Focus on completing the project of linking commune-level cadres and civil servants with district and provincial levels
The Ministry of Home Affairs has just issued Notice No. 5847/TB-BNV dated October 5, 2023, concluding the Minister's conclusion at the conference to deploy the Ministry's tasks for the fourth quarter of 2023.
Accordingly, in the fourth quarter of 2023, the Minister requested heads of units to focus on completing tasks assigned by competent authorities, including completing 161 tasks, and at the same time propose to develop the 2024 Work Program of the Ministry of Home Affairs.
Units focus on completing in November so that in December they can organize the summary, evaluation, emulation and reward review for 2023, specifically as follows:
The Deputy Ministers focused on directing the heads of units in their respective fields to urgently develop and complete legal documents in the fourth quarter of 2023 to ensure progress and quality. If any unit fails to complete its tasks, it must be responsible to the Minister.
Specifically: Submit to the 6th Session of the 15th National Assembly for consideration and comment on 03 draft documents, closely following the developments of the Session to promptly absorb and explain the opinions of National Assembly deputies; submit to the National Assembly Standing Committee (NASC) for consideration and approval of the NASC's Resolution regulating the procedure for voters to dismiss People's Council deputies; submit to the Government for consideration and promulgation of 11 Decrees; submit to the Minister for promulgation under his authority 08 Circulars.
Focus on completing 02 Projects on connecting cadres and civil servants at commune level with district and provincial levels and Project on model of organizing urban government directly under provincial level to organize workshops to collect comments from ministries, branches and localities after the 6th Session of the 15th National Assembly.
The Minister assigned Deputy Minister Nguyen Duy Thang to directly direct the Department of Civil Servants and Public Employees and relevant units to complete the decrees advised by the Department in the plan for Quarter IV/2023; at the same time, direct the issuance of a written report to the Prime Minister on the consideration of adjusting the time for submitting the Decree regulating the support regime for cadres, civil servants, full-time public employees and those working full-time on digital transformation, safety and information security to ensure compliance with the salary policy reform policy.

Urgently complete and put the National Database on cadres and civil servants into operation
Focus on perfecting the institutions and legal environment to meet the requirements of digital transformation; complete updating, matching, and synchronizing the National Database on cadres, civil servants, and public employees with the National Database on Population; urgently complete to put the National Database on cadres and civil servants into operation and exploitation from the beginning of 2024 according to the principle of "Correct - Sufficient - Clean - Living".
Complete implementation of 10 specialized databases in the field of internal affairs to serve the direction and operation of the Ministry's leaders to connect and integrate with the Ministry of Internal Affairs' Intelligent Operation Center (IOC).
Prepare necessary conditions to put the Ministry of Home Affairs' Intelligent Operations Center (IOC) into operation to serve the direction and operation of the Ministry's leaders.

Focus on implementing Resolution No. 35/2023/UBTVQH15 of the Standing Committee of the National Assembly and Resolution No. 117/NQ-CP of the Government on the implementation of the arrangement of administrative units at district and commune levels in the period of 2023-2025; establish a Working Group of the Ministry of Home Affairs to conduct the appraisal of dossiers on the arrangement of administrative units at district and commune levels in the period of 2023-2025.
Urge localities to urgently develop plans to arrange administrative units at district and commune levels for the 2023-2025 period; resolve or report to competent authorities to resolve difficulties and problems after implementing the arrangement of administrative units; the arrangement and assignment of redundant cadres and civil servants, and the management of public assets.
Implement the plan to review, survey and evaluate the implementation of the Law on Cadres, Civil Servants and the Law on Public Employees; the Law on Government Organization and the Law on Local Government Organization to have a basis for proposing amendments and supplements to these Laws according to regulations; develop a Plan to summarize 20 years of the Government's organizational structure; Report to the Prime Minister the results of the summary and propose the replication of the decentralization model of the Hanoi People's Committee.
The Minister assigned the Institute of State Organizational Sciences to preside over and the Department of Organization and Personnel to coordinate in urgently developing a Report on the organization and structure of the Government over the past 40 years.
