Plan No. 230-KH/TU dated August 19, 2024 issued by the Standing Committee of Hai Duong Provincial Party Committee to deploy and implement Conclusion No. 84-KL/TW dated June 21, 2024 of the Politburo on continuing to implement Resolution No. 23-NQ/TW of the 10th Politburo on "Continuing to build and develop literature and arts in the new period".

Accordingly, the plan sets out the goals of building a healthy cultural life and environment; taking care of building Hai Duong people, closely and harmoniously connecting traditional Eastern values with modern values. Preserving and promoting traditional cultural and artistic values in the province; selectively absorbing the quintessence of world culture, integrating in socio-economic development, creating a strong and breakthrough change in the development of literature and art in the new period.

The Provincial Party Committee Standing Committee also aims to improve the quality of human resources, create a strong change in the team of leaders, managers, and consultants in the field of literature and art with sufficient qualifications, standards, prestige, and professional capacity to meet the requirements of the task. Build and develop a team of artists and encourage the creation of many works with high ideological and artistic values, imbued with the spirit of humanity and democracy, commensurate with the spirit of "Hai Duong people are civilized, studious, and have the aspiration to rise up". Focus on developing and nurturing young literary and artistic talents of the province.

To achieve the above objectives, the Provincial Party Standing Committee has set out key tasks and solutions. These are to continue to innovate thinking and leadership and direction methods, raise awareness and responsibility of Party committees and organizations at all levels, especially leaders, for the work of building and developing literature and art. Improve the effectiveness and efficiency of state management. Increase resources for the work of building and developing literature and art. Improve the overall quality of literature and art activities in the new period. Develop human resources. Promote international exchange and cooperation in literature and art in the new period...

The Standing Committee of Hai Duong Provincial Party Committee requested Party committees, authorities, Fatherland Front, and socio-political organizations at all levels to develop specific plans and effectively implement assigned tasks, ensuring that they are consistent with practical requirements at the unit and locality. The implementation content must be practical, with responsibility attached and the proactive and active role of the presiding agency and coordinating agencies at all levels must be promoted; ensuring regular, serious, practical, timely, and effective coordination between Party committees, authorities, Fatherland Front, and socio-political organizations in the province must be promoted.
