high economic efficiency through the introduction of high-quality, economically efficient livestock (super meat) and poultry (super meat, super eggs) breeds to replace low-yield local breeds. This demonstrates that the agricultural structure has shifted strongly, increasing the output, value, and quality of livestock products due to the application of science and technology.
The district's fisheries sector has been given attention for development in terms of exploitation, aquaculture and processing, continuing to affirm itself as the district's spearhead economic sector. Fisheries have been developed in the direction of gradually reducing coastal exploitation, improving offshore exploitation capacity and increasing aquaculture output and value. The total output of exploitation and aquaculture in 2023 will reach 48,577 tons, reaching 101.2% of the plan and increasing by 1.43% over the same period.
The district has focused on implementing the Project on developing small-scale industry and the project on developing local enterprises, focusing on policies to attract investment and encourage industrial development, aiming at developing the district's overall socio-economic situation. The outstanding result is that the district has 21/21 communes meeting the new rural standards, of which 3 communes have met the advanced new rural standards (Phu Loc, Hung Loc, Lien Loc), 1 model new rural commune (Hoa Loc); 117/132 villages have met the new rural standards; 21 villages have met the model new rural standards. The whole district has 17 OCOP products, of which 2 are 4-star products, 15 are 3-star products. The material and spiritual life of the people here has been clearly improved. People's income has gradually increased. Thanks to the association of production development, improving people's lives with new rural construction, it has contributed to promoting hunger eradication and poverty reduction in the area. The district has completed 9/9 criteria of new rural districts.
New Rural Development must mobilize all resources. In addition to the support capital from the Central, provincial, district levels, and attraction from enterprises, the local counterpart capital plays a key role. The total mobilized capital for New Rural Development since its implementation has reached 12,752,816 million VND; of which, the central budget is 661,900 million VND; the provincial budget is 1,005,822 million VND; the district budget is 2,238,063 million VND; the commune budget is 1,626,148 million VND. The integrated capital from programs and projects is 98,741 million VND. The people's contribution is 6,965,496 million VND. The remaining capital is from enterprises, investment cooperatives, and credit loans.
From the mobilized capital, the district, communes and people have invested in building new and upgrading economic and social infrastructure works, such as: traffic, electricity system, irrigation, cultural houses, housing...; invested in developing production. The economic and social infrastructure in rural areas in Hau Loc district has developed rapidly, creating a new look for rural areas, gradually meeting the production needs and people's lives.
In order to soon turn Hau Loc into a fairly developed district of the province by 2025, the district has been focusing its efforts on leading, directing the development and implementation of specialized resolutions, in order to concretize the key programs of the Resolution of the 27th District Party Congress, term 2020-2025. Continue to effectively restructure the agricultural sector associated with land accumulation and concentration for large-scale, high-tech agricultural development by 2025, with a vision to 2030 associated with new rural construction according to Resolution No. 13-NQ/TU of the Provincial Party Executive Committee. Create favorable conditions and encourage enterprises to invest in agriculture and rural areas; prioritize the development of concentrated, large-scale agricultural production areas in a modern direction, applying high technology to production to meet food safety standards, contributing to promoting commodity agricultural production. Based on the planning of each commune and town, focus on strongly transforming the structure of crops, livestock and aquatic products. Convert ineffective crop areas to livestock, aquaculture and high-value crops. Restructure the livestock industry towards increasing the proportion of livestock and poultry, with priority given to poultry development. Shift from traditional livestock farming to concentrated livestock farming, large-scale industrial farming, high technology associated with environmental protection, contributing to increasing income and creating jobs for the people. Focus on completing documents to submit to competent authorities to recognize Hau Loc district as meeting NTM standards in the second quarter of 2024.
