Raise self-study awareness, build learning units
Retired and living at the Yen Ha 1 residential group Party cell, Yen Thinh town (Yen Mo district), Ms. Do Thi Mai Lan always actively participated in Party cell activities, discussed with Party members and agreed to deploy tasks related to the implementation of the Party cell's political tasks.
Ms. Lan said: With more than 40 party members participating in the party cell, most of them are elderly and retired party members, self-study and research of many party members are still maintained. In addition to information from the Party newspaper, each party member also actively seeks information through social networking sites, updates information, reports from Zalo groups... Therefore, the application of information technology is extremely necessary. When the project "Building village, hamlet, and street party cells to become learning units" was implemented, regular study and self-study were always carried out well by each party member in the party cell.
Ms. Nguyen Thi Lua, Secretary of Trung Yen Ward Party Cell, President of Yen Thinh Town Learning Promotion Association (Yen Mo) said: Trung Yen Ward Party Cell has implemented the model of building the cell into a learning unit since 2021. Up to now, 65/69 party member families have been recognized as Learning Families.
At the Party Cell, the work of encouraging learning and talent always receives high support from each Party member. For example, during the recent Lunar New Year, responding to the "Spring of Learning Promotion" movement, not only did Party members contribute, but many Party members also mobilized their families and children to support the establishment of the Learning Promotion Fund of the ward and town, with a total budget of 40 million VND.
From this Fund, the town has rewarded 41 students with academic achievements; presented gifts to 7 students in difficult circumstances; awarded "Overcoming difficulties to go to school with you" scholarships to 2 students, with a budget of nearly 10 million VND... To achieve the goal of building a "Learning community" and "Learning unit", since 2021, the Yen Mo District Association for the Promotion of Education has proactively built village, hamlet, and street Party cells to strive to become learning units.
Mr. Dinh Tien Vien, Chairman of Yen Mo District's Association for the Promotion of Education, said: The model of "Building village, hamlet, and city party cells into learning units" implemented since 2021 has been effective in raising awareness, responsibility, and mobilizing the participation of party members in the work of promoting learning and talent at the grassroots level. The advantage in Yen Mo is that when implementing the model, 100% of party members in village, hamlet, and city party cells actively participated in the work of promoting learning and talent, responding to the construction of learning family and learning community models.
In addition, from the district Association to the grassroots Associations, they have focused on doing a good job of information and propaganda work in the Party Committees of communes, towns, and village, hamlet, and street Party cells. Thereby contributing to raising awareness, creating high consensus, and determination to implement the model. Every 3 months, the Commune-level Association for Promotion of Education inspects and urges the implementation of the Criteria Set in the Party cells. The district inspection team has inspected, evaluated, and classified the Party cells as learning units along with the year-end emulation inspection.
The whole district has 232/232 village, hamlet and street party cells registered to strive to become learning units, reaching 100%; 5,686/5,686 party members (reaching 100%) registered to strive to achieve 80 points or more. The results of inspection, evaluation, scoring and classification of party cells: 210/232 party cells achieved learning units (reaching 90.5%)...
The results of implementing the model "Building village, hamlet, and street party cells into learning units" have significantly contributed to improving the quality of learning and talent promotion work, building a learning society in the whole district, mobilizing many resources to join hands in caring for the education of children in the homeland.
Building village, hamlet, and city party cells into learning units also helps each party member raise awareness of self-study and lifelong learning to always be an example of learning for everyone to follow. At the same time, implementing the model is also a solution to contribute to building clean, strong, and comprehensive village, hamlet, and city party cells.
Affirming the Party's leadership role in promoting learning and talent
Mr. Nguyen Manh Truong, Chairman of the Provincial Association for Promotion of Education, said: From the effectiveness of the model of the Yen Mo District Association for Promotion of Education, the Provincial Association for Promotion of Education has developed the Project "Building villages, hamlets, and streets into learning units". This is the flexible application of the learning unit model according to Decision No. 242/QD-KH of the Vietnam Association for Promotion of Education, Decision No. 387/QD-TTg of the Prime Minister.
To effectively implement the Project, the Provincial Association for Promotion of Education has coordinated with relevant agencies and units to promote the Project, its meaning, purpose and content. At the same time, the Association also coordinated with district and city Party Committees to direct relevant agencies and units to effectively organize the pilot implementation.
Pay attention to the guidance and training for the staff of the Association for Promotion of Education at all levels and the Party cell secretaries of villages, hamlets and wards of pilot units on the set of criteria, the process of assessment, scoring and recognition of learning units for village, hamlet and wards Party cells.
The highlight of the implementation of the Project "Building village, hamlet, and city party cells into learning units" is that the Provincial Association for Promotion of Education has applied the set of criteria for the "Learning Unit" model issued with Plan No. 123 of the Vietnam Association for Promotion of Education to build village, hamlet, and city party cells into suitable "learning units", in order to promote the learning movement of party cells and party members in the spirit of Conclusion No. 49-KL/TW of the Central Party Secretariat (term XII).
To become a "Learning Unit", Party cells need to meet the criteria on results, conditions and effects of learning such as: 90% of Party members in the Party cell learn necessary life skills; participate in programs according to Party and State regulations; self-study at least one content per year and have a notebook to record the content; 90% of Party members in the Party cell have a high school education or equivalent or higher.
Party members who are cadres and civil servants must have a standard training level according to regulations; 80% of party members can use digital devices in work and life; 60% of party members achieve the title of "Learning Citizen"; villages, hamlets, and streets led by party cells have learning promotion organizations that operate in a disciplined and effective manner...
Since January 2024, the Provincial Association for Promotion of Education has implemented the Project in 8 districts and cities in the province. Each district and city has selected at least 1 commune, ward, or town as a pilot model. To date, 6/8 districts and cities have selected models and begun implementing them according to the set of criteria.
The project "Building village, hamlet and street Party cells into learning units" is of great significance in strengthening the Party's leadership role in promoting learning and talent, building communities and learning societies. At the same time, it contributes to promoting the awareness of self-study and lifelong learning of cadres and party members, improving qualifications, meeting the requirements of the 4.0 Industrial Revolution and responding to the digital transformation process in the current period.
Each village, hamlet, and street party cell becoming a learning unit also contributes to improving the leadership capacity of the party cell in general, and the leadership and direction of building learning models in particular in the village, hamlet, and street.
