Digital awareness and digital human resources are comprehensively enhanced from government, businesses to people.

To successfully transform digitally, it is necessary to raise digital awareness and have a team of human resources well-trained in information technology, digital data, artificial intelligence and related fields, so the Provincial Steering Committee for Digital Transformation has focused on raising awareness of the benefits of digital transformation to all classes of people through mass media, through seminars, training and through the Community Digital Transformation Team. Accordingly, press agencies, district and commune-level broadcasting systems, and electronic information pages have all opened a column to propagate digital transformation to guide and popularize basic digital knowledge and skills for people. In particular, Community Digital Technology Teams across the province have simultaneously launched a campaign to "go to every alley, knock on every door, guide each person to use services and applications to develop the digital economy" during the peak period from October 1 to October 10, 2024.

In addition, the Provincial Steering Committee for Digital Transformation has directed the organization of many Conferences, Contests, and Workshops to promote digital transformation activities such as: Workshop "Some solutions for applying artificial intelligence (AI) in digital transformation, smart cities"; Grassroots radio contest to propagate digital transformation; Workshop "Popularizing digital infrastructure, enhancing digital applications to promote digital transformation in Quang Binh province"...

Thanks to the good work of propaganda to raise awareness of digital transformation, up to now, the whole province has nearly 7,500 cadres, civil servants, administrative officials at provincial, district and commune levels; 18,350 officials in the health and education sectors and 4,561 members of the village-level Community Digital Technology Team trained, fostered, and coached on digital transformation and digital skills to perform tasks in the network environment. 100% of cadres, civil servants, and public employees at state administrative agencies and units have attended IT training courses or basic information technology application training. From there, guiding people and businesses to carry out activities in the network environment in a practical and effective manner.

Developing Digital Infrastructure and Comprehensive Digital Government

To complete the goals and tasks in Resolution No. 07-NQ/TU dated March 31, 2022 of the Provincial Party Committee, the Steering Committee for Digital Transformation has focused on developing e-government and digital government of Quang Binh province in a comprehensive and comprehensive manner, with an operating model designed and operated based on data and digital technology to bring the activities of all levels of government to the digital environment, ensuring information security; changing the governance and business models of enterprises, the way people live and work to create new values ​​for society.

Regarding digital infrastructure, up to now, 100% of commune, ward and town centers have broadband internet fiber optic connections. 3G and 4G networks cover 97.7% of residential areas; The rate of households with a smartphone is 87.2%. 100% of administrative agencies at 3 levels of government have established internal networks (LANs) and broadband internet connections. Dedicated data transmission networks have been deployed to 180 administrative agencies at all levels, meeting the requirements for handling work and providing public services to people and businesses.

The infrastructure serving the online video conferencing system connects seamlessly from the Central to 100% of the People's Committees at the commune level, allowing the district level to proactively organize online meetings with the commune level. The provincial electronic data center fully meets the technical criteria, is ready to connect to the Government Cloud Computing Platform, ensuring the infrastructure serving 12 platforms, information systems, shared databases of the province and 18 software systems, specialized databases of agencies and units.

Currently, the province's Intelligent Operation Center (IOC) has tested and piloted 10 smart urban software and services, providing a number of practical smart urban applications for people and businesses. The province's important shared digital government information platforms and systems have been expanded and operated stably. The rate of electronic information pages providing and regularly updating information of agencies at the department and district levels is 100%; at the commune level is 74.1%. As a result, the rate of online records on the Public Service Portal is quite high: 76.2% at the provincial level, 82% at the district level, 91.4%. The rate of documents and work records processed in the network environment at provincial agencies is 99%, at the district level is 98%, at the commune level is 88%. The rate of documents fully digitally signed, in accordance with the regulations of the Provincial People's Committee and departments, branches and sectors under the Provincial People's Committee is 99.1%; of the district People's Committee is 98%; of the commune People's Committee is 96%.

Promoting the results and achievements in 2024 and 2025, the Quang Binh Provincial Digital Steering Committee is determined to synchronously implement many key solutions such as: Strengthening leadership, direction, and administration, raising awareness of digital transformation; Digital institutions, digital policies; Digital infrastructure; Digital human resources; Developing digital data; Network information security; Providing online public services throughout the process, achieving an average rate of at least 95% of administrative procedures; increasing the rate of people and businesses satisfied with the settlement of administrative procedures to over 90%. Strive for the digital economy to reach at least 15% of the province's GRDP; bring the rate of enterprises using electronic contracts in the commercial sector to over 90%. Strive for 100% of villages and hamlets with low signal and having national grid electricity to be covered by mobile broadband; 100% of households have access to broadband fiber optic internet services to successfully implement digital transformation in the province./.
