Specifically, by the end of March 2025, only 2 bridges met the progress requirements: Coc Phuong bridge, Thien Long commune, Binh Gia district and Ta Phang bridge, Thanh Hoa commune, Van Lang district.
The remaining bridges include: Na Luong bridge, Vu Le commune, Bac Son district; Na Soong bridge, Yen Trach commune, Cao Loc district; Pac Duoc bridge, Tri Le commune, Van Quan district; Lan bridge, Quyet Thang commune, Huu Lung district; Lang Ngua bridge, Chi Lang commune, Chi Lang district; Suoi Pan Con bridge, Kim Dong commune, Trang Dinh district; Doan Ket bridge, Thai Binh farm town, Dinh Lap district; Suoi Vam bridge, Huu Lan commune, Loc Binh district, all of which have very slow progress and low value of completed work.
Reporters of Lang Son Newspaper and Radio and Television conducted a field survey at Na Soong Bridge, Yen Trach Commune on a day in early April 2025. The project's scale includes: building 2 new abutments, a 9-meter-long bridge body, a 5-meter-wide bridge deck with reinforced concrete structure and two approach roads of 10 meters each. The total value of the construction contract is more than 900 million VND, the project started on December 18, 2024 and is expected to be completed on June 16, 2025, the investor is the Cao Loc District Construction Investment Project Management Board. However, the new contractor is currently implementing the bridge foundation excavation item, the construction value is insignificant.
Mr. Lanh Van Hoang, Director of Hoang Phu International Investment Co., Ltd., Lang Son City - the construction unit, said: The project started in mid-December 2024, because the time is close to the Lunar New Year 2025, the implementation of construction will affect people's travel. Therefore, after Tet, the contractor will mobilize machinery and equipment to work at the site.
According to the people of Na Soong village, the construction of Na Soong bridge has helped facilitate the travel of people in 3 neighboring villages, of which 120 households directly benefited. However, the contractor's construction at the site has been very slow.
Similarly, the Lan bridge project in Quyet Thang commune, Huu Lung district with a total investment of 4 billion VND was started at the end of December 2024, but it was not until the end of April 2025 that the construction unit completed the site clearance and equipment gathering steps at the site.
Mr. Tran Van Cuong, Vice Chairman of Quyet Thang Commune People's Committee, Huu Lung District, said: In early March 2025, the construction unit entered the construction site to clean up the site, but for unknown reasons, the construction was continuously interrupted; regarding the construction site, the people donated land to build the road leading to the bridge.
Through understanding, of the 8 bridges behind schedule, Lan bridge, Quyet Thang commune, Huu Lung district and Suoi Pan Con bridge, Kim Dong commune, Trang Dinh district; Suoi Vam bridge, Huu Lan commune, Loc Binh district are only clearing the site and gathering machinery and equipment; the remaining 5 bridges are under construction of the bridge foundation, the estimated volume value is about 35% of the volume according to the contract.
According to the investigation, the reason for the slow progress is that the People's Committees of the districts are slow in completing the project documents; slow in arranging counterpart funds from the district budget and socialization. Some projects have been capitalized according to the plan but the contractors have not focused on implementing the construction at the site.
Specifically, according to the report of the Department of Construction, of the 10 bridge projects implemented in 2024 with a total investment of more than 20.6 billion VND, of which the provincial budget is responsible for 30%, the district budget is responsible for 30%, the remaining 40% is implemented by districts and communes. Since August 2024, the provincial budget has allocated 6.02 billion VND of the 2024 capital plan, equivalent to 30% for districts, but by the end of March 23, 2025, only 7/10 district-level units have arranged counterpart capital from the district budget of more than 3.3 billion VND; 5/10 district-level units have mobilized 1.048 billion VND. Thus, many district-level units are slow to arrange counterpart capital as well as mobilize social capital to implement the project.
Not only that, some projects have been allocated capital well but the construction implementation is very slow. Specifically: Pan Con bridge, Kim Dong commune, Trang Dinh district People's Committee has arranged 1.49/2.16 billion VND of total investment, equivalent to 68.9% of capital demand; Na Soong bridge, Yen Trach commune, Cao Loc district People's Committee has arranged 710 million VND/1.15 billion VND, equivalent to 61.7% of capital demand; Suoi Vam bridge, Huu Lan commune, Loc Binh district People's Committee has arranged 991 million VND/1.36 billion VND, equivalent to 72.4% of capital demand for the project.
Not only the bridge projects need to be completed by 2024, the determination of the list and preparation for investment and implementation of bridge projects in 2025 is also very slow. According to information from the Department of Construction, currently the districts have just sent the list of projects to the department to synthesize and report to the Provincial People's Committee for consideration of capital recording for implementation.
Rural traffic bridge projects under the project of construction, management, exploitation and maintenance of bridges on rural traffic routes in the period of 2024 - 2030 of the Provincial People's Committee have great social significance, contributing to promoting trade, improving production capacity and living standards for people in remote and disadvantaged areas. Therefore, it is very important for the People's Committees of the districts to promptly review the implementation situation, resolutely direct units to accelerate the progress of the bridge projects in 2024 and be more proactive in implementing the bridge list in 2025 for this project to truly be effective.
