This includes rearranging agencies and administrative units to reduce bloat and overlap, while improving the quality of cadres and civil servants. The goal is to create a streamlined political system that better meets the needs of the people and promotes the development of the province.

Stable operation after streamlining the apparatus

Immediately after the Politburo's policy on streamlining the apparatus organization, the work was implemented drastically and proactively with the motto "The Central does not wait for the provincial level, the provincial level does not wait for the district level, the district level does not wait for the grassroots level", Ca Mau province has implemented a plan to rearrange the apparatus organization on schedule, ensuring strictness, caution, and suitability to reality. With this spirit, the apparatus streamlining revolution is expected to open a new page in scientific, rational and effective leadership and management organization. This is the foundation to ensure the country's sustainable and comprehensive development, in accordance with the objective laws of the times.

After the reorganization and streamlining of the apparatus, at the provincial level, 10 focal points were reduced, including 1 Party Committee directly under the Provincial Party Committee, 6 departments, branches and 3 public service units. At the district level, the number of departments, branches and equivalent units was reduced by 42 units. The reduction of these focal points has helped to streamline the apparatus, reduce overlap in functions and tasks, and at the same time improve the operational efficiency of agencies and units.

After the reorganization, each agency and unit proactively reviewed and reorganized its apparatus in the direction of reducing internal focal points and building a roadmap for staff reduction according to regulations. Notably, professional work at agencies and units still operated stably, ensuring timely handling of requests, records, and procedures of people and businesses, without causing interruption or affecting the quality of public services.

Improve capacity to meet requirements

According to the report of the Department of Home Affairs, in the period of 2025 - 2030, the whole province of Ca Mau has 460 cases of early retirement and resignation according to Decree No. 178/2024/ND-CP. Of which, the provincial level has 315 cases, the district level has 145 cases. This shows the high support and consensus of the staff, civil servants and public employees for the Party's policy of streamlining the apparatus, creating favorable conditions for the arrangement and assignment of staff in agencies and units.

Provincial Party Secretary Nguyen Ho Hai requested: the process of organizing the apparatus and assigning cadres must be fair and objective in the spirit of selecting people, not allowing brain drain, not allowing complicated problems to arise that cause internal disunity, affecting the common work. Above all, each cadre, civil servant and public employee must maintain confidence, courage and be flexible in changing themselves, considering this an opportunity to renew themselves and improve their capacity to meet increasingly high job requirements.

The restructuring and streamlining of the apparatus inevitably has difficulties and challenges, especially in ensuring the rights of affected cadres, civil servants and public employees. However, with the spirit of "accepting sacrifice for the greater good", many cadres have voluntarily applied for early retirement or quit their jobs, demonstrating their consensus and high responsibility for the overall development of the province. Writing a voluntary application for early retirement when he had nearly 7 years of work left, Head of the Department of Mass Organizations and Associations (Provincial Party Committee's Propaganda and Mass Mobilization Department) Luu Quang Nhut confided: "I think that asking to retire early is also the responsibility of cadres and party members in the current situation, to reserve development opportunities for younger cadres who are capable, qualified, and have conditions to develop and contribute better".

To support this process, Ca Mau province has implemented support policies, ensuring benefits for those who retire early or quit their jobs according to the provisions of Decree No. 178/2024/ND-CP. At the same time, the province also focuses on training, fostering, and improving the capacity of the remaining staff, in order to meet the job requirements in the new situation.

It can be seen that the initial results achieved in the arrangement and streamlining of the apparatus have contributed to making the administrative apparatus of Ca Mau province more compact, flexible, operating more effectively and efficiently, better meeting the needs of the people and businesses. This is also an important premise for Ca Mau to continue to arrange the organization of the apparatus of the political system, towards building a streamlined administrative apparatus, operating more effectively, serving the people better.
