The Government Standing Committee requested that in the process of drafting a decree regulating the mechanism for direct electricity purchase and sale between renewable energy power generation units and large electricity users, it is necessary to study regulations on price mechanisms, transmission fees and other arising costs.
Building a direct electricity trading mechanism requires research on regulations on price mechanisms and transmission fees.
The Government Office issued Document No. 205/TB-VPCP announcing the conclusion of the Government Standing Committee on the status of development, submission for promulgation and main content of the Decree on the direct electricity purchase and sale mechanism between renewable energy power generation units and large electricity users (DPPA mechanism); mechanisms and policies to encourage the development of self-produced and self-consumed rooftop solar power; mechanisms for developing electricity projects using natural gas and LNG.
The announcement stated: The development of Decrees: regulating the mechanism for direct electricity trading between renewable energy power generation units and large electricity users; mechanisms and policies to encourage the development of self-produced and self-consumed rooftop solar power; mechanisms for developing power projects using natural gas and LNG are of particular importance, as mechanisms and policies to promote the development of power sources, especially clean and sustainable power sources; mobilizing resources from society to develop power sources, contributing to reducing the pressure on the Government and Vietnam Electricity Group to develop power sources. At the same time, these mechanisms contribute to making the electricity market more open, transparent, competitive and healthy.
To develop these Decrees, from 2022 to present, the Government Standing Committee and the Prime Minister have issued many directive documents. However, the progress of developing and submitting these documents for promulgation is still slow, failing to promptly meet the requirements of economic and social development and the needs of people and businesses.
To speed up the construction progress, ensure the quality and feasibility of the above Decrees, the Government Standing Committee requests the Ministry of Industry and Trade and relevant ministries to seriously and fully implement the requirements of the Government Standing Committee, noting:
(i) Regarding the Decree regulating the mechanism for direct electricity purchase and sale between renewable energy power generation units and large electricity users: in the process of drafting the Decree, it is necessary to study the regulations on price mechanisms, transmission fees and other arising costs; assess the impact on the subjects, especially EVN. On that basis, the Ministry of Industry and Trade urgently completes the dossier to submit to the Government before May 15, 2024.
(ii) Regarding the progress of developing 2 Decrees: Mechanisms and policies to encourage the development of self-produced and self-consumed rooftop solar power and mechanisms for developing power projects using natural gas and LNG.
These are two important mechanisms and policies, creating conditions for businesses and people to proactively source electricity, produce and develop green, contributing to reducing the pressure on electricity supply demand on the national power system, contributing to ensuring electricity supply in 2024 and the following years. However, in order for the above two Decrees to come into effect and encourage people to use available renewable energy sources, the Government Standing Committee requested the Ministry of Industry and Trade to supplement and clarify the policy contents, ensuring the implementation of the incentive goals in a practical and feasible manner on the basis of harmonious benefits and shared risks. At the same time, carefully review to ensure that policy proposals do not have loopholes that lead to policy exploitation.
Specifically, for the Decree regulating the mechanism and policies to encourage the development of self-produced and self-consumed rooftop solar power: It is recommended to clarify the content of "self-produced and self-consumed"; clearly define the responsibilities of the Ministries (Construction, Public Security, Industry and Trade...) in regulating procedures on fire prevention and fighting, construction, technical conditions... so that it can be implemented immediately when the Decree is issued, without having to wait for the guiding Circular. Carefully study and introduce policies to encourage investment in this type of power generation. Specify the storage of electricity so that self-produced and self-consumed sources that are not fully used can be sold? On what principles should the selling price be based? It is recommended to encourage sales but with conditions...
Regarding the Decree regulating the mechanism for developing electricity projects using natural gas and LNG: It is necessary to clearly define the role of the State and state-owned enterprises in investing in construction and providing shared infrastructure for production, import, storage, gas distribution and the impact of policies, especially on prices and output...
On that basis, the Ministry of Industry and Trade will complete 02 Decrees to submit to the Government in May 2024.
The Standing Government assigned Deputy Prime Minister Tran Hong Ha to, on behalf of the Standing Government, direct the Ministry of Industry and Trade and relevant agencies to implement the direction of the Standing Government.
The Government Office is responsible for urging implementation and promptly reporting and proposing to competent authorities on arising issues.
