On April 26, 1955, the Coastal Training School was established with the mission of training officers and sailors for the coastal defense force. On March 31, 1959, the school was honored to welcome Uncle Ho to visit and advise: "Teachers and students of the school must compete to teach well, study well, improve the quality of acquiring ship techniques... Regardless of their position, they must train comprehensively, study and strive constantly to improve themselves and build the Navy to quickly mature."

After many name changes, in April 1993, the Ministry of National Defense decided to upgrade the Naval Technical Command Officer School to the Naval Academy. Under this school, tens of thousands of cadres and officers have studied, trained and matured, many of whom have developed into generals and senior officers in the Navy and Army. With outstanding achievements in training cadres, scientific research and performing other tasks, the school was awarded the title of Hero of the People's Armed Forces, the Independence Medal, 3 Military Exploit Medals, the Feat of Arms Medal, 2 Fatherland Protection Medals and many other noble awards. In particular, on the occasion of the 70th anniversary of its tradition, the Naval Academy was awarded the First Class Fatherland Protection Medal by the President.

To meet the requirements of the new period, the Party Committee and Board of Directors of the Academy have determined to focus on effectively implementing a number of key contents and solutions:

Firstly, continue to strengthen the leadership and direction of Party committees and commanders at all levels for the task of education and training. Raise awareness and responsibility of all cadres and Party members, especially leaders, about the key position and role of education and training work. Thoroughly grasp, concretize and effectively organize the implementation of resolutions and conclusions of the Party, the Central Military Commission, the Ministry of National Defense and the Navy on innovation in education and training. Focus on leading and directing the successful implementation of breakthroughs in team building and perfecting training processes and programs, strictly maintaining the discipline of regular lecture halls; linking the improvement of education and training quality with the building of a clean and strong Party Committee of the Academy, a comprehensively strong Academy that is "exemplary and typical".

Second, fundamentally and comprehensively innovate the process, content, curriculum and teaching methods, closely following reality. Continue to review, adjust and perfect the training program in the direction of "standardization, modernization", integration, connectivity, updating new knowledge, new technology, close to weapons, technical equipment and training practices, combat readiness of the Service. Clearly define output standards for each subject. Increase the duration of practice, drills, and internships at sea, in complex conditions. Promote the application of information technology, simulation technology, active teaching methods, promote self-awareness, creativity, self-study capacity, self-research and soft skills for learners. Strengthen coordination with units inside and outside the Service to exchange practical experiences. Research and propose opening new training majors to meet the development requirements of a modern navy.

Third, build and develop a team of teachers and educational managers who are "standardized, multi-talented, and equal to the task" in the spirit of Resolution No. 109-NQ/QUTW of the Central Military Commission on building a team of cadres, especially at the campaign and strategic levels, to meet the requirements of tasks in the new situation and the Project of the Ministry of National Defense on building a team of teachers and educational managers in the Army. Determined to build a team of teachers and educational managers of the Academy that is sufficient in quantity, strong in quality, reasonable in structure, has good moral qualities, good professional capacity, modern pedagogical methods, foreign language and information technology proficiency that meets the requirements, and is capable of working in a digital environment and international integration. Implement well the planning, training, fostering, practical rotation and policies to attract, reward, and honor teachers and educational managers.

Fourth, promote the modernization of facilities, infrastructure, and teaching equipment, towards a “Smart School”. Prioritize investment in upgrading classrooms, lecture halls, electronic libraries, simulation centers, laboratories, management systems, and training operations. Maximize the efficiency of modern equipment. Increase practical training at sea, long-distance sea voyages combined with defense diplomacy.

Fifth, build a standard and healthy military pedagogical cultural environment. Thoroughly grasp and strictly implement regulations on culture, teachers' ethics, and public service ethics. Promote democracy, solidarity, discipline, love, and responsibility; strictly maintain discipline and regularity. Promote emulation movements, especially the movement to build "2 nos, 3 best" lecture halls (2 nos: No smoking; no violation of rules and regulations. 3 bests: Most regular; most exemplary teacher-student relationship; cleanest and most beautiful landscape and environment). Regularly care for the material and spiritual lives of cadres, lecturers, students, employees, and soldiers.

Promoting the 70-year tradition of the heroic Naval Academy, the entire Academy joins hands and unites, continues to strongly innovate, further improves the quality of education and training, scientific research, builds the Academy increasingly strong in the direction of "Revolutionary, formal, standardized, modern", successfully completes all tasks, and contributes worthily to the cause of building and firmly protecting the sacred sovereignty of the sea and islands of the Fatherland.
